The meeting was called to order by President Stanley C. Korpal, who presided. ROLL CALL: PRESENT: Councilmen Korpal, Erhardt, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski. ABSENT: None. REPORT OF COMMITTEE OF THE WHOLE: To the Common Council of the City of South Bend: Your Committee-of the Whole, to whom was referred an ORDINANCE APPROPRIATING 140NIES FOR THE PURPOSE OF DEFRAYING THE THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINN JANUARY 1, 1960, AND ENDING DECEMBER 31, 1960, INCLUDING DEPARTMENTS, FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND URBAN REDEVELOPMENT COMMISSIONS: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS. OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT, Respectfully report that they have examined the matter and that in their opinion it should be reported favorable,as amended, as follows: OFFICE OF MAYOR, Item A -11, Salary of Secretary (Adm. Asst.) by deleting the item; POLICE DEPARTMENT, Item P -11, SPECIAL MEETING COMMITTEE OF THE WHOLE MEETING AUGUST 31, 1959 145 Salary of Inspectors 2 @ $6,280.00 by striking 2 @ $6,280.00 and inserting 2 @ $6,180.00; Grand Total by striking $2,340,658.00 and inserting $2,340,458.00; FIRE DEPARTMENT by striking 204 @ $5;288.00 -- $1,078,752.00 and inserting 202 @ $5,288.00 -- $1,068,176.00; Q -11, Salary of Inspector's Secretary by striking $3,715.00 and inserting $3,540.00; Grand total by striking $1,692;716.00 and inserting $1,681,965.00; PUBLIC HEALTH CLINIC, U -12 Salary of Janitress by striking $1,700.00 and inserting $1,580.00; PARK DEPARTMENT Item 73 Land $35,000.00 under Properties be earmarked for the purchase of the Kemble Avenue Property for park purposes if the property can be purchased. /s/ Joseph T. Kroll,Chairman Councilman Glass made a motion that the report be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common-Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1960 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA, Respectfully report that they have examined the matter and that in their opinion it should be reported favorable, as amended, as follows: General Fund by striking $1.75 and inserting $1.74; Park Maintenance by striking .29 and inserting .25; Firemen's Pension Fund'by striking .143 and inserting .112; Police Pension Fund by striking .118 and inserting .098; City Plan Commission by striking .02 and inserting .018; Urban Redevelopment Commission by striking .033 and. inserting .023; total by striking 2.721 and inserting 2.608. /s/ Joseph T. Kroll, Chairman Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Christman seconded the motion. Motion carried. ORDINANCE NO. 4278 - - -59 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1960, AND ENDING DECEMBER 31, 1960, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPART- MENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND URBAN REDEVELOPMENT COMMISSIONS: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUT- STANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT, AS AMENDED. The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE NO. 4279 - - -59 AN ORDINANCE FIXING THE TAX LEVY FOR THE AAR 1960 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. Mayor Voorde in a communication asked that it be announced tonight that those salary adjustments found to be desirable in the review of the budget will be made effective as of January 1, 1960, through a directive from the Mayor to the City Controller. Since the salaries originally acted upon were set at the Mayor's recommendation to be the maximum salaries, there is flexibility enough to permit this action. There being no further business to come before the Special Meeting of the Common Council, Councilman Hahn made a motion to adjourn. Councilman Kroll seconded the motion.
