OCTOBER 21, 1968
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session pursuant to
call of Special Meeting in accordance with law in City Hall on Monday, October 21, 1968, at 8:10 P.M., in the
Council Chambers. The meeting was called to order by Robert 0. Laven, President.
ROLL CALL
PRESENT Councilmen Laven, Allen, Craven, Reinke, Grounds,
Szymkowiak, Wise, Palmer, and Zielinski.
ABSENT None.
Robert 0. Laven, President, stated that the purpose of the Special Meeting was to conduct a public hearing on
a proposed Cumulative Sewer Building and Sinking Fund Ordinance and that said hearing would be conducted by
the Committee of the Whole of the Council.
COMMITTEE OF THE WHOLE MEETING
William W. Grounds, Chairman of the Committee of the Whole, then called the Committee to order and announced
that the Committee would conduct a public hearing on the following proposed ordinance, to -wit:
AN ORDINANCE TO CREATE A CUMULATIVE SEWER
BUILDING AND SINKING FUND TO BE KNOWN AND
DESIGNATED AS THE SEWAGE TREATMENT, STORM
SEWER AND DISPOSAL PLANT FUND, AND PROVIDING
FOR A TAX LEVY OF $.25 ANNUALLY FOR A PERIOD
OF TWELVE (12) YEARS, AS AMENDED.
Those speaking in favor of the Ordinance were City Attorney Arthur W. Frisk, City Controller James A. Bickel,
Councilman Robert 0. Laven, Councilman William W. Grounds, Councilman Janet S. Allen, Councilman John V. Wise,
and Councilman Gerald C. Reinke. Speaking against the Ordinance were Mr. Frank Butiste, 810 Lombardy Drive,
Mr. Theodore Garner, 5102 Scenic Drive, and Mr. Richard Conrad, 5103 Scenic Drive. Miss Virginia Guthrie,
executive secretary, of the South Bend Civic Planning Association, asked questions concerning the rate and
management of funds and the initial projects of the program. After discussion, it was moved by Councilman
Reinke the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried.
Councilman Laven made a motion to rise and report to the Council. Councilman Reinke seconded the motion.
Motion carried. Time: 9:04 P.M.

The Meeting of the Common Council then reconvened at 9:05 P.M., Robert 0. Laven presiding.

REPORT OF COMMITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
Your Committee of the Whole to whom was referred "AN ORDINANCE TO CREATE A CUMULATIVE SEWER BUILDING AND
SINKING FUND TO BE KNOWN AND DESIGNATED AS THE SEWAGE TREATMENT, STORM SEWER AND DISPOSAL PLANT FUND, AND PRO-
VIDING FOR A TAX LEVY OF $.25 ANNUALLY FOR A PERIOD OF TWELVE (12) YEARS, AS AMENDED," respectfully report
that they have examined the matter and that in their opinion the Ordinance go to the Council as favorable.
There being no objection, the report was accepted as read, and placed on file.

The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilmen Laven, Allen,
Craven, Reinke, Grounds, Szymkowiak, Wise, and Palmer). 1 nay, Councilman Zielinski. 0 absent.

This concluding the business before the Council, Councilman Wise made a motion to adjourn. Councilman Craven
seconded the motion. Motion carried. Time: 9:08 P.M.
