INFORMAL PUBLIC HEARING ON BUDGET ORDINANCE FOR 1969
Be it remembered that members of the Common Council met in the Council Chambers in City Hall on August 2, 1968
at 8 :00 P.M., with seven members present, Councilmen Laven,.Allen, Craven, Reinke, Grounds, Szymkowiak, and
Zielinski. Two absent, Councilmen Wise and Palmer. In accordance with a custom set in the past few years, the
meeting was called for the purpose of an informal public hearing on the proposed budget for 1969. The meeting
was called to order by Chairman of the Committee of the Whole, William W. Grounds.
Each department was considered separately and speaking on the proposed budget were the following: Mayor Lloyd
M. Allen, Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association; City Controller,
James. A. Bickel, Bruce Bancroft of the Jaycees, Kathryn L. Blough, City Clerk; Arthur Frisk, City Attorney;,
Lloyd Taylor, City Engineer; Forrest West, Building Commissioner; Cecil McHenry, Fire Chief, A recess was called
at 9:15 P.M. Reconvened at 9 :30 P.M. Speaking further on the budget were: Thomas McNaughton, Chief of Police;
and John L. Hunter, Superintendent of the Water Works; and Richard Duck, Superintendent of the Municiple Services
Facility. Speaking against the Ordinance was Mrs. Leonard Malicki, 903 Sylvan Lane.
The Meeting was adjourned at 11 :40 P.M., August 2, 1968.
