ORGANIZATION MEETING
January 6, 1970
Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council
Chambers in the County -City Building, January 6, 1970, at 7:30 p.m. The invocation was given
by Reverend Freeman A. Whetstone, Stewart Memorial Baptist Church, 4849 Ford Street, South
Bend, Indiana. Mayor Lloyd M. Allen called the meeting to order.
The following Councilmen were present: Councilman -at- Large, Mrs. Janet S. Allen, Fredrick D.
Craven-and Gerald C. Reinke; First District Councilman, William W. Grounds; Second District
Councilman, Walter M. Szymkowiak; Third District Councilman, Robert O. Laven; Fourth District
Councilman, John V. Wise; Sixth District Councilman, Raymond-'Zielinski. Fifth District
Councilman, Albert E. Palmer was absent.
Mayor Allen stated that as head of the Executive Department, this is the only time he exercises
any authority over the Common Council; and from time to time he makes recommendations to the
Common Council for their consideration on legislative programs he thinks might be beneficial:
to the City. This, he said, he will continue to do. He also stated that he would describe '
their responsibility as public officials in one word, "Courage," He said "In these trying times,
this is the thing we must have, that in our own conscience, we know what we must do."
Mayor Allen said the Chair would now state the order of business, which would be nominations
for the Office of President and Vice - President.
Councilman -at -Large Fredrick D. Craven, representing Councilman Albert E. Palmer, Nomination
Committee Chairman, gave the report of the Committee. Councilman Palmer was absent due to
being hospitalized. Councilman Craven reported the Committee was nominating Councilman Robert
O. Laven for President and Councilman -at -Large Gerald C. Reinke for Vice - President.
Mayor Allen accepted the report of the Nominating Committee. Mayor Allen stated the Office
of President would be considered first. There being no other names for the Office of President,
and no objections, Councilman Robert O. Laven was elected unamiously for the Office of President
of the South Bend Common Council.
Mayor Allen stated the Office of Vice - President will be considered second. There being no other
names submitted for the Office of Vice- President and no objections, Councilman -at -Large Gerald
C. Reinke was elected unamiously for the Office of Vice - President of the South Bend Common
Council.
There being no further business to come before the Common Council, Mayor Allen stated this
Council is adjourned. Time: 7:40 p.m.
