REGULAR MEETING
JANUARY 27, 1958
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the
Council Chambers, on Monday, January 27, 1958 at 8:38 P.M., with all members present except Councilman Erler. The
meeting was called to order by President Stanley C. Korpal, who presided.

PRESENT: Councilmen Korpal, Carr, Tellson, Christman, Kroll, Glass, Hahn and Muszynski.
ABSENT: Councilman Erler.
REPORT OF THE COMMITTEE ON MINUTES:
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected
the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same
be approved.

Councilman Hahn made a motion that the report be accepted and placed on file. Councilman Muszynski seconded the
motion. Motion carried.
PETITION
Petition to annex 178.8 acres of land between Edison Road and Hepler from Hickory Road West .
Councilman Kroll made a motion that the petition be referred to the City Planning Commission. Councilman Muszynski
seconded the motion. Motion carried.
PETITION
Petition to annex 1.4 acres of land on Rose Street at 28th Street.
Councilman Hahn made a motion that the petition be referred to the City Planning Commission. Councilman Carr seconded
the motion. Motion carried.
PETITION
Petition to annex land South of the Southern City Limits along Michigan Street West to Linden Road.
Councilman Carr made a motion that the petition'be referred to the City Planning Commission. Councilman Kroll
seconded the motion. Motion carried.
PETITION
Petition to zone land recently annexed to the City of South Bend, which is located at Ireland Road and Miami Road.
Councilman Tellson made a motion that the petition be referred to the City Planning Commission. Councilman Carr
seconded the motion. Motion carried.
PETITION
Petition to annex land at Ironwood Road and Ireland Road, consisting of 130.9 acres.
Councilman Carr made a motion that the petition be referred to the City Planning Commission. Councilman Kroll
seconded the motion. Motion carried:
PETITION
Petition to rezone land at the Northwest corner of Leland and Pierce Streets and Portage Avenue. Sechrist, Hann,
et al, are the petitioners.
Councilman Carr made a motion that the petition be referred to the City Planning Commission. Councilman Kroll
seconded the motion. Motion carried.
ANNUAL REPORT OF THE PARK DEPARTMENT
Councilman Carr made a motion that the Annual Report of the Park Department be accepted and placed on file. Councilman
Kroll seconded the motion. Motion carried.
REPORT OF THE BOARD OF PUBLIC WORKS AND SAFETY:
To the Common Council: January 27, 1958
This is a report in response to the request from the Common Council to the Board regarding a street light located
in the 2100 -2200 block of S. Catalpa Street.
We wish to inform all residents concerned that the shield on said light was removed.

Your Committee on Ordinances, to whom was referred AN ORDINANCE AMENDING GENERAL ORDINANCE NO. 3510 OF THE CITY OF
SOUTH BEND, SECTIONS 1 AND 2 THEREOF PROVIDING FOR THE REGULATION OF INTER -CITY TRUCK TRAFFIC, AS AMENDED,
Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED AS FAVORABLE.

CONTRACT AND AGREEMENT MADE AND ENTERED INTO BY AND BETWEEN THE CITY OF SOUTH BEND, INDIANA, ACTING BY AND THROUGH
ITS BOARD OF PUBLIC WORKS AND SAFETY, AND NORTHERN INDIANA TRANSIT, INC., ITS SUCCESSORS AND ASSIGNS, WHICH SAID
CONTRACT RELATES TO THE RATES CHARGED FOR BUS TRANSPORTATION SERVICE UPON CERTAIN STREETS AND HIGHWAYS IN SAID CITY,
Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE FAVORABLE.

FUND $6,844.00 TO CITY CEMETERY ACCOUNT N -11, SALARY OF SEXTON $600.00; TO ACCOUNT N -12
REGULAR AND TEMPORARY LABOR $6,144.00; AND TO ACCOUNT N -331 GASOLINE $100.00, ALL OF THE BUDGET
FOR THE CIVIL CITY OF SOUTH BEND, INDIANA FOR 1958, AND DECLARING AN EXTRAORDINARY EMERGENCY,
Respectfully report that they have examined the matter and that in their opinion it should be
reported favorable.

ORDINANCE NO. 4212

The Ordinance was given third reading and passed by a roll call vote of 5 ayes, (Councilmen Korpal, Carr, Tellson,
Kroll and Muszynski), 3 nays, (Councilmen Christman, Glass and Hahn) and 1 absent (Councilman Erler.)
ORDINANCE, FIRST AND SECOND READING
AN ORDINANCE TRANSFERRING FROM CITY PLAN COMMISSION ACCOUNT NO. 12 - TEMPORARY HELP,
$475.00 TO CITY PLAN COMMISSION ACCOUNT NO. 11 - SERVICES PERSONAL, ALL OF THE BUDGET
FOR THE YEAR 1958 OF THE CIVIL CITY OF SOUTH BEND, INDIANA, AND DECLARING AN EXTRAORDINARY
EMERGENCY.
The Ordinance was given first reading by title and second reading in full. Councilman Carr made a motion that the
Ordinance be set for public hearing on February 10, 1958. Councilman Hahn seconded the motion. Motion carried.
OLD BUSINESS
Councilman Kroll made a motion that the City Plan Commission report at the next meeting of the Council, February 10,
1958, as to the Status of the Blenke petition for annexation. Councilman Muszynski seconded the motion. Motion
carried.
Councilman Muszynski asked that the Board of Public Works and Safety contact the Railroad regarding a 24 minute
delay in switching, on Saturday, January 25, in the evening, and also on Sunday, January 26, at 9 »00 A.M., a delay
of 19 minutes. These delays were at the Ford Street Crossing.
Councilman Kroll asked that a check be made as to the one hour delay at the Michigan Central Crossing at Washington
and College Street. The matter is to be referred to the Board of Public Works and Safety.
REGULAR MEETING JANUARY 27, 1958
There being no further business before the Council, Councilman Carr made a motion to adjourn. Councilman Kroll
seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 9:00 P.M.
