HomeMy WebLinkAbout02-26-68 Council Committee of the Whole Meeting MinutesCONMITTEE OF THE WHOLE MEETING FEBRUARY 26, 1968 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers of City Hall on Monday, February 26, at 8:00 P.M., with all members present. The Invocation was given by Councilman Laven. The meeting was called to order by Chairman William W. Grounds, who presided. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA, AND INLAND CHEMICAL CORPORATION, SOUTH BEND, INDIANA, FOR THE PURCHASE OF AN ASSORTMENT OF CHEMICALS FOR USE FROM FEBRUARY 7, 1968 TO FEBRUARY 7, 1969 IN THE AMOUNT OF $16,056.50. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking against the Ordinance were Councilmen Allen, Szymkowiak and Zielinski, who cited their reasons:-as being opposed to the use of hydrofluosilicic acid in the City water: Councilman Reinke made a motion that the Ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried, 6 ayes, (Councilmen Laven, Craven, Reinke, Grounds, Wise and Palmer). 3 nays (Councilmen Allen, Szymkowiak and Zielinski), 0 absent. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT G -726 'OFFICE EQUIPMENT" IN THE AMOUNT OF $756 AND THE TRANSFER OF SAID SUM FROM ACCOUNT G -52, "RENTS ", IN THE OFFICE OF CITY ATTORNEY AND IN THE GENERAL FUND. This being the time heretofore set for public hearing on the aboi;e Ordinance, proponents and opponents were given an opportunity to be heard thereon. Arthur Frisk, City Attorney, spoke in favor of the Ordinance, answering various questions directed to him by Virginia Guthrie, Executive Secretary of the Civic Planning Association and members of the Council. Councilman Laven made a motion that the Ordinance be amended to read $456.00 instead of $756.00. Councilman Craven seconded the.motion. Motion carried, 8 ayes, (Councilmen Laven, Allen, Craven, Grounds, S(;Fymkowiak, Wise, Palmer and Zielinski), 1 nay, (Councilman Reinke), 0 absent. Councilman Wise then made a motion that the Ordinance go to the Council favorable, as amended. Councilman Palmer seconded the motion. Motion carried, 8 ayes, (Councilmen Laven, Allen, Craven, Grounds, Szymkowiak, Wise, Palmer and Zielinski), 1 nay, (Councilman Reinke), 0 absent. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE (1) MUNICIPAL BONDS OF 1962 - $ 8,165.90 (2) MUNICIPAL BONDS OF 1965 - $2,479.40 (3) MUNICIPAL BONDS OF 1967 - $361,121.23 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Palmer made a motion that the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE APPROPRIATING $5,000.00 FROM THE GENERAL FUND TO ACCOUNT B -53, "REFUNDS, AWARDS AND INDEMNITIES" IN THE OFFICE OF CITY CONTROLLER This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Craven made a motion that the Ordinance go to the Council as favorable. Councilman Zielinski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AUTHORIZING THE TRANSFER OF $3,766.79 FROM THE INDUSTRIAL DEVELOPMENT FUND TO THE GENERAL FUND AND APPROPRIATING FROM THE GENERAL FUND THE SUM OF $3,766.79 TO ACCOUNT XX -263 'OTHER CONTRACTUAL SERVICES" IN THE SANITATION DE11ARTMENT.BUDGET. heretofore This being the time /set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Szymkowiak made a motion that the Ordinance go to the Council as favorable. Councilman Zielinski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AUTHORIZING THE TRANSFER OF $1,077.55 FROM THE SANITATION FUND TO THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA. This being the time heretofore set for public hearing on the above Ordinance proponents and opponents were given an opportunity to be heard thereon. Councilman Craven made a motion that the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried. There being no further business before the Committee of the Whole, Councilman Allen made a motion to rise and report to the Council. Councilman Laven seconded the motion. Motion. carried.
