SPECIAL MEETING JUNE 3, 1971
SPECIAL MEETING
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special
Session in the County -City Building, in the Council Chambers on June 3, 1971, at 8:00 A. M.
The meeting was called to order by Council President Robert 0. Laven, who presided. The
Clerk was instructed to read the Notice of Special Meeting of the Common Council that was
received by each Councilman.
NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL
You are hereby notified that there will be a "Special Meeting" of the Common Council of the
City of South Bend, Indiana, on the 3rd day of June, 1971, at 8:00 A.M., local time, in the
Council Chambers, County -City Building, for the purpose of:
RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED
STATES OF AMERICA, FOR A GRANT UNDER P. L. 89 -117
The Chief of Police or any member_ of the Police Force i_s directed to serve a copy of this
notice to each member of the Common Council and make due return hereon.

RESOLUTION NO. 276 -71
RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED
STATES OF AMERICA, FOR A GRANT UNDER P. L. 89 -117
WHEREAS, pursuant to P. L. 89 -117 the United States of America has authorized the
making of grants to public bodies to aid in financing the construction of basic water and
sewer projects:
NOW, THEREFORE, be it resolved by the Common Council of the City of South Bend,
Indiana:
1. That Lloyd M. Allen, Mayor of South Bend, Indiana be and he is hereby authorized
to execute and file an application on behalf of the City of South Bend, Indiana with the De-
partment of Housing and Urban Development, United States Government, for a grant to aid in
financing the construction of a separated storm and sanitary sewer system in the South Bend
Model Cities area, and an assurance of compliance with the Department of Housing and Urban
Development regulations under Title VI of the Civil Rights Act of 1964.
2. That Lloyd M. Allen, Mayor of South Bend be and he is hereby authorized and
directed to furnish such information as the Department of Housing and Urban Development may
reasonably request in connection with the application which is herein authorized to be filed.

Public hearing was held on the resolution at this time. David Wells, Sanitation Engineer,
spoke briefly of the denial of the application for the Clyde Creek area and that we are sub-
mitting full application on this project to end pollution of the St. Joseph River as the Citv
is under mandate to do so. Estimated cost for the construction of the Model Cities separate
storm water sewer is $1,053,060.
Councilman Grounds made a motion for the adoption of the resolution, seconded. by Councilman
Szymkowiak. Motion was carried by a roll call vote. 8 ayes (Councilmen Laven, Allen, Reinke,
Craven, Grounds, Szymkowiak, Wise and Palmer) 0 nays 1 absent (Councilman Zielinski)
The resolution bei_na passed and there being no further business before the Council, Councilman
Craven moved for adjournment, seconded by Councilman Palmer. Motion carried. Time: 8:07 A.M.
