HomeMy WebLinkAbout09-23-68 Council Committee of the Whole Meeting Minutes`-00 COMMITTEE OF THE WHOLE MEETING SEPTEMBER 23 1968 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers of City Hall on Monday, September 23, 1968, at 8:07 P.M., nine members present, Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski. None absent. The invocation was given by Reverend Kenneth Foulke, All Saints United Methodist Church. The meeting was called to order by Chairman William W. Grounds, who presided. ORDINANCE AN ORDINANCE PROVIDING FOR THE RECEIVING AND CONVEYING OF A GIFT OF REAL PROPERTY TO THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. Theodore Noel, Deputy City Attorney, explained the property was located where there has been trouble with flooding. He said there were four lots that could be used for a storm sewer retention basin. The property is a gift from Mr. and Mrs. Herschel W. Keefer. Councilman Palmer made a motion the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING $300.00 FROM THE GENERAL FUND TO ACCOUNT B -212, "POSTAGE" AND $1,500.00 FROM THE GENERAL FUND TO ACCOUNT B -242, "PUBLICATION OF LEGAL NOTICES ", BOTH ACCOUNTS BEING IN THE OFFICE OF CITY CONTROLLER. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. James A. Bickel, City Controller, explained he had combined several departments needs for postage into the one Ordinance instead of submitting separate ones. The need for more funds for publication of legal notices was created by the publishing this year of The Open Housing Ordinance, Building Code, and the new Zoning Ordinance. Councilman Reinke made a motion the Ordinance go to the Council as favorable. Councilman Zielinski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT 51, "INSURANCE & PREMIUMS" IN THE AMOUNT OF $5,500.00 AND THE TRANSFER OF SAID SUM FROM ACCOUNT 221, "ELECTRIC CURRENT ", IN THE DEPARTMENT OF PUBLIC PARKS, ALL BEING WITHIN THE GENERAL PARK FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Park Superintendent, Charles A. VanDeVeire, said insurance premiums are higher than expected and the additional appropriation is needed to handle this. Miss Virginias Guthrie, executive secretary of the South Bend Civic Planning Association,. questioned the transfer of funds from the Electric Budget and was informed by Mr. VanDeVeire that they had not been able to install all the lights that had been planned on, thus the electric bill was not as high as had been expected. Councilman Janet S. Allen questioned the amount of insurance premiums. Mr. Bickel, City Controller, said this was part of the same package presented a couple of months ago by the Motor Vehicle Highway Dept. Councilman Gerald C. Reinke commended Mr. VanDeVeire and his staff for staying within his budget. Councilman Szymkowiak made a motion the Ordinance go to the Council as favorable. Councilman Zielinski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL..APPROPRIATION TO ACCOUNT E -55, "SUBSCRIPTIONS AND DUES" IN THE AMOUNT OF $115.00 AND THE TRANSFER OF SAID SUM FROM ACCOUNT E -37, "OTHER SUPPLIES" ($32.03) AND ACCOUNT E -363, "OTHER OFFICE SUPPLIES" ($82.97) IN THE OFFICE OF THE CITY JUDGE, ALL BEING WITHIN THE GENERAL FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking for the Ordinance was City Judge, George E. Herendeen. Councilman Zielinski made a motion the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT L -722, "MOTOR EQUIPMENT" IN THE AMOUNT OF `'$3,000.00, AND THE TRANSFER OF SAID SUM FROM ACCOUNT L -11, "SERVICES PERSONAL ", IN THE DEPARTMENT OF THE CITY ENGINEER, ALL BEING WITHIN THE GENERAL FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking for the Ordinance was Mr. Lloyd S. Taylor, City Engineer, who explained the appropriation was to purchase a new vehicle for the Chief Inspector. Councilman Laven made a motion the Ordinance be amended to read $2,860.50 instead of $3,000.00. Councilman Palmer seconded the motion. Motion Carried. Councilman Laven made a motion the Ordinance go to the Council favorable as amended. Councilman Szymkowiak seconded the motion. Motion carried. COMMITTEE OF THE WHOLE MEETING (continued) SEPTEMBER 23, 1968 ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT P -361, "PHOTO SUPPLIES" IN THE AMOUNT OF $1,000.00, AND THE TRANSFER OF SAID SUM FROM ACCOUNT P -11, "SERVICES PERSONAL" IN THE SOUTH BEND POLICE DEPARTMENT, ALL BEING WITHIN THE GENERAL FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking for the Ordinance was Chief Thomas H. McNaughton, who said the appropriation was needed because the use of their Zerox machine has doubled since moving into the Municipal Services Facility. Councilman Reinke made a motion the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. Councilman William W. Grounds welcomed members of the Junior League attending the meeting. There being no further businees before-the Committee of the Whole, Councilman Wise made a motion to rise and report to the Council. Councilman Palmer seconded the motion. Motion carried.
