HomeMy WebLinkAbout07-22-68 Council Meeting MinutesREGULAR MEETING JULY 22, 1968 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers in City Hall on Monday, July 22, 1968 at 9:53 P.M., nine': members present, (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski). ROLL CALL PRESENT: Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer, and Zielinski ABSENT: None REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend, Indiana: Your Committee on the inspection and supervision of the minutes would respectfully report that they have examined the minutes of the previous meeting of the Council and found them correct. REPORT OF COMMITTEE OF THE WHOLE To the Common Council of the city of South Bend: Your Committee of the Whole to whom was referred "AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1969 ". Respectfully report that they have examined the matter and that in their opinion the Ordinance go to the Council as favorable as amended. /s/ William W. REPORT OF ORDINANCE COMMITTEE To the Common Council of the city of South Bend: Your Ordinance Committee to whom was referred "AN ORDINANCE AMENDING CHAPTER 20, ARTICLE I, OF THE SOUTH BEND, INDIANA, MUNICIPAL CODE, 1962." (BOCA Basic Housing Code) Respectfully report that they have examined the matter and that in their opinion The Ordinance be amended as follows: 1. On line 4, Sec. I, after word Code, "insert as amended, 1966- 1967, and" 2. On line 8, delete the words "in this chapter* and insert the word "herein ". The Committee further recommends that the Ordinance be set for a public hearing on 8/12/68. /s/ Robert 0. REGULAR.-MEETING JULY 22 1968 REPORT OF CITY CONTROLLER The Report of the City Controller for the month of June, 1968 was submitted to the Council; each Councilman having received a copy of the report prior to the meeting. Councilman Palmer made a motion that the report be accepted and placed on file. Councilman Grounds seconded the motion. Motion carried. ORDINANCES, THIRD READING ORDINANCE NO. 5022 -68 AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1969. AS AMENDED. The Ordinance was given third reading and passed by a roll call vote of 8 ayes, (Councilmen Laven, Allen, Craven, Reinke, Grounds, Wise, Palmer, and Zielinski). 1 nay, (Councilman Szymkowiak) 0 nays. ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO ACCOUNT Q -221, "ELECTRIC SERVICE" IN THE AMOUNT OF $1,100.00 AND TO ACCOUNT Q -222, "GAS SERVICE" IN THE AMOUNT OF $1,600.00 AND THE TRANSFER OF SAID SUMS FROM ACCOUNT Q -11, "SALARIES" IN THE FIRE DEPARTMENT BUDGET, ALL BEING WITHIN THE GENERAL FUND. The Ordinance was given first reading by title and second reading in full. Councilman Grounds made a...motion the Ordinance be set for public hearing on August 12, 1968. Councilman Palmer seconded the motion. Motion carried. ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT MVH -43, "REPAIR PARTS" IN THE AMOUNT OF $9,000 AND THE TRANSFER OF SAID SUM FROM THE FOLLOWING ACCOUNTS: ACCOUNT MVH -11, "SERVICES PERSONAL" $4,200; ACCOUNT MVH -422, "SALT" $2,800 AND ACCOUNT MVH -722, "MOTOR EQUIPMENT" $2,000 AND ALL ACCOUNTS BEING IN THE MOTOR VEHICLE HIGHWAY FUND. The Ordinance was given first reading by title and second reading in full. Councilman Szymkowiak made a motion the Ordinance be set for public hearing on August 12, 1968. Councilman Grounds seconded the motion. Motion carried. ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FROM THE GENERAL FUND IN THE AMOUNT OF $58,500.00 TO VARIOUS ACCOUNTS WITHIN THE GENERAL FUND. The Ordinance was given first reading by title and second _reading in full. Councilman Reinke made a motion the Ordinance be set for public hearing on August 12, 1968 if the Councilman are furnished with a letter con- taining the information on the need of the appropriation, before the Public Hearing. Councilman Allen seconded the motion. Motion carried. ORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE DESIGNATING A COMMUNITY ACTION AGENCY FOR THE CITY OF SOUTH BEND, INDIANA The Ordinance was given first reading by title and second reading in full. Councilman Craven made a motion the Ordinance be set for public hearing on August 12, 1968. Councilman Craven further-moved` that the -Clerk of the Council be directed to publish notice -of_this'hearirig.in a newspaper of the English language of general circulation, at least ten (10) days before the hearing; and that the Clerk of the Council be further directed to post notice of said public hearing on the public bulletin boards of the City Hall of South Bend and the St. Joseph County Court House and to mail a copy of such notice to Action, Inc., and each neighbor- hood based organization of Action, Inc. Councilman Wise seconded the motion. Motion carried. NEW BUSINESS Councilman Zielinski brought to the attention of the Council Members, a letter he had given him from a Priest at St. Adalbert's Church. It was from the Mayors Citizens Traffic Committee, regarding the banning of funeral processions. Councilman Allen explained the matter was brought up at one of the meetings and the letters were sent to clergymen and funeral directors asking their views on the matter; it is just a survey to see what the feelings are. Councilman Szymkowiak felt this service of funeral processions should be rendered to the citizens. Councilman Craven said he was in favor of permitting funeral processions. REGULAR MEETING JULY 22 1968 NEW BUSINESS (Continued) Councilman Zielinski stated the railroad crossing on Olive Street was repaired but is still in very bad condition. The crossing on Western Avenue where the tracks go into the old Singer Corporation could be eliminated. Also, the tracks on Ford Street need some repair. There being no further business to come before the Council, Councilman Palmer made a motion to adjourn. Councilman Wise seconded the motion. Motion carried. Time: 10:10 P.M.
