HomeMy WebLinkAbout07-29-70 Council Special Meeting MinutesSPECIAL MEETING JULY 29, 1970 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers in the County -City Building on Wednesday, July 29, 1970 at 7:10 p.m. The meeting was called to order by Council - President Robert 0. Laven. The invocation was given by Reverend Matt Kafka, St. Adalbert's Church, S. Olive Street, South Bend, Indiana. ROLL CALL PRESENT: Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak Wise, Palmer and Zielinski. ABSENT: None. Coundl-P res i dent Laven instructed the Clerk to read the Notice of Special Meeting of the Common Council which was received by each Councilman. CALL FOR SPECIAL MEETING State of Indiana ) St. Joseph County ) SS: City of South Bend) TO THE PRESIDENT AND MEMBERS OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA:. Gentlemen: You are hereby notified that there will be a "SPECIAL.MEETING" of the Common Council, called to meet in the Council Chambers in the County -City Building, 227 W. Jefferson Blvd., South Bend, Indiana, at the hour of 7:00 p.m., on Wednesday, July 29, 1970, for the purpose of considering the following Ordinances, to wit: AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF SOUTH BEND, INDIANA FOR THE FISCAL YEAR BEGIN- NING JANUARY 1, 1971, AND ENDING DECEMBER 31, 1971, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT. AND AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1971. The Chief of Police or any member of the Police Force is hereby directed to forwith serve a copy of this notice on each and every member of the Common Council and make due return of such service of said SPECIAL MEETING. Allen, who was out of the City, City Controller James A. Bickel presented to the Councilmen,the proposed Budget for 1971 and the proposed Tax Levy Ordinances for the City of South Bend. Councilman Zielinski ade a motion that the Ordinance be given public hearing at a Special Meeting held on August 31, 970 at 8:00 p.m. Councilman Grounds seconded the motion. Motion carried. 9 ayes, 0 nays. AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1971. he Ordinance was given first reading by title and second reading in full. Councilman Zielinski ade a motion that the Ordinance be given public hearing at a Special Meeting held on August 31, 970 at 8:00 p.m. Councilman Craven seconded the motion. Motion carried. 9 ayes, 0 nays. ity Controller James A. Bickel explained to the Council that some aspects of the proposed budget re approximations and that uncertainties are caused by the lack of information of the impact on ax income due the elimination of personal property taxes on motor vehicles in 1971. The county uditor's office is to provide such information within a week, he stated. As a result of incomplet igures on the property valuation tax base for 1970, the January 1, 1969 tax base was used in the omputations, therefore, this inflates the entire budget, he said. Mr. Bickel extended his appre- iation to Miss Virginia Guthrie, executive secretary of the South Bend Civic Planning Assoc., for eeting with'him and reviewing his computations. He said this doesn't mean she approves of any evy but it was of great service to him, he said. a_: SPECIAL MEETING JULY 29, 1970 Council - President Laven announced that Council -Vice President Gerald Reinke, Chairman of the Fees & Salaries Committee, and the members of that Committee, Councilmen Grounds, Craven and Zielinski, will meet with the various department heads on August 3rd, 4th and 5th to discuss their departmental budgets. IIThere being no further business to come before the Council, Councilman Palmer moved for adjourn- ment. Councilman Allen seconded the motion. Motion carried.
