Council Chambers, City Hall, on Monday, July 27, 1959, with all members present except Councilman Muszynski. The
meeting was called to order at 8 :25 P.M., by Chairman Joseph T. Kroll, who presided.

Public Hearing was /had on the following Ordinance:
AN ORDINANCE AMENDING ORDNANCE NO -. 3702; 'COPAiCNLY RNOAN' P:S THE
ZONING ORDINANCE OF 'THE 'CITY 'OF ", SOUTH _BEND; INDIANA. "(Fences; fq&lls and hedges).
Councilman Hahn made a motion that the Ordinance be held in the Committee of the Whole until the next regular meeting)
of the Council on August 10, 1959. Councilman Korpal seconded the motion. Motion carried.
Public Hearing was had on the following Ordinance:
AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND
EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1960
Proponents and opponents were given an opportunity to be heard on this Ordinance.
The following were heard:
Mr. Don Wiggins, 1125 North O'Brien Street; Miss Virginia Guthrie, Executive Secretary of the South Bend Civic
Planning Association; Mr. Karl D. Jahnke, President of the South Bend Civic Planning Association; Don Illes, 408 N.
St. Louis Blvd.; Victor Kincaid, 930 S. 27th Street; Don Grimmius N. Allen Street; Fred Van Scoyck, 408 N. St. Lou
Blvd.
Under the item in the Ordinance regarding salaries in the office of the City Treasurer, Councilman Erler made a moti
to strike Barrett Law Clerk $5400.00 and insert $4974.00; to strike 2nd Barrett Law Clerk $3960.00 and insert $3944.
to strike 3rd Barrett Law Clerk $3420.00 and insert $3418,00. Councilman Christman seconded the motion. Motion
carried.
Under the item in the Ordinance regarding salaries in the office of City Judge, Councilman Hahn made a motion to str
Secretary $2240.00and insert $2120.00. Councilman Erhardt seconded the motion. Motion carried,
Under the item in the Ordinance regarding salaries in the office of City Attorney, Councilman Korpal made a motion to
strike City Attorney $6640.00 and insert $6400.00; to strike Asst. City Attorney $3234.00 and insert $3114.00; to
strike $2490.00 and insert $2370.00; to strike-Clerk $2731.00 and insert $2611,00. Councilman Kroll seconded the
motion. There followed a discussion. Councilman Tellson made a motion that the salaries not be reduced as moved
but go back as they were set out in the Ordinance. Councilman Hahn seconded the motion. Motion carried.
Under the item in the Ordinance regarding salaries in the office of the Building Department, Councilman Glass made
a motion to strike Building Commissioner $9,000.00 and insert Building Commissioner $8840.00.. Councilman Christman
seconded the motion. Motion carried.
Under the item in the Ordinance regarding salaries in the office of the Electrical Department, Councilman Korpal nia:de
a motion to strike Superintendent $6,508.00 and insert Superintendent $5936.00; to strike Asst, Superintendent
$5,991.00 and insert Asst. Superintendent $5546.00; to strike Foreman of Linemen $5991.00 and insert Boremen of
Linemen $5546.00; to strike Linemen $5322.00 and insert Linemen $5322.00; Councilman Christman seconded the motion.
Motion was discussed and Roger DeClercq, 3609 Elwood Avenue was heard. Councilman Glass made a motion to allow the
salaries to stand as set out in the Ordinance. Councilman Tellson seconded the motion. After discussion of this
motion, Councilman Glass withdrew his motion and Councilman Tellson withdrew his second to.the motion. Lost.
Under the item in the Ordinance regarding salaries in the office of Public Health Clinic, Councilman Erler made a
motion to strike Director $2141.00 and insert Director $2021.00. Councilman Christman seconded the motion. Motion
carried.
Under the item in the Ordinance regarding salaries in the office of the Board of Health, Councilman Christman made
a motion to strike Nurse $4140.00 and insert Nurse $3940.00; to strike Nurse $4040.00 and insert $3940.00; Council-
man Korpal seconded the motion. Motion carried.
Under the item in the Ordinance regarding salaries in the office of Public Health Chest Clinic, Councilman Korpal
made a motion to strike Director $1200.00 and insert nothing. Councilman Erler seconded the motion. Motion carried.
Under the item in the Ordinance regarding salaries in the office of Traffic Engineer, Councilman Erler made a motion
to strike Traffic Engineer $7000.00 and insert Traffic Engineer $6508.00. Councilman Christman seconded the motion.
Motion carried.
Under the item in the Ordinance regarding salaries in the office of Civil Defense, Councilman Christman made a motion
to strike Secretary $3475.00,, and insert Secretary $3276.00. Councilman Glass seconded the motion. Motion carried.
Under the item in the Ordinance regarding Salaries in the office of the City Plan Commission, Councilman Christman
made a motion to strike Director $9,240.00 and insert Director $9,000.00. Councilman Erler seconded the motion.
After discussion, Councilman Christman withdrew his motion and Councilman Erler withdrew his second to the motion.
Under the item in the Ordinance regarding salaries in the office of the Urban Redevelopment Commission, Councilman
Glass made a motion to strike Executive Director $15,000, and insert Executive Director $12,500.00. Councii1man
Erhardt seconded the motion. Motion-lost by a roll call vote of 4 ayes (Councilmen Erhardt, Christman, Glass and
Erler), 4 nays (Councilmen Korpal, Tellson, Kroll and Hahn). Councilman Hahn made a motion to strike Draftsman
Inspector $5200.00 and insert Draftsman Inspector $5040.00 and to strike Secretary- Bookkeeper $4200.00 and insert
Secretary - Bookkeeper $4140,00. Councilman Christman seconded the motion. Motion carried.
Councilman Christman stated that he would not oppose the entire salary schedule as it is stated in the Ordinance,
but that he feels that the heads of the departments should not be granted the full $240.00 increase. He does feel
the other employees are entitled to the increase to keep them on a par with other businesses and industries.
Councilman Hahn made a motion that the Ordinance go to the Council as favorable as amended. Councilman Korpal s
ed the motion. Motion carried.
There being no further business before the Committee of the Whole, Councilman Hahn made a motion to adjourn.
Councilman Korpal seconded the motion. Motion carried and the Committee of the Whole meeting adjourned at 10 :35 P.M.
