HomeMy WebLinkAbout09-28-59 Council Meeting MinutesREGULAR MEETING SEPTEMBER 28, 1959 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers, Monday, September 28, 1959, at 7:14 P.M., with all members present except Councilman Hahn. The meeting was called to order by Stanley C. Korpal, President, who presided. ROLL CALL PRESENT: Councilmen Korpal, Erhardt, Tellson, Christman, Kroll, Glass, Erler and Muszynski. ABSENT: Councilman Hahn. MINUTES Report of the Committee on Minutes: To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved. Stan ley C. Korpal Julius B. Christman, Jr. Committee Donald F. Erhardt South Bend, Ind., September 28, 1959 Minutes of meeting of September 14, 1959. Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Glass seconded the motion. Motion carried. COMMUNICATION The Clerk read a communication from Mr. and Mrs. Julius B. Christman, Jr., expressing appreciation for flowers sent by the Council at the time of the death of Mr. James R. Hollingswerth, father of Mrs. Christman. Councilman Glass made a motion that the communication be accepted and placed on file. Councilman Kroll seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN FIRE DEPARTMENT AND CITY TREASURER IN AMOUNT OF $1870 AND TRAFFIC DEPARTMENT IN AMOUNT OF $1650.00, Respectfully report that they have examined the matter and that in their opinion it should be reported favorable. s /s/ Joseph T. Motion carried. 149 REGULAR MEETING SEPTEMBER 28, 1959 ORDINANCE NO. 4280 - - -59 AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN FIRE DEPARTMENT AND CITY TREASURER IN AMOUNT OF $1870.00 AND TRAFFIC DEPARTMENT IN AMOUNT OF $1650.00 The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Hahn). ORDINANCE NO. 4281 - -59 AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN POLICE DEPARTMENT IN AMOUNT OF $2,400.00 The Ordinance was given third reading and passed by a roll call vote of 8ayes, 0 nays, 1 absent (Councilman Hahn). ORDINANCE, FIRST AND SECOND READING AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN ENGINEERING DEPARTMENT AND PUBLIC HEALTH CLINIC IN AMOUNT OF $600.00 The Ordinance was given first reading by title and second reading in full. Councilman Erler made a motion that the Ordinance be set for Public Hearing on October 13, 1959, because of the fact that the next regular meeting would be on October 12th, a Legal Holiday and therefore the next meeting would be held on the 13th of October. Councilman Glass seconded the motion. Motion carried. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN CONTROLLER'S OFFICE $3,500.00 AND STREET AND TRAFFIC FUND $800.00 The Ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the Ordinance be set for public hearing on October 13th. Councilman Kroll seconded the motion. Motion carried. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE TO CHANGE THE NAME OF MONROE STREET IN THE CITY OF SOUTH BEND FROM TAYLOR STREET TO SCOTT STREET TO KOVATS DRIVE The Ordinance was given first reading by title and second reading in full. Councilman Tellson made a motion for suspension of rules. Councilman Christman seconded the motion. Motion lost upon roll call. Councilman Kroll made a motion that the Ordinance be put in committee for further study. Councilman Glass seconded the motion. Mot carried. Councilman Kroll then made a motion that the Committee meet in order to study this Ordinance and have a report ready for the meeting of the Council on October 13, 1959. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE CREATING AN OFFICIAL BUILDING CODE FOR THE CIVIL CITY OF SOUTH BEND, INDIANA Councilman Erler made a motion that the Ordinance be put in the Committee of the Whole for Study before it is presented to the Council for action. Councilman Kroll seconded the motion. Motion carried. RESOLUTION The Council then adopted a Resolution extending sympathy to Mayor Voorde and his family upon the death of JOSEPH VOORDE, Father of Mayor Voorde. (See next page) pl- 150 -REGULAR MEETING R E S 0 L U T 1 0 N WHEREAS, God, in His Infinite Wisdom, has called from this life JOSEPH VOORDE, father of Mayor Edward F. Voorde, and, WHEREAS, his untimely death has brought much grief and sorrow to his wife, Mary Voorde, his son, Edward F. Voorde, and his daughter, Lucille Dygulski. NOW, THEREFORE, BE IT RESOLVED: That we, the Common Council of the City of South Bend, do hereby extend to our Mayor, Edward F. Voorde, and the entire family of Joseph Voorde, our sincere sympathy in this, their deepest hour of sorrow, and, BE IT FURTHER RESOLVED that a page be set aside in the Council Records of the City of South Bend and this Resolution be copied therein and a copy duly certified by the Clerk be sent to the Mayor and his family. KORPAL, President of the Common Council REGULAR MEETING SEPTEMBER 28, 1959 OLD BUSINESS Councilman Muszynski complained that inter -city trucks are blocking South Olive Street from the railroad crossing back to the 800 Block of S. Olive St. This situation is caused by the work being done on Sample Street. He asked that the Traffic Engineer be instructed to reroute trucks on Prairie and Chapin Streets until this work is completed. Councilman Erler complained about the Giant Store on Ireland Road at Miami. He asked that the Building Commissioner, Mr. Lane, check the permits in regard to retaining wall and guard rail. Also, did they agree to set up a buffer between the store and the homes nearby? Mr. Erler asked that a report be made by Mr. Lane for the next meeting of the Council. Miss Guthrie, South Bend Civic Planning Association Executive Secretary, questioned the Council in regard to the Urban Redevelopment Commission requesting federal funds without approval by the Council. Mr. Korpal, president, asked the Clerk to advise Mr. Sucher to be present at the meeting of October 13th to answer questions. There being no further business to come before the Council, Councilman Muszynski made a motion to adjourn. Counci Tellson seconded the motion.
