SPECIAL MEETING
APRIL 30, 1971
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special
Session in the County -City Building, in the Council Chambers, on April 30, 1971, at 8:40 a. m.
The meeting was called to order by Council President Robert 0. Laven, who presided. The Clerk
was instructed to read the Notice of Special Meeting of the Common Council that was received by
each Councilman.
NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL
You are hereby notified that there will be a "Special Meeting" of the Common Council of the City
of South Bend, Indiana on the 30th day of April, 1971, at 8:30 a. m., local time, in the Council
Chambers, County -City Building for the purpose of:
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, AUTHORIZING
SUBMISSION OF A SECOND YEAR COMPREHENSIVE CITY DEMONSTRATION PROGRAM.
AND
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
AUTHORIZING IMPLEMENTATION OF THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT CITY DEMONSTRATION AGENCY LETTER #11.
The Chief of Police or any member of the Police Force is directed to serve a copy of this notice
to each member of the Common Council and make due return hereon.

A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND APPROVING THE SECOND YEAR OF THE CITY
OF SOUTH BEND COMPREHENSIVE DEMONSTRATION PROGRAM
AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT
WITH THE UNITED STATES OF AMERICA
WHEREAS, the City of South Bend desires to carry out a comprehensive city demonstra-
tion program (herein referred to as the "Program ", attached hereto and made a part hereof) with
Federal financial assistance under Title I of the Demonstration Cities and Metropolitan Develop-
ment Act of 1966 (herein called "Act "); and
WHEREAS, the Act requires local governing body approval of the Program as a condition
for eligibility for assistance.
NOW, THEREFORE, BE IT RESOLVED BY THE Common Council of the City of South Bend that:
CF�N I. The Program, including the projects and activities set forth in the grant
agreement, is hereby approved.

SECTION II. The Mayor of the City of South Bend, Indiana, Lloyd M. Allen, is hereby
authorized to execute a grant agreement with the United States of America and to do all things
necessary in order to carry out the Program including the submission of such reports, certifi-
cations and other material as the Secretary of Housing and Urban Development shall require.
SECTION III. The Common Council of the City of South Bend assumes full responsibility
for assuring that all grant funds will.be used in an economical and efficient manner in carrying
out the Program and assures the necessary non - Federal share of the cost of Program Administration.
SECTION IV. The South Bend City Controller, James A. Bickel, or his successor or
delegate may do all things required to be done in order to obtain payment of the grant, including
but not limited to the selection of a commercial bank to receive payment vouchers, the submis-
sion of signature specimens, and the filing of requests for payment.
SECTION V. This Resolution shall be in force and effect immediately upon its passage
by the Common Council of the City of South Bend, Indiana

A public hearing was held at this time on the resolution. Mr. Odell Newburn, Chairman of the
Model Cities Neighborhood Planning Agency said that the budget was the result of many hours
of study by the agency and it was adopted unanimously by the members of the Planning Agency.
He presented Mr. Charles Lennon, Director of Model Cities, who touched on each of the budget
items. He said there is urgency in sending the approvals to the federal government because
South Bend is one of eight cities that is being given special, earlier budget consideration since
it is a well- conceived program that is in the execution stage. He said the 60- member Model
Neighborhood Planning Agency, which devised the projects, worked hard on the budget in cutting
more than one - million dollars from the original projection because of a limit set by HUD.
Mr. Charles Crutchfield, attorney, told the reasons why legal services have been expanded. He
said it was mainly to cover misdemeanor types of situations where the OEO position does not
permit any representation. Mrs. William C. Meehan, Jr, said she supported an enlargement of the
Day Care center and believed this budget will have to have more funds for 1972. Mrs. Fredrick
Mutzl, 320 Parkovash, South Bend, asked if the money is getting down to the poor people. Mr.
Lennen said that more than 60 per cent of the planning agency members live in the area and had
a hand in working out the details so that the poor will benefit. Miss Virginia Guthrie, Exec.
Secretary, South Bend Civic Planning Association, asked Mr. Lennon questions concerning the
salaries and personnel. break -down.
Councilman Reinke made a motion, seconded by Councilman Szymkowiak, for the adoption of the
resolution. Motion carried by a roll call vote of 6 ayes, (Councilmen Laven, Allen, Reinke,
Craven, Grounds, Szymkowiak) 0 nays,3 absent (Councilmen Wise, Palmer, Zielinski)

RESOLUTION NO. 273 -71
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, AUTHORIZING IMPLEMENTATION OF
THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT CITY DEMONSTRATION AGENCY LETTER NO. 11.
WHEREAS, the Common Council of the City of South Bend, Indiana, by resolution adopted
July 20, 1970, approved a comprehensive city demonstration program (hereafter referred to as
the Program) for the Model Neighborhood as described therein and the City of South Bend, Indiana,
has entered into a grant agreement with the United States of America to carry out the Program;
and
WHEREAS, the Demonstration Cities and Metropolitan Development Act of 1966 (P.L.
89 -754 hereinafter referred to as the Act) requires that a Program should provide "maximum oppor-
tunities for employing residents of the area in all phases of the program, and enlarged opportuni-
ties for work and training" and should achieve "marked progress in reducing... under employment
and enforced idleness ", and
WHEREAS, the Department of Housing and Urban Development has issued CDP, Letter No. 11,
dated November 1970, which sets forth policy requirements implementing the Act applying to all
employment, including construction work, generated by components of the Program and supported
in whole or in part by supplemental grants under section 105 of the Act of other financial assis-
tance provided by the Department of Housing and Urban Development; and
WHEREAS, the City of South Bend, Indiana, in order to improve the living and economic
conditions of people living in the Model Neighborhood, finds it necessary and desirable with
respect to all employment public and private, generated by components of the Program, to improve
and expand the recruitment, training and hiring opportunities for residents of the Model Neighbor-
hood through preferential recruitment, hiring and training systems,
that: NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana,
SECTION I. The City of South Bend, Indiana, hereby adopts the policy requirements of
the Department of Housing and Urban Development set forth in CDA Letter No. 11 that maximum
employment opportun -)ties and enlarged opportunities for work and training be assured to all resi-
dents of the Model Neighborhood.

SECTION II. The City pledges its cooperation and assistance in the development of the
Resident Employment Plan and directs all other officials, departments, boards, agencies or commis -
sions having responsibilities with respect to the Program likewise cooperate to such end and to
exercise their functions and powers in active support and participation with the City Demonstra-
tion Agency in developing, preparing and implementing the Resident Employment Plan.
SECTION III. The City stands ready to consider and take appropriate action upon pro-
posals and measures designed to effectuate the policy requirements of CDA Letter No. 11, including
the incorporation of appropriate provisions in all contracts between the City and operating
agencies.
SECTION IV. This Resolution shall be in full force and effect immediately upon its
passage by the Common Council of the City of South Bend, Indiana.

A public hearing on the resolution was held at this time. Mr. Charles Lennon, Director of Model
Cities, said this resolution applies to the policy directives of the U. S. Department of Housing
and Urban Development which requires that the Model Cities program provide maximum opportunities
for employment of residents of the project area to improve work training opportunities. He said
the individuals hired by Model Cities funded budjets will be qualified and in a position to go
into the employment market with skills when the Model Cities program is fazed out after five -
years of existence. He answered various questions of the Councilmen.
Councilman Szymkowiak made a motion, seconded by Councilman Craven, for the,adoption of the
resolution. Motion carried by a roll call vote of 6 ayes, (Councilmen Laven, Allen, Reinke,
Craven, Grounds and Szymkowiak) 0 nays, 3 absent (Councilmen Wise, Palmer, Zielinski)
(There being no further business to come before the Council, Councilman Allen made a motion,
seconded by Councilman Grounds, for adjournment. Motion carried. Time: 9:30 a. m.
