HomeMy WebLinkAbout08-31-59 Council Committee of the Whole Meeting MinutesLUMMiT EE UY THE WH.ULE MEETING AUGU5T :i1 1959 Be it remembered that the Committee of the Whole of the Common Council met in the Council Chambers on Monday, August 31, 1959, at 8 :09 P.M., with all members present. Councilman Kroll, Chairman, presided. Councilman Kroll introduced Mayor Voorde. The Mayor commended the members of the Common Council for the many hours spent in review of the budget to be adopted for the year 1960. He stated that while this is a relatively high budget for the ensuing year, the explanation is that the expenses of maintaining the services performed by the City have risen exactly as expenses in homes and industries. The Mayor further stated that in the interests of economy, he would ask that the Council delete an item in his own budget, that of Administrative Assistant. The Mayor stated that a vote of thanks should be given the Civic Planning Association, the Committee of 100 and the Chamber of Commerce for their help in reviewing the budget. Councilman Kroll asked the Clerk to read the Call for a Special Meeting. The Clerk read the following Call: STATE OF INDIANA ) ) SS: CITY OF SOUTH BEND ) CALL FOR SPECIAL MEETING To the President, and Members of the Common Council of the City of South Bend, Indiana: Gentlemen: You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the Council Chamber, in the City Hall at the hour of 8 :00 P.M., on Monday, August.31st, 1959, for the purpose of considering the following ordinances, to -wit: AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1960, AND ENDING DECEMBER 31, 1960, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND URBAN REDEVELOPMENT COMMISSIONS: PROVIDING THAT SUCH APPROPIRATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS; FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. Proponents and opponents were given an opportunity to be heard on this Ordinance. II Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association,asked for permission to read a letter relating to several budgetary items. Permission was granted. The following letter was read: Members of the Common Council City of South Bend, Indiana Gentlemen: August 31, 1959 The change in the law setting salaries of city employees before August 1st is a little in line with the setting many school employees' salaries before the budget is finalized. We do want to comment, however, that the city officials were much more considerate of the taxpayers' ability to pay than the School Board. There are, however, a few places where the salary and duties of the particular position were not clarified at the hearing in July, and it was understood that these would be explained at this meeting. We refer particularly to the Administrative Assistant to the Mayor, the Health Educator in the Board of Health office and the revision of salaries in Urban Redevelopment. Other than these the great majority of the salary increases have been held to the announced $240. so that it is not necessary to discuss these at this hearing. We note that the law is specific in that the salaries so fixed may not be increased or reduced during such fiscal year for which they are set, and the only way to avoid paying a salary is to abolish the position. In addition to specific budget items in several of the offices which we wish to question we ask agains that the Public Health Clinie, as such, be eliminated, that an investigator work out of the Board of Health office and the work handled at the Clinic be taken care of privately by physicians. This recommendation was made several years ago after talking with qualified doctors, and the Secretary of the Health Board said it would be studied. In view of the continuing advances made in the medical field, we believe the doctors should be not only proud but anxious to show faith in the work of their fellow doctors. This also suggests that the work done at the Chest Clinic be handled in the same manner. Great.strides have been made in the reduction and cure of T B and it would seem that a nurse could work out of the Board of Health office without the necessity of maintaining a full -time staff for this one disease. It's entirely possible that such a rearrangement would eliminate the need for an additional full -time nurse on the Board staff, particularly since a Health Educator has been employed. Serious consideration should be given to a sizeable reduction, if not elimination, of the Civil Defense budget, particularly since the Governor has seen fit to place the State National Guard in charge. If the military is to be responsible, then let us return the two officers assigned to this program back to regular police duty and thus increase the effectiveness of this department. OFFICE OF MAYOR Councilman Erler made a motion to amend A -11, Salary of Secretary (Adm. Asst.) by deleting the item. Councilman Muszynski seconded the motion. Motion carried. Councilman Erler then made a motion that the Budget for the Office of Mayor go to the Council favorable as amended. Councilman Glass seconded the motion. Motion carried. OFFICE OF CONTROLLER Councilman Hahn made a motion that the Budget for the Office of the Controller be approved and go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. OFFICE OF CITY CLERK Councilman Korpal made a motion that the Budget for the Office of City Clerk be approved and go to the Council as favorable. Councilman Christman seconded the motion. Motion carried. OFFICE OF CITY TREASURER Councilman Erhardt made a motion that the Budget for the Office of City Treasurer be approved and go to the Council as favorable. Councilman. Korpal seconded the motion. Motion carried. OFFICE OF CITY JUDGE Councilman Hahn made a motion that the Budget for the Office of City Judge be approved and go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. COMMON COUNCIL Councilman Muszynski made a motion that the Budget for the Common Council be approved and go to the Council as favorable. Councilman Hahn. seconded the motion. Motion carried. OFFICE OF CITY ATTORNEY Councilman Muszynski made a motion that the Budget for the Office of City Attorney be approved and go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. OFFICE OF THE BOARD Councilman Korpal made a motion that the Budget for the Office of the Board be approved and go to the Council as favorable. 'Councilman Hahn seconded the motion. Motion carried. SEWER DEPARTMENT Councilman Muszynski made a motion that the Budget for the Sewer Department be approved and go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. ENGINEERING DEPARTMENT Councilman Muszynski made a motion that the Budget for the Engineering Department be approved and go to the Council as favorable. CEMETERY DEPARTMENT Councilman Muszynski made a motion that the Budget for the Cemetery Department be approved and go to the Council as favorable. Councilman Hahn seconded the motion. Motion carried. POLICE DEPARTMENT Councilman Korpal made a motion to amend P -11, Salary of Inspectors 2 @ $6,280.00, by striking 2 @ $6,280.00 and inserting 2 @ $6,180.00; Grand total by striking $2,340,658.00 and inserting $2,340,458.00. Councilman Erhardt seconded the motion. Motion carried. Councilman Muszynski made a motion that the budget for the Police Department go to the Council favorable as amended. Councilman Erhardt seconded the motion. Motion carried. FIRE DEPARTMENT Councilman Korpal made a motion to amend Q -11 Salary of Firemen by striking 204 @ $5,288.00 $1,078,752.00 and insert- ing 202 @ $5,288.00 $1,068,176.00. Councilman Erhardt seconded the motion. Motion carried. Councilman Christman Made a motion to amend Q -11 Salary of Inspector's Secretary by striking $3,715.00 and inserting $3,540.00; Grand total by striking $1,692,716.00 and inserting $1,681,965.00. Councilman Erhardt seconded the motion. Motion carried. Councilman Korpal made a motion that the budget for the Fire Department be approved and go to the Council as favorabl as amended. WEIGHTS AND MEASURES Councilman Glass made a motion that the Budget for the Weights and Measures Department be approved and go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. ELECTRICAL DEPARTMENT Councilman Muszynski moved that the Budget for the Electrical Department be approved and go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. SANITATION DEPARTMENT Councilman Korpal made a motion that the Budget for the Sanitation Department be approved and go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. PUBLIC HEALTH CLINIC Councilman Christman made a motion to amend U -12 Salary of Janitress by striking $1,700.00 and inserting $1,580.00. Councilman Korpal seconded the motion. Motion carried. Councilman Hahn made a motion that the Budget for the Office of the Public Health Clinic be approved and go to the Council as favorable, as amended. Councilman Christman seconded the motion. Motion carried. BOARD OF HEALTH Councilman Glass made a motion that the Budget for the Board of Health be approved and go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. PUBLIC HEALTH CLINIC Councilman Korpal made a motion that the Budget for the Public Health Chest Clinic be approved and go to the Council as favorable. Councilman Hahn seconded the motion. Motion carried. CIVIL DEFENSE Councilman Hahn made a motion that the Budget for the Civil Defense Department be approved and go to the Council as favorable. Councilman Erhardt made a motion to amend the Tax Levy by striking General Fund 1.75 and inserting 1.74; by "striking Maintenance .29 and inserting .25; by striking Firemen's Pension Fund .143 and inserting .112; Police Pension Fund by striking .118 and inserting .098; City Plan Commission by striking .02 and inserting .018; Urban Redevelopment Commission by strking .033 and inserting .023; Total by striking 2.721 and inserting 2.608. Councilman Tellson seconded the motion. Motion carried.
