The meeting was called to order by Council President Robert 0. Laven. The invocation was given by Reverend Harold J. Bond, Maple Lane United Methodist Church, 54304 Maple Lane, South Bend, Indiana. ROLL CALL PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Wise, Palmer and Zielinski. ABSENT: None. Council - President Laven instructed the Clerk to read the Notice of Special Meeting of the Common Council that was delivered to each Councilman. TO: THE MEMBERS OF THE COMMON COUNCIL NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL You are hereby notified that there will be a "SPECIAL MEETING" of the Common Council of the City of South Bend, Indiana on the 31st day of August, 1970, at 8:00 p.m., local time, in the Council Chambers, for the purpose of: AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINN- ING JANUARY 1, 1971, AND ENDING DECEMBER 31, 1971, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. The meeting was called to order by Chairman William W. Grounds, who presided. ORDINANCE AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1971, AND ENDING DECEMBER 31, 1971, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE-SAME SHALL TAKE EFFECT. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Mayor Lloyd M. Allen addressed the Council. He stated that 51916 of the increased spending level recommended by the administration is in the Department of Public Safety. He noted his recommendations,since the submission of the budget to the Council, in the various departments where reductions could be made. He thanked the large group of taxpayers for attending the public hearing and observed that preparation of budgets to strike a balance between what the community can afford and what the city needs is an onerous task. Miss Virginia Guthrie, Executive Secretary, and Mr. Keith BonDurant, President, of the South Bend Civic Planning Association questioned various department heads on their budgets as submitted to the Council. Miss Guthrie displayed graphs of city, county, township and school tax percentages and how it affects the taxpayer. Mr. BonDurant suggested that the city use the computer center of the South Bend Community School Corporation instead of establishing a city -owned center. Police Chief Loren M. Bussert, noting that $43,000 in federal funds already has been received toward a computer center for police, said it should be located "in the vicinity of the Police Department, which would have priority for its use and would provide security for it. Mr. John L. Hunter, City Utilities Director, said the city has tried several times to reach an agreement with the School Corporation. Chief Bussert said that the Police Department should have priority on the use of the center and that other city departments should merge with the Police Department Center. He also stated that it is hoped that South Bend will become a law enforcement computer center that will service the seven counties of this part of the State. Councilmen Allen and Reinke expressed reservations about establishing a computer center. Attorney William Reinke, a member of the Civic Planning Association, objected to the retirement program (PURF) passed by the Common Council for city employees. Mr. Kenneth Buhle, Teamsters #364 representative, spoke for the retirement program. Mr. Stephen McTigue, executive director of the South Bend, Mishawaka Area Chamber of Commerce, urged the Council to save at least one - million dollars by cutting the budget by forgoing any unnecessary expenses. He said he was pleased to see that the Council had already reduced the budget. Mr. BonDurant expressed thanks to the Council for discussing the budget with the Civic Planning Association members before the public hearing meeting. Councilman Palmer made a motion for a recess. Councilman Allen seconded the motion, Motion carried. Time: 11:55 p.m. The August 31, 1970 Committee of the Whole meeting reconvened on September 1, 1970, at 2 :10 a.m. Councilman Craven made a motion that the following amendments be accepted for the 1971 Budget of the City of South Bend. Time: 2:36 a.m. (RESOLUTIONS OLUTION NO. 247 -70 RESOLUTION APPROVING PROGRESS REPORT UNDER THE WORKABLE PROGRAM FOR COMMUNITY IMPROVEMENT WHEREAS, a "Review of Progress under the Workable was heretofore filed with the Common Council of the City of Common Council by resolution passed on March 23, 1970; Program for Community Improvement" South Bend, and was approved by said WHEREAS, an amended and updated "Review of Progress under the Workable Program for Community Improvement" has been filed with the Common Council of the City of South Bend, which report is now before the Common Council; and SPECIAL MEETING - REGULAR MEETING SEPTEMBER 1, 1970 RESOLUTION NO. 247 -70 (Continued) WHEREAS, the approval of the Common Council to said progress report is required by the Department of Housing and Urban Development of the United States of America as a con- tinuing requisite for the City of South Bend's eligibility to receive federal funds; and WHEREAS, the Common Council has examined said report and finds it satisfactory; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, that the report captioned "Review of Progress under the Workable Program for Community Improvement be submitted for recertification. Mr. B. O. Ashenfelter, executive director of the Redevelopment Department said this resolution was an amendment to the resolution passed in March, 1970 for updating the workable program report. He stated that this resolution was a recertification of the workable program. He answered various questions from the Council- men. Councilman Zielinski made a motion, seconded by Councilman Grounds, that the resolution be adopted. Motion carried. 9 ayes, (Councilmen Laven, Allen, Reinke, Craven, Grounds, Wise, Palmer, Zielinski and Szymkowiak) 0 nays. 0 absent. Council President Laven entertained a motion to resolve the Council back into the Committee of the Whole Meeting to consider Item #3 on the agenda, this being a continuation of this item. Councilman Zielinski so moved, seconded by Councilman Grounds. Motion carried. City Controller James A.
