Laven, President. He instructed the Clerk to read the Notice of Special Meeting Of The Common Council received by each Councilman. TO THE MEMBERS OF THE COMMON COUNCIL: NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL. You are hereby notified that there will be a "Special Meeting" of the Common Council of the City of South Bend, Indiana on the 7th day of July, 1969, at 8:00 P.M. local time, in the Council Chambers, for the purpose of: 1. AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA FOR THE YEAR 1970. The Chief of Police or any member of the Police Force is directed to serve a copy of this notice to each member of the Common Council and make due return hereon. Dated: June 24, 1969 /s/ Robert 0. Milbourn, SBPD #115 Member of the South Bend Police Department PRESENT: Councilmen Allen, Laven, Craven, Grounds, Wise Palmer, Zielinski, Reinke and Szymkowiak ABSENT: None The Council then ,rent into the Committee of the Whole. Council President Robert 0. Laven turned the meeting over to Councilman William W. Grounds, Chairman, who presided. The meeting was called for consideration of the following Ordinance: AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA FOR THE YEAR 1970. City Controller James A. Bickel showed transparencies of the Ordinance on a screen for the benefit of those in the audience. Miss Virginia Guthrie, Executive Secretary for the South Bend Civic Planning Association, spoke for the directors and officers of the Association and recommended various changes and eliminations. They recommended that information be presented showing which positions, other than Controller, Engineer and Attorney, receive a second salary from the utilities or public transportation corporation so that the total salary paid these positions is known. They also noted that there were not any salaries set for positions in the municipal parking facilities scheduled to be completed during 1970. Mr. Bickle explained that when necessary, a salary winhe- established for the garage personnel,and will be done by amending the salary ordinance. 266 SPECIAL MEETING JULY 7, 1969 u Speaking against the Ordinance was Roman Kowalski, 802 Birchway; Mrs. Fanny Gruenwald, 217 France Street and Mrs. Fred Mutzl, 310 Parkovash, who said she concurred with the Civic Planning Assoc. Mr. Vernon Sutton, Administrative Assistant of Personnel & Purchasing answered questions from various members of the Council. He stated that the City now has established a Personnel Dept. that is much more defined and detailed, for example, the City now has 150 applicants for the Police & Fire Departments and one girl works on this job alone. He also stated he now buys for all departments within the city which saves a considerable amount of money. Mr. Joseph Pawlowski, 208 S. Taylor St., stated that when the Allen administration took office South Bend was predicted to become a "ghost town" but that the Allen administration was getting things done and making progress. He spoke in favor of the Ordinance. Councilman Reinke defended the City's high salary proposals, said the substantial increases are needed to keep the present professional officials from leaving for other jobs that pay more. Councilmen Allen and Szymkowiak said the "little fellows" should get more than e 5% increasey if such large increases are granted for top positions. Mr. Howard Bellinger, executive director of the Redevelopment Department answered questions put to him by the Councilmen concerning the employees of the Redevelopment Department. The Council had recommended reduced salaries for these positions, however, his 'request for a--newly created'post of,Associate Director was granted and he explained his need for the Associate Director. Councilman Laven made a motion that a recess be taken. Councilman Reinke seconded the motion. Time: 9:12 p.m. Motion carried. Council reconvened at 10:25 p.m. Councilman Reinke moved the Ordinance be amended as follows: President, Common Council delete (480) Ass't. City Attorney 6,000 Deputy City Attorney 4,000 Building Commissioner 13,250 Street Duperintendent 11,250 Manager, Morris Auditorium 8,600 Communications Supervisor 91000 Director, HR & FEPC 12,800 Parking Meter Superintendent 6,935 Sealer of Wgts. & Measures 9,135 Board Member, Park'& Recreation 300 Attendant, Storyland Zoo 1,066 Redevelopment Engineer 10,750 Rehabilitation Director (New) 8,500 Real Estate Specialist 5,250 Manager, Municipal Services Facility 9,500 President, Board of Public Safety (New) delete E.D.P. Manager Is " E. D.P. Programmer It " Systems Analyst If 11 Machine Operator It 's Keypunch Operator If It Councilman Reinke made a motion that the amendments be adopted. Councilman Craven seconded the motion. Motion carried. 8 ayes, l nay (Councilman Laven) Councilman Reinke then made a motion that the Ordinance go to the Council favorable as amended. Councilman Zielinski seconded the motion. Motion carried. Councilman Laven made a motion to rise and report to the Council. Councilman Allen seconded the motion. Motion carried. The meeting was called to order by President Robert 0. Laven, who presided. 1 2011d, SPECIAL MEETING JULY 7, 1969 REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee to whom was referred "AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1970." Respectfully report that they have examined the matter and that in their opinion the Ordinance go to the Council favorable as amended. /s/ William W. Grounds Chairman There being no objections, the report was accepted as read and placed on file. ORDINANCES, THIRD READING ORDINANCE NO. 5091 -69 AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND INDIANA, FOR THE YEAR 1970. AS AMENDED. The Ordinance was given third reading. City Attorney suggested a roll call vote be taken on the amendments to the Ordinance. Councilman Craven made a motion that the amendments to the Ordinance be adopted. Councilman Reinke seconded the motion. Motion carried. 8_ayes,(Council- men Craven, Allen, Grounds, Palmer, Reinke, Szymkowiak, Wise and Zielinski.) 1 nay,(Councilman Laven.) President Laven called for a vote on passage on the Ordinance as amended. The ordinance was passed by a roll call vote of 9 ayes, 0 nays. (Councilman Laven voted "aye with reservations he stated) There being no further business to come before the Council, Councilman Allen made a motion to adjourn.
