OCTOBER 5, 1959
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council
Chambers, on Monday, October 5, 1959, at 7:10 P.M., with all members present. The meeting was called to order by
President Stanley C. Korpal, President, who presided.
The Cleric read the Call for the Special Meeting as follows:

COUNTY OF ST. JOSEPH :SS: CALL FOR SPECIAL MEETING
CITY OF SOUTH BEND
To the President, and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of South
Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the
Council Chambers in the City Hall, at the hour of 7:00 P.M., C.S.T., on Monday, October 5, 1959, for the purpose
of the following:
TAKING ACTION ON THE CREATION OF A CITY - COUNTY BUILDING AUTHORITY
The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on
each; and evey member of the Common Council and make due return of such service of said Special Meeting.

Councilman Hahn made a motion that the Call for a Special Meeting be accepted and placed on file. Councilman Erhar
seconded the motion. Motion carried.

PRESENT: Councilmen Korpal, Erhardt, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski
ABSENT. None
RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
WHEREAS, the creation of a Building Authority to be a body corporate and politic is authorized
by the Statutes of Indiana for the purpose of financing, acquiring, constructing, equipping, operating and
leasing to the governmental units within the territorial boundaries of the county, lands or buildings for
public or governmental purposes; and
WHEREAS, it is deemed in the public interest for the creation of such an authority in St. Joseph
County to be considered in public hearing to be held and conducted by the Board of Commissioners of the County
of St. Joseph, the St. Joseph County Council and the Common Council of the City of South Bend, Indiana,
NOW, THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana, that
there be filed with the Auditor of St. Joseph County as provided by law a notice to be signed by the Preside
of this Council stating that this body has agreed, and this body does hereby so agree, to hold a public hear-
ing on and consider the creation of such an authority to be known as "South Bend - St. Joseph County Building
Authority" on October 20, 1959, at 7 :30 o'clock P.-M. in the St. Joseph Circuit Court Room in South Bend, Ind-
iana, which said notice shall be signed also by the presiding officers of the Board of Commissioners of the
County of St. Joseph and the St, Joseph County Council, stating the agreement of those bodies if said bodies
so agree and the Auditor of St. Joseph County shall give notice as provided by law.

Councilman Kroll made a motion for adoption of the Resolution. Councilman Hahn seconded the motion. Motion
carried. Resolution adopted.
Councilman Kroll then made a motion that the Council hold a Special Meeting on October 20, 1959, in the St.
Joseph County Circuit Court Room for the purpose of attending a public hearing on the South Bend - St. Joseph
County Building Authority. Councilman Hahn seconded the motion. Motion carried.
There being no further business to come before the Special Meeting of the Council, Councilman Hahn made a
motion to adjourn. Councilman Tellson seconded the motion. Motion carried and the Special Meeting of the
Common Council adjourned at 7 :20 P.M.
