The meeting was called to order by Vice President William A. Hahn, who presided in the absence of President Korpal. ROLL CALL PRESENT: Councilmen Erhardt, Tellson, Christman, Kroll, Glass, Hahn, Erler and Muszynski. ABSENT: Councilman Korpal REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have in- spected the minutes of the previous meeting of the Council and found them correct. City of South Bend June 12, 1959 City Hall South Bend, Indiana f Attn: City Clerk Dear Sir: The report of Mr. Welcomb of the U. S. Public Health Service that South Bend has too many rats, and the conclusion that the city needs better clean -up and disposal of trash, encourages the League of Women Voters of South Bend to reaffirm its belief that the city needs municipal collection of trash. In 1950 -51 the League studied the problem of garbage and trash disposal and urged the city at that time to undertake the double collection and disposal by land -fill in the interests of public health, general sanitation and civic beauty. More recently, in a study of slum clearance and minimum housing standards we found a great need for improved sanitation and better enforcement of sanitary codes. 'I I When the city undertook the collection of garbage only it was said the collection of trash would follow in a reasonable time. When it did not come in a reasonable time we asked repeatedly for action in the matter. Once it was publicly E announced that trash collection by the city would begin, but it hasn't yet. Now we believe the hazards of the rat population and other hazards to public health have aroused public awareness and official concern enough to require the addition of this service by the city. It seems to take pigs with exanthema or rats with rabies to get the attention of officials and the public. The League of Women Voters of South Bend again urges the municipal collection of trash and asks your support to this end. We can t afford NOT to have it. Sincerely, Is/ Olive Carpenter Mrs. I. D. Councilman Kroll seconded the motion. Motion carried. PETITION Petition of Joseph Auer, Administrator of the estate of Julia Nagy, to rezone land at 2009 Prairie Avenue. Councilman Muszynski made a motion that the petition be referred to the City Planning Commission. Councilman Kroll seconded the motion. Motion carried. REPORT OF CITY ENGINEER Common Council of the City of South Bend South Bend, Indiana Gentlemen: June 22, 1959 I refer to the recommendations made in your meeting held on June 8th concerning the condition of the railroad crossi at Harris, Ford and Walnut Streets. The railroad officials have been contacted and we have been informed that the crossings are repaired as requested. All correspondence concerning this matter is filed in the office of the City Engineer. RSA: me Very truly yours, Isl R. S. REPORT OF THE CITY PLANNING COMMISSION The Honorable Common Council City of South Bend South ,Bend, Indiana Gentlemen: June 22, 1959 The attached petition is in error as to the address and is therefore being returned. The address should read 2009 Prairie Avenue and not 2019.Prairie Avenue. It will be necessary to refile the petition with the correct addres so that the petition can be properly advertised. Councilman Erler made a motion that all Department Heads, requesting transfers in their budgets, submit a written statement explAining, their requests, and that a copy be furnished for each Councilman. Councilman Erhardt seconded the motion. Motion carried. There being no further business before the Council, Councilman Kroll made a motion to adjourn. Councilman Muszynski seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 9:06 P.M.
