Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole, in
the Council Chambers, City Hall, Monday, April 27, 1959, at 8 :05 P.M., with all members present. The meeting was
called to order by Councilman Joseph T. Kroll, Chairman, who presided.
AN ORDINANCE FIXING THE ANNUAL SALARIES, PAYABLE FROM THE GENERAL FUND, FOR OFFICERS
OF THE CITY OF SOUTH BEND TO BE ELECTED FOR THE TERM COMMENCING JANUARY 1, 1960 AND
FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT
Proponents and opponents were given an opportunity to be heard on this Ordinance.
Mr. Bruce Hammerschmidt, Attorney, 121 South Ellsworth Place, read the following:
To Mayor Edward F. Voorde
and the Common Council and
the City of South Bend
In accordance with the request of the Common Council of the City of South Bend, Mayor Voorde appointed the under-
signed as a Citizens Committee to study and make recommendations relative to the salaries of the elected officials
of the City of South Bend for the next ensuing four years, pursuant to House Enrolled Act No. 135 of the Indiana
General Assembly of 1959.
The Salary Citizens Committee has studied current salaries and council action in various cities of the State of
Indiana, as well as salary figures recommended by the State Legislative Salary Committee. The Committee also has
investigated salary increases received by the elected officials of the City of South Bend, and find that substantial
increases were given to the Councilmen in 1956, and substantial increases given to the Mayor, Clerk and Judge
effective January 1, 1958. Mayor Voorde also represented to the Committee that he believed that the present total
salaries of the elected officials were, in his opinion, sufficient and satisfactory.
The Committee therefore unanimously recommends the following salaries for the elected officials of the City of South
Bend, to -wit:
Mayor $13,200.
City Clerk 8,200.
City Judge 7,500.
Be it further recommended by the Committee and concurred in by the Mayor, that the above salaries should be paid out
of the civil city tax rate of the City of South Bend, only; and further, that the above salaries shall be payment
in full for all services rendered by the above officials to the City of South Bend, and that in the event any
additional compensation is paid by any city governmental subdivision or utility, that the above salaries shall be
reduced by such compensation.

Councilman Tellson made a motion that the report of the Committee be accepted and placed on file. Councilman Korpal
seconded the motion. Motion carried.
Councilman Tellson made a motion for a recess to discuss this report. Councilman Korpal seconded the motion.
Motion carried. Council recessed at 8:12 P.M.
Council reconvened at 8 :28 P.M.
Councilman Tellson made a motion to amend Section 1. of the Ordinance in the following manner:
Mayor $13,200.00
City Clerk 8,200.00
City Judge 7,500.00
Members of Common Council 1,800.00 each
And that there be added an additional paragraph to said section which shall read as follows:
"That all of said salaries be paid out of the South Bend Civil City Tax Rate ".
Councilman Muszynski seconded the motion. Motion carried.
Councilman Erler made a motion that in the event any additional compensation is paid from Utilities, that the
salary paid is to be reduced by the amount of said compensation. Councilman Christman seconded the motion. Motion
lost.by a roll call vote of 5 nays, (Councilmen Korpal, Erhardt, Tellson, Kroll and Muszynski),'4 ayes (Councilmen
Christman, Glass, Hahn and Erler).
Councilman Korpal made a motion that the Ordinance, as amended in the Committee of the Whole, go to the Council
as favorable. Councilman Muszynski seconded the motion. Motion carried by a voice vote.
Councilman Christman stated that he felt the Council was not following the recommendations of the Citizens Committee.
There being no further business before the Committee of the Whole, Councilman Hahn made a motion to adjourn.
Councilman Korpal seconded the motion. Motion carried and the Committee of the Whole Meeting adjourned at 8:47 P.M.
