HomeMy WebLinkAbout05-25-71 Council Special Meeting MinutesSPECIAL MEETING MAY 25, 1971 The Common Council of the City of South Bend met in the Council Chambers in the County -City Build- ing on the 25th day of May, 1971, at the hour of 8:10 P.M., in "Special Meeting" in accordance with the rules of the Council. The meeting was called to order by Robert O. Laven, President of the Council, who presided. On call of the roll, the members of the Council were shown to be present or absent as follows: PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski ABSENT: Councilman Wise The Presiding Officer, Robert.0. Laven, Council President, asked the City Clerk to read the fol- lowing notice of special meeting: TO THE MEMBERS OF THE COMMON COUNCIL: NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL You are hereby notified that there will be a "Special Meeting" of the Common Council of the City of South Bend, Indiana, on the 25th day of May, 1971, at 8:00 o'clock P.M., local time, in the Council Chambers, County City Building, for the purpose of: Reading for the 3rd time: AN ORDINANCE CONCERNING THE CONSTRUCTION OF ADDITIONS AND IMPROVEMENTS TO THE SEWAGE WORKS OWNED AND OPERATED BY THE CITY OF SOUTH BEND, INDIANA, THE ISSUANCE OF ADDITIONAL REVENUE BONDS TO PROVIDE THE COST THEREOF, THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES OF SAID WORKS, THE SAFEGUARDING OF THE INTERESTS OF THE HOLDERS OF SAID BONDS, AND OTHER MATTERS CONNECTED THEREWITH and for conducting a public hearing thereon and for taking final action on said Ordinance. Reeder Member of the South Bend Police Department Council President Laven entertained a motion to resolve the Council into the Committee of the Whole to consider items listed on the agenda for the consideration of the Committee of the Whole. Councilman Allen so moved, seconded by Councilman Craven. Motion carried. Time: 8:15 P.M. COMMITTEE OF THE WHOLE MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Com- mittee of the Whole in the Council Chambers of the County -Ci-ty Building on Tuesday, May 25, 1971, at 8:16 P.M. The meeting was called to order by Chairman William Grounds, who presided. ORDINANCE NO. 5298 -71 AN ORDINANCE CONCERNING THE CONSTRUCTION OF ADDITIONS AND IMPROVEMENTS TO THE SEWAGE WORKS OWNED AND OPERATED BY THE CITY OF SOUTH BEND, INDIANA, THE ISSUANCE OF ADDITIONAL REVENUE BONDS TO PROVIDE THE COST THEREOF, THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES OF SAID WORKS, THE SAFEGUARDING OF THE INTERESTS OF THE HOLDERS OF SAID BONDS, AND OTHER MATTERS CONNECTED THEREWITH This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. David Wells, Sanitation Engineer, said the annual cost of operating the new plant will be an estimated $2,254,844. The new facilities will provide a third stage treatment of removing phosphates and allow chlorination of the effluent that goes into the St. Joseph River. Mr. Joseph J. Guentert, 1034 Foster St., South Bend, spoke against the removal of the phosphates. He has made a study of the effects of phosphates and said that a controlled amount is required in bodies of water to maintain the ecology of the water. Mr. Taylor agreed with Mr. Guentert's remarks, but noted that the federal and state agencies have mandated the City to provide phosphate removal. He encouraged Mr. Guen- tert to call the Indiana Stream Pollution Control Board to satisfy his own feeling on the subject. Jack L. Miller, representing a private taxpayer group, observed that there were so few taxpayers in the audience on such a major expenditure. He urged the Council to expedite the passage of the ordinance. Mr. Bernard E. Brennan, a professional engineering consultant, said the plant will be the most up to date in the state in the ability to remove phosphates and improve the quality of the effluent. The new plant will remove from 80 to 90 per cent of the phosphates in sewage and will have a capacity of 60 million gallons per day compared with the present 48 million gallons. Councilman Reinke moved that the ordinance go to Council as favorable, second- ed by Councilman Craven. Motion carried. There being no further business to be considered before the Committee of the Whole, Chairman Grounds entertained a motion to rise and report to the Council. Councilman Reinke so moved, seconded by Councilman Craven. Motion carried. Time: 8:35 P. M. The meeting was called to order by Council President Robert 0. Laven, who presided. The above ordinance was given third reading. Council President Laven entertained a motion for passage of the ordinance, Councilman Reinke so moved, seconded by Councilman Craven. Motion carried by a roll call vote of 8 ayes (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Palmer and Zielinski) 0 nays 1 absent (Councilman Wise) There being no further business before thetouncil, Councilman Allen o ed for adjournment, seconded by Councilman Reinke.
