The meeting was called to order by Council President Robert 0. Laven, who presided. ROLL CALL PRESENT: Councilmen Laven, Allen Craven, Grounds, Szymkowiak, Wise,Zielinski, Palmer and Reinke ABSENT: None CITIZENS REQUESTS - MISCELLANEOUS MATTERS - None REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of May 26, 1969 meeting of the Council and found them correct. Palmer REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend, Indiana: Your Committee of the Whole to whom was referred "AN ORDINANCE APPROVING A CONTRACT BETWEEN THE CITY WATER WORKS OF SOUTH BEND, INDIANA AND THE CLOW CORPORATION, BENSENVILLE, ILLINOIS, FOR THE PURCHASE OF: I.. WATER MAIN PIPE OF CAST IRON OR DUCTILE AND FITTINGS: II. MECHANICAL JOINT GATE VALVES, IN THE TOTAL AMOUNT OF $138,024.36." Respectfully report that they have examined the matter and that in their opinion, the Ordinance go to the Council as favorable. /s/ William W. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend, Indiana: Your Committee of the Whole to whom was referred AN ORDINANCE OF THE CITY OF SOUTH BEND CON- CERNING THE PURCHASE OF LAND AND THE CONSTRUCTION, MAINTENANCE, OPERATION AND FINANCING OF OFF - STREET PARKING FACILITIES THEREON, THE ISSUANCE OF REVENUE BONDS TO PROVIDE THE DISTRIBUTION OF THE REVENUES OF SAID PROJECT, THE SAFEGUARDING OF THE INTERESTS OF THE HOLDERS OF SAID BONDS," AND OTHER .MATTERS CONNECTED THEREWITH" Respectfully report that they have examined the matter and that in their opinion, the Ordinance go to the Council favorable, as amended. /sl William W. FROM CITY CONTROLLER The report of the City Controller for the month of May, 1969 was submitted to the Council, each Councilman having received a copy of the report prior to the meeting. There being no objections,' the report was accepted and placed on file. The Ordinance was given third reading and passed by a roll call vote of 6 ayes, (Councilmen Allen, Grounds, Palmer, Reinke, Wise and Zielinski) 3 nays (Councilmen Laven, Craven and Szymkowiak) REGULAR MEETING JUNE 9, 1969 ORDINANCES, THIRD READING ORDINANCE NO. 5088 -69 AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE GENERAL FUND IN THE AMOUNT OF $2000.00 TO ACCOUNT P -262, "MEDICAL, SURGICAL AND DENTAL" IN THE POLICE DEPARTMENT BUDGET. The Ordinance was given third reading and passed by a roll call vote of 9 ayes (Councilmen Allen, Laven, Craven, Grounds, Palmer, Reinke, Szymkowiak, Zielinski and Wise. 0 nays; ORDINANCES, THIRD READING ORDINANCE NO. 5089 -69 AN ORDINANCE OF THE CITY OF SOUTH BEND CONCERNING THE PURCHASE OF LAND AND THE CONSTRUCTION, MAINTENANCE, OPERATION AND FINANCING OF OFF- STREET PARKING FACILITIES THEREON, THE ISSUANCE OF REVENUE BONDS TO PROVIDE THE COST THEREOF, THE COLLECTION, SEGREGATION AND DISTRI- BUTION OF THE REVENUES OF SAID PROJECT, THE SAFEGUARDING OF THE INTERESTS OF THE HOLDERS OF SAID BONDS, AND OTHER MATTERS CONNECTED THEREWITH, AS AMENDED. Councilman Gerald C. Reinke read the two proposed amendments to the Ordinance, Amendments #1'& #2 He made a motion that they be accepted by the Common Council. Councilman Craven seconded the motion. Motion carried. Councilman Allen asked that a vote be taken separately on each amendment. The vote taken on Amendment #1 was: 7 ayes. (Councilmen Reinke, Grounds, Palmer, Craven, Laven, Zielinski and Wise) 2 nays, (Councilmen Allen and Szymkowiak). The vote taken on Amendment #2 was: 9 ayes, (Councilmen Allen, Craven, Grounds, Laven, Palmer, Reinke, Szymkowiak, Wise and Zielinski). 0 nays. The Ordinance was given third reading and passed by roll call vote of 6 ayes (Craven, Grounds, Laven, Palmer, Reinke and Zielinski). 3 nays, (Allen, Szymkowiak and Wise). ORDINANCES, FIRST AND SECOND READING AN ORDINANCE FURTHER AMENDING ORDINANCE.NO. 3232, AS AMENDED, COMMONLY KNOWN AS THE COUNCILMANIC DISTRICT ORDINANCE, BEING SECTION 12 OF CHAPTER 1 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND. The Ordinance was given first reading by title and second reading in full. Councilman Grounds made a motion that the Ordinance be referred to the Redistricting Committee for further study. Councilman Reinke seconded the motion. Motion carried. ORDINANCES, FIRST AND SECOND READING AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT Q -43, "REPAIR PARTS" IN THE AMOUNT OF $4,000.00 AND THE TRANSFER OF SAID SUM FROM ACCOUNT Q -11, "SERVICES PERSONAL" AND FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT Q -262, "MEDICAL, SURGICAL AND DENTAL ", IN THE AMOUNT OF $4,000.00 AND THE TRANSFER OF SAID SUM FROM ACCOUNT Q -11, "SERVICES PERSONAL ", IN THE FIRE DEPARTMENT, ALL BEING WITHIN THE GENERAL FUND. The Ordinance was given first reading by title and second reading in full. Councilman Zielinski made a motion that the Ordinance be given public hearing on June 23, 1969. Councilman Allen seconded the motion. Motion carried. NEW BUSINESS Councilman Grounds read the following letter to the Council: May 16, 1969 William Grounds Republican Councilman First District South Bend, Indiana The First District Republican organization would like to take this opportunity to register our strong support for the adoption of the Police - School Liason Program proposed by Captain Ralph J. Wolfe, Community Relations, South Bend Police Department, and heartily urge you to give your support to this endeavor. REGULAR MEETING JUNE 9, 1969 NEW BUSINESS (Continued) This type of program has already demonstrated its worth in communities such as Flint, Michigan and Tucson, Arizona which have been beset by problems in their schools similar to those now facing South Bend. We believe that such a program would make an invaluable contribution toward alleviating those problems which now face our community schools and which are reflected in the presence of.armed guards in our high schools. The Police- School Liaison Program would, we believe, benefit the South Bend Community in several respects. It would, first of all, provide the framework for the development of better under- standing and greater cooperation between students, the school system, the Police Department, and the community. Additionally, it would engender respect for, and confidence in, law enforce- ment officials among the young people of the community which appears to be so totally lacking in many respects today. Perhaps most importantly, it would provide a means for rendering assist- ance and direction to an individual at an early age when it is otherwise lacking (e.g. by promptly bringing matters to the attention of parents and enlisting their cooperation, or if parental concern is lacking, then through the schools in cooperation with the Police Department) when he reaches those points in his life when he doesn't know which way to turn, and before he has made a'choice which would have a disastrous effect on his life. And finally, as a result of the above, it would reduce the amount of juvenile delinquency in the community. Certainly, if something is not done in the near future, the prospects for the years ahead are dismal. This, the Police- School Liaison Program is something which we as a community simply cannot afford not to utilize. It has much to offer and much to recommend it.
