HomeMy WebLinkAbout07-20-70 Council Special Meeting Minutes_ v SPECIAL MEETING - RECONVENED Be it remembered that the Common Council of the City of South Bend, reconvened in the Council Chambers in the County -City Building on Monday, July 20, 1970 at 11:11 p.m. The meeting was calle to order by Council- President Robert 0. Laven, who presided. REPORT OF ' TTEE OF THE WHOLE Council - President Laven entertained a motion to waive the reading of the Committee of the Whole Reports. Councilman Allen so moved. Councilman Zielinski seconded the motion. Motion carried, unanimously.. ORDINANCES, THIRD READING ORDINANCE NO. 5213 -70 AN ORDINANCE FIXING THE ANNUAL PAY OF POLICEMEN FOR THE CALENDAR YEAR OF 1971, AS AMENDED. The Ordinance was given third reading. Councilman Zielinski made a motion to amend the Ordinance by deleting in Section I, line 14, the following: Police Cadet... $3,000.00. Councilman Reinke - seconded the motion. Motion carried by a roll call vote of 8 ayes (Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski) 0 nays, 1 absent (Councilman Wise). Councilman Zielinski made a motion for passage of the Ordinance, as amended. Councilman Craven seconded the motion. Motion carried by a roll call vote of 8 ayes (Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski) 0 nays, 1 absent (Councilman Wise). 0 SPECIAL MEETING JULY 20, 1970 IIORDINANCES, THIRD READING IIORDINANCE NO. 5214 -70 AN ORDINANCE FIXING THE ANNUAL PAY OF FIREMEN FOR THE CALENDAR YEAR 1971. The Ordinance was given third reading. Councilman Zielinski made a motion for passage of the Ordinance. Councilman Palmer seconded the motion. There being no discussion on the motion, the Ordinance was passed by a roll call vote of 8 ayes (Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski) 0 nays, 1 absent (Councilman Wise). IIORDINANCE NO. 5215 -70 AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1971, AS AMENDED The Ordinance was given third reading. Councilman Craven made a motion to approve the amendments. Councilman Grounds seconded the motion. Motion carried. 8 ayes (Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski) 0 nays, 1 absent (Councilman Wise). Council- man Reinke made a motion for passage of the Ordinance, as amended. Councilman Craven seconded the motion. Motion carried. There being no discussion on the motion, the Ordinance, as amended, was passed by a roll call vote of 8 ayes (Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski) A nays, 1 absent (Councilman Wise). There being no further business to come before the Council, Councilman Zielinski moved for adjournment. Councilman Reinke seconded the motion. Motion carried. Time: 11:20 p.m. II ATTEST: II CITY CLERK (SPECIAL MEETING APPROVED: PRESIDENT JULY 20, 1970 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Sessi in the County -City Building, in the Council Chambers, on July 20, 1970 at 11:20 p.m. The meeting was called to order by Council- President Robert O. Laven, who presided. Councilman Laven instructed the Clerk to read the Notice of Special Meeting of the Common Council that was sent to each Councilman. NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: You are notified that there will be a meeting of the Common Council of the City of South Bend on July 20, 1970, at 7:30 p.m., in the Council Chambers at the County -City Building in the City of South Bend. The purpose of the meeting will be to consider the approval of a contract between the City of South Bend and the Department of Housing and Urban Development of the United States, which contract is commonly referred to as Model Cities Program. In Connection with this purpose, the Council will consider a Resolution authorizing the Mayor to execute proposed contract on behalf of the City. A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND APPROVING THE CITY OF SOUTH BEND COMPREHENSIVE DEMONSTRATION PROGRAM AND AUTHORIZING THE EXECUTION OF A GRANT AGREEMENT WITH THE UNITED STATES OF AMERICA WHEREAS, the City of South Bend desires to carry out a comprehensive city demonstra- tion program (herein referred to as the "Program ", attached hereto and made a part hereof) with Federal financial assistance under Title I of the Demonstration Cities and Metropolitan Development Act of 1966 (herein called "Act "); WHEREAS, the Act requires local governing body approval of the Program as a condi- tion for eligibility for assistance; NOW, THEREFORE, be it resolved by the Common Council of the City of South Bend that: SECTION I. The Program, including the projects and activities set forth in the grant agreement, is hereby approved. 4o5 SPECIAL MEETING RESOLUTION NO. 243- 70(Cont'd.) JULY 20, 1970 SECTION II. The Mayor of the City of South Bend, Indiana, Lloyd M. Allen, is authorized to execute a grant agreement with the United States of America and to do all things necessary in order to carry out the Program including the submission of such reports, certifications and other material as the Secretary of Housing and Urban Development shall require. SECTION III. The Common Council of the City of South Bend assumes full responsibility for assuring that all grant funds will be used in an economical and efficient manner in carrying out the Program and assures the necessary non - Federal share of the cost of Program Administration. SECTION IV. The Controller, James A. Bickel, or his successor or delegate may do all things required to be done in order to obtain payment of the grant, includ- ing but not limited to the selection of a commercial bank to receive payment vouchers, the submission of signature specimens, and the filing of requests for payment. SECTION V. This Resolution shall be in force and effect immediately upon its passage by the Common Council of the City of South Bend, Indiana. Robert 0. Laven Member of the Common Council was held A public hearing on a Resolution at this time and proponents and opponents were given an opportunity to be heard thereon. Mayor Lloyd M. Allen spoke on behalf of the resolution. He stated that it was urgent that the Council adopt the resolution tonight in order for the Model Cities Program to continue in operation. He also said the Council's passage of the Salary ordinance, which included salaries for staff members to work in the Model Cities program, was part of the city's responsibility for participation in the funding of the program. Mayor Allen and Mr. Charles Lennon, Model Cities Director, answered various questions from the Councilmen. Mayor Allen reiterated'on the various revisions in the program by the U. S. Depart- ment of Housing and Urban Development. Councilman Reinke made a motion, seconded by Councilman Zielinski, for the adoption of the Resolution. The Resolution was adopted by a roll call vote of 8 ayes, (Councilmen Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Palmer and Zielinski) 0 nays, 1 absent (Councilman Wise.) There being no further business to come before the Council, Councilman Allen made a motion to adjourn; Councilman Zielinski seconded the motion. Motion carried.
