Be it remembered that the Common Council of the City of South Bend, Indiana met in the
Committee of the Whole in the Council Chambers of City Hall on Monday, February 24, 1969, at
8:OO p.m., with all members present. The Invocation was given by Reverend Freeman A. Whetstone,
Stewart Memorial Baptist Church, 4849 Ford Street, South Bend, Indiana, The meeting was
called to order by Chairman William W. Grounds.
ORDINANCE
AN ORDINANCE AMENDING SECTION 40 OF THE MUNICIPAL
CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, AS
AMENDED, ALSO KNOWN AS ORDINANCE NO. 4990 -68, AND
THE ACCOMPANYING MAP THERETO, GENERALLY KNOWN AS
THE SOUTH BEND ZONING ORDINANCE.
This being the time heretofore set for public hearing on the above Ordinance, proponents and
opponents were given an opportunity to be heard thereon. Councilman _Reinke_made.a'_motion
that the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion.
Motion carried.
ORDINANCE
AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA
AND STOCKBERGER MACHINERY, INCORPORATED OF
SOUTH BEND, INDIANA, FOR THE PURCHASE OF ONE
(1) SULLAIR MODEL 150 -GP PORTABLE AIR COMPRES-
SOR IN THE SUM OF $3,101.00
This being the time heretofore set for public hearing on the above Ordinance, proponents
and opponents were given an opportunity to be heard thereon. John Hunter, Superintendent of
the Water Works spoke in favor of the Ordinance and answered various questions directed to
him by the Councilmen. Councilman Palmer made a motion that the Ordinance go to the Council
as favorable. Councilman Zielinski seconded the motion. Motion carried.

AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER
TREATMENT PLANT OF SOUTH BEND, INDIANA, AND STOCKBERGER
MACHINERY, INCORPORATED OF SOUTH BEND, INDIANA, FOR THE
PURCHASE OF ONE (1) SULLAIR MODEL 150 -GP PORTABLE AIR
COMPRESSOR IN THE SUM OF $3,101.00

tendent, spoke in favor of the Ordinance and answered various questions directed to his by
the Councilmen. Councilman Laven made a motion that the Ordinance go to the Council as
favorable. Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER
TREATMENT PLANT OF SOUTH BEND, INDIANA, AND A. H. CHOITZ
& COMPANY, INCORPORATED OF SOUTH BEND, INDIANA, FOR THE
PURCHASE.OF A JOHN DEERE TURF TRACTOR IN THE SUM OF
$4,150.80
This being the time heretofore set for public hearing on the above Ordinance, proponents and
opponents were given an opportunity to be heard thereon. John Hunter, Water Works Superintend-
ent and Morgan Peck, Building Department Maintenance Supervisor, answered various questions
directed to them by the Councilmen. Mr. Hunter said that this particular tractor was chosen
by the men who will use the equipment because it has the type of transmission needed to do
the work. Councilman Laven made a motion that the Ordinance go to the Council as favorable.
Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE APPROPRIATING $2,500.00 FROM THE GENERAL
FUND TO ACCOUNT B -725, "OFFICE EQUIPMENT" IN THE OFFICE OF
THE CITY CONTROLLER
This being the time heretofore set for public hearing on the above Ordinance, proponents and
opponents were given an opportunity;,to be heard thereon. 'City Controller James A. Bickel
spoke for the Ordinance and said the present machine could not be repaired. Councilman
Szymkowiak made a motion that the Ordinance go to the Council as favorable. Councilman Reinke
seconded the motion. Motion carried.
There being no further business before the Committee of the Whole, Councilman Laven made a
motion to rise and report to the Council. Councilman Reinke seconded the motion. Motion
carried. Time: 8:44 p.m.
