Be it remembered that the Common Council of the City of South Bend, Indiana, met in S'ecial Session in City
Hall on Wednesday, October 7, 1968 at 8:20 P.M., -in:-the Council Chambers. The meeting was called to order
by Rbbett 0 . Laven, President
ROLL CALL
PRESENT Councilmen, Laven, Allen, Craven, Reinke, Grounds,
Szymkowiak, Wise, Palmer, and Zielinski.
ABSENT None
The Council then went into the Committee of the Whole with William W. Grounds, Chairman, presiding.
The meeting was called for consideration of the following Ordinance:
AN ORDINANCE TO CREATE A CUMULATIVE SEWER
BUILDING AND SINKING FUND TO BE KNOWN AND
DESIGNATED AS THE SEWAGE TREATMENT, STORM
SEWER AND DISPOSAL PLANT FUND, AND PROVIDING
FOR A TAX LEVY OF $.25 ANNUALLY FOR A PERIOD OF
TWELVE (12) YEARS, AS AMENDED.
Councilman Laven said a lot of confusion has arisen on the matter and in order to clarify this they proposed
to suggest an amendment to amend the dates in Section Three so they can recieve the money in 1969 and hold
public hearing on October 21, 1968. He also stated the Ordinance has been advertised for public hearing
tonite and if anyone has anything to say to do so now. Councilman Grounds asked for anyone to ask questions
Concerning the Ordinance. There were none. Miss Virginia Guthrie, executive secretary of the South Bend
Civic Planning Association said she would withhold comment until the next special session on the issue. Council-
man Laven moved the Ordinance be amended as follows:
SECTION III. The Entire section be deleted and the following
be substituted.
"There is hereby levied for each year commencing 1968 payable
in 1969, and extending through 1979, payable in 1980 a tax levy
to be paid into said fund of the sum of $.25 on each One
Hundred ($100.00) Dollars of taxable property located within
the said City of South Bend, Indiana."
SECTION IV. On the second line, after the word "the ", delete
"7th" and insert 1121st ".
Councilman Wise seconded the motion. Motion carried. Councilman Laven made a motion the Ordinance go to the
Council favorable as amended. Councilman -Wise. seconded the motion. Motion carried. Councilman Allen made
a motion to rise and report to the Council. Councilman Laven seconded the motion. Motion carried. Time: 8 :26.
C.onvened:_. -8:28P M..Councilman Wise moved the Ordinance be amended as proposed. Councilman Grounds seconded
the motion. Motion carried. City Attorney, Arthur Frisk suggested a separate motion be made to set the public
hearing. Councilman Grounds made a motion to set the amended Ordinance for public hearing at a Special Meeting,
October 21, 1968 at 8:OQF.M Councilman S,ymkowiak seconded the motion. Motion carried.
There being no further business to come before the Council, Councilman Palmer made a motion to adjourn.
Councilman Wise seconded the motion. Motion carried. Time: 8:33 P.M.
