HomeMy WebLinkAbout06-24-68 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOLE MEETING JUNE 24, 1968 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers of City Hall on Monday June 24, 1968 at 8 :00 P.M., nine members present, (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Wise, Palmer and Zielinski). The Invocation was given by Reverend Vaugn Sprunger, Community Baptist Church. The meeting was called to order by Chairman William W. Grounds, who presided. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA)CERTAIN LANDS AND PROVIDING, AFTER ANNEXATION SHALL TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS, ONE HALF (2) OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED IN A SPECIAL FUND SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY. (Ironwood, Inwood, and Retention Basin) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. Bruce H. Stewart, 18120 Southernview Dr., speaking for the property owners in this area, asked for a continuance of the public hearing in order to get an agreement from them to draw up a new Ordinance to take effect December 31, 1970. Councilman Laven made a motion for a ten minute recess. Councilman Allen seconded the motion. Motion carried. Time: 8 :20 P.M. Reconvened 8 :40 P. No action was taken on the proposal. Councilman Reinke made a motion the Ordinance go to the council as fav- orable. Councilman Zielinski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN LANDS AND PROVIDING, AFTER ANNEXATION SHALL TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS, ONE HALF Q) OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED IN A SPECIAL FUND SOLELY FOR THE BENEFIT OF THE ANNEXED TERRITORY. (Ironwood and Jackson) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. City Engineer Lloyd Taylor explained the services to be provided by the annexation. Speaking against the Ordinance was Mr. Joseph Stahl, 18488 E. Jackson Road. Councilman Reinke made a motion the Ordinance go to the council as favorable. Councilman Laven seconded the motion. Motion carried. ORDINANCE s AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA CERTAIN LANDS AND PROVIDING, AFTER ANNEXATION SHALL TAKE EFFECT, THAT FOR A PERIOD OF THREE YEARS, ONE HALF (k) OF THE MUNICIPAL PROPERTY TAXES TO BE IMPOSED UPON THE ANNEXED TERRITORY SHALL BE IMPOUNDED AND PLACED IN A SPECIAL FUND,SOLELY FOR -THE BENEFIT OF THE ANNEXED TERRITORY. (Crest Manor & Kensington Farms) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking against the Ordinance was:-Attorney Robert Zimmerman, who is representing the residents in the Crest Manor and Kensington Farms Corporation, and Charles Pressman of 18770 Norwich Court. Those speaking in favor of the Ordinance were Councilmen Reinke and Councilman Laven, explaining the necessity of annexation. Councilman Laven called for aen, minute recess. Seconded by Councilman Szymkowiak. Time: 9:30 Reconvened: 9:40 P.M. Councilman Laven made a motion the Ordinance go to the Council as favorable. Councilman Allen seconded the motion. Motion carried. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Reinke made a motion the Ordinance go to the Council as favorable. Councilman Craven seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS, GENERALLY KNOWN AS KENSINGTON FARMS SUBDIVISION, SECTION FOUR, PART ONE AND PART TWO. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Allen made a motion the Ordinance go to the Council as favorable. Councilman Zielinski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 3702 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (North side E. Corby, 2900 to 3100 block) This being the time hereto fore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. William E. Voor, Attorney for the petitioner, stated the . petitioners were making the changes recommended by the"Area Plan Commission. Speaking against the Ordinance was:'Councilman Wise. Councilman Rienke made a motion the Ordinance go to the Council as favorable. Council- man Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, IN- DIANA AND EVA KROFT AND LOVELLA C. WADEL, CO- ADMINISTRATRICES OF THE ESTATE OF THOMAS 0. MAYS, FOR THE PURCHASE OF A TRACT OF LAND LYING IN SECTIONS 28 AND 29, TOWNSHIP 38 NORTH, RANGE 2 EAST, IN GERMAN TOWNSHIP, ST. JOSEPH COUNTY, INDIANA, IN THE SUM OF $73,900.00 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. John Hunter, Superintendant of the City Water Works, explained that this Ordinance and the next three were necessary in order to construct:a sludge lagoon to bring the city's waste water treatment up to established standards. Councilman Laven made a motion the Ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA AND ROBBINS & MEYERS, INCORPORATED, CHICAGO, ILLINOIS, FOR THE PURCHASE OF TWO (2) HIGH - PRESSURE PUMPS IN THE TOTAL AMOUNT OF $12,580.00. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Palmer made a motion the Ordinance go to the Council as.favorable. Councilman Craven seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA AND WOODRUFF & SONS, INCORPORATED, MICHIGAN CITY, INDIANA, FOR THE CONSTRUCTION OF SLUDGE LAGOONS IN THE TOTAL AMOUNT OF $89,199.00. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Laven made a motion the Ordinance go to the Council as favorable. Councilman Craven seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF SOUTH BEND, INDIANA AND THE E. L. ZIMMERMAN COMPANY, IN- CORPORATED, MISHAWAKA, INDIANA, FOR THE INSTALLA- TION OF SLUDGE PUMPS IN THE TOTAL AMOUNT OF $17,694.00. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Craven made a motion the Ordinance go to the Council as favorable. Councilman Wise seconded the motion.
