Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers in
City Hall, January 1, 1968, at 7:30 P.M. The meeting was called to order by Mayor Lloyd M. Allen, who
presided. Mayor Allen welcomed the newly elected Councilmen as members of the Council. He then pointed
out that one of the greatest challenges facing leaders of cities today is that of urban renewal.
The following Councilmen were present: Councilmen -At- Large: Mrs. Janet Allen, Frederick Craven and Gerald
Reinke;.First District: William Grounds; Second' District: Walter Szymkowiak; Third District: Robert
0. Laven; Fourth District: John V. Wise; Fifth District: Albert E. Palmer; Sixth District: Raymond
Zielinski
Mayor Allen announced that nominations were now open for President of the Common Council. Councilman Wise
nominated Councilman Laven for President of the Council. Councilman Szymkowiak seconded the nomination.
Councilman Allen made a motion that the nominations be closed. Councilman Palmer seconded the motion. Mayor
Allen then instructed the Clerk to cast a unanimous ballot for Councilman Laven as President of the Council.
Mayor Allen then announced that nominations for the office of Vice - President of the Council were open.
Councilman Grounds nominated Councilman Craven. Councilman Palmer seconded the nomination. Councilman
Laven made a motion that the nominations be closed. Councilman Szymkowiak seconded the motion. Motion
carried, and the Clerk was instructed to cast a unanimous ballot for Councilman Craven as Vice President
of the Council.
Mayor Allen then announced that nominations for the office of Chairman of Committee of the Whole were now
open. Councilman Szymkowiak nominated Councilman Grounds. Councilman Allen seconded the motion.
Councilman Wise made a motion that the nominations be closed. Councilman Palmer seconded the motion. Motion
carried and the Clerk was instructed to cast a unanimous ballot for Councilman Grounds as Chairman of
the Committee of the Whole.
There being no further business before the Council, Councilman Wise made a motion to adjourn. Councilman
Allen seconded the motion. Motion carried. The Organization meeting of the Common Council was adjourned
at 7:34 P.M.
