HomeMy WebLinkAbout04-14-69 Council Meeting MinutesREGULAR MEETING APRIL 14, 1969 REGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers in City Hall on Monday, April 14, 1969, at 9:21 p.m., with eight members present, one absent. The meeting was called to order by President Robert 0. Laven, who presided. ROLL CALL PRESENT: Councilmen Laven, Allen, Craven, Reinke, Szymkowiak Wise, Palmer and Zielinski. ABSENT: Councilman Grounds. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend, Indiana: Your committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of March 24, 1969 meeting of the Council and found them correct. The Ordinance was given first reading by title and second reading in full. Councilman Zielinski made a motion that the Ordinance be set for public hearing on April 28, 1969. Councilman Palmer seconded the motion. Motion carried. Councilman Allen objected to the rewriting of an Ordinance small change and which would iftvolve.a great amount of unnecessary expense. explained that the City Attorney, S. J. Crumpacker, thought it was necessary would be involved in a court suit- -the law would be clarified in the Ordinance. made a motion that the Ordinance Ret'7for public hearing on April 28, 1969. Craven seconded the motion. The motion was defeated by 4 ayes, 4 nays and 1 absent. Councilman Allen made a motion that the Ordinance be returned to the Ordinance Committee for study. Councilman Szymkowiak seconded the motion. The motion was defeated by 4 ayes, 4 nays and 1 absent. Councilman Palmer said'we cannot get people downtown by making an increase in the parking fees. Councilman Reinke said he believed an increase in parking meter fees would increase the City revenue, however, he stated that those Councilmen who supported the Parking Garages should support this Ordinance. City Attorney Crumpacker replied that this Ordinance affected only a small amount of meters. Councilman Allen questioned this statement. Councilman Wise said he was opposed because "We told the taxpayers they would not be burdened with the cost of the parking garages and now we turn around and tell them they will have to pay extra for parking at meters." Council President Laven left the chair to take the floor to rebut Councilman Wise. He said the sole reason for raising parking meters was to obtain additional funds to provide service to the bond issues that will have to be obtained. This increase will provide additional revenue. City Engineer Lloyd S. Taylor said the pledge of the additbnal parking meter money must be ready f inclusion in the bond issue prospectus when the bond Ordinance is presented to the Council May 12, 1969. Councilman:Laven-. made a motion that a brief recess be taken. Councilman Reinke seconded the motion. Motion Carried. Time: 10:00 p.m. The meeting of the Common Council reconvened at 10:15 p.m. Council - President Robert 0. Laven presided. Councilman Grounds returned to the meeting. Councilman Reinke made a motion that the Ordinance be referred to the Ordinance Committee for study and set for public hearing, April 28, 1969. Councilman Grour& seconded the motion. Motion carried. 5 Ayes, 4 nays, 0 absent. REGULAR MEETING ORDINANCES, FIRST AND SECOND READING ORDINANCE APRIL 14, 1969 AN ORDINANCE AMENDING SECTION 25 -66 OF SECTION 65 OF CHAPTER 29 OF THE CODE OF 1949, AS AMENDED, PROVIDING A PENALTY FOR THE VIOLATION OF SAID ORDINANCE. (PARKING TICKETS) The Ordinance was given first reading by title. Councilmen Palmer and Wise objected to the second re=ading of the Ordinance, however, they withdrew their objections and the Clerk continued with the second reading. Councilman Allen made a motion that the Ordinance be referred to the Ordinance Committee for study for grading system regarding changing the length of time. Councilman Szymkowiak seconded the motion. Councilman Reinke made 'a motion to amend Councilman Allen's motion that the Ordinance be sent to the Ordinance Committee for study and set for public hearing April 28, 1969. Councilman .Craven seconded the motion. Councilman Allen's motion was defeated 6 ayes, 3 nays. Councilman Reinke's motion carried 7 ayes and 2 nays. The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion that the Ordinance be referred to the Area Plan Commission and the Annexation Committee for a report. Councilman Zielinski seconded the motion. Motion carried.
