The meeting was called to order by Council President Robert 0. Laven, The invocation was given by Reverend Herbert Tetzlaff, St. Peters United Church of Christ, 915 N. Ironwood Drive, South Bend, Indiana. I RnT.T. PA T.T. PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Wise, Palmer and Zielinski ABSENT: None ORDINANCES, SECOND READING ORDINANCE The ordinance was Councilman Reinke, 0 nays, 0 absent. I nRnTMAWrR AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE AMOUNT OF $11,374.00 FROM ACCOUNT Q -11, "SERVICES PERSONAL ", TO ACCOUNT Q -263, "OTHER CONTRACTUAL SERVICES ", IN THE FIRE DEPARTMENT BUDGET, ALL BEING WITHIN THE GENERAL FUND. given second reading in full. Councilman Grounds made a motion, seconded by that a public hearing on the ordinance be held tonight. Councilman Palmer made a motion, seconded by Councilman Allen, that a public hearing be held tonight. Motion carried. 9 ayes, 0 nays, 0 absent, (ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA AND HASKINS, INC., SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A SEWAGE LIFT STATION ON NORTH MICHIGAN STREET AT PARK LANE, IN THE AMOUNT OF $27,600.00. The ordinance was given second reading in full. Councilman Craven made a motion, seconded by Councilman.Grounds, that a public hearing be held tonight. The meeting was called to order by Chairman William W. Grounds, who presided. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION IN THE AMOUNT OF $11,374.00 FROM ACCOUNT Q -11, "SERVICES PERSONAL ", TO ACCOUNT Q -263, "OTHER CONTRACTUAL SERVICES ", IN THE FIRE DEPARTMENT BUDGET, ALL BEING WITHIN THE GENERAL FUND. This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. City Controller James A. Bickel explain- ed that this ordinance is to appropriate funds necessary for the changeover from the present City Gamewell System to the new Bell Telephone report system for fire alarms. He stated there is a surplus in the Fire Department Budget "Services Personal" account and this money will be used for the installation of the system. Miss Virginia Guthrie, Executive Secretary, South Bend Civic Planning Association, said she was concerned about the Fire Department being understaffed. Mr. Bickel said the Board of Safety intends to fill the six vacancies that now exist in the Fire Department. Councilman Laven made a motion, seconded by Councilman Palmer, that the ordinance go to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent. COMMITTEE OF THE WHOLE MEETING APRIL 12, 1970 COMMITTEE OF THE WHOLE MEETING - Continued ORDINANCE AN ORDINANCE AMENDING SECTION 25 -7 OF THE MUNICIPAL CODE RELATING TO THE TRAFFIC CODE OF THE CITY This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. City Engineer Lloyd Taylor said this amendment to the City Traffic Code would add to the section concerning the duties of the City Traffic Engineer, regarding placement of signs and authorizing him to determine and place signs at those intersections at which drivers facing a steady red signal may cautiously enter the intersection to make the turn indicated by such sign. He emphasized that these red signal signs will be placed only at intersections where pedestrian traffic is light. A group of Notre Dame students from Prof. Paul Bartholomew's Government Class asked Mr. Taylor questions. Councilman Craven asked how the public will be informed of this change. Mr. Taylor said the information will be relayed to the public via the news media. Councilman Reinke suggested that the Driver Training Program Classes be informed of the traffic sign change. Mr. Taylor replied that a letter will be sent informing them of the new change. Councilman Szymkowiak made a motion, seconded by Councilman Craven, that the ordinance go to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA AND HASKINS, INC., SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A SEWAGE LIFT STATION ON NORTH MICHIGAN STREET AT PARK LANE, IN THE AMOUNT OF $27,600.00. This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. John Hunter, Director of Utilities, said Mr. David A. Wells, Sanitary Engineer, stated in a memo the following facts: The Sewage Lift Station located on Michigan Street was installed about 1954. Over the years, the station has deteriorated to the point where the station is virtually out of service and the sewage load on the station has increased. He said engineering plans were subsequently developed and bids taken for the station, therefore, the Engineering Department recommends that the ordinance confirming the contract to replace this pumping station be passed. He said that the new station will utilize pumps instead of pneumatic ejectors, and, the reliability of the new system is believed to be very high. He also said the raw sewage is being bypassed almost continuously to the river in unreasonable amounts. Councilman Allen made a motion, seconded by Councilman Craven, that the ordinance go to the Council as favorable. Motion carried. 9 ayes, 0 nays, 0 absent. There being no further business Grounds entertained a motion t o seconded by Councilman Allen.
