HomeMy WebLinkAbout01-24-72 Council Meeting Minutes______________ _______ ___ ,_________________ =__ = = = = =ii REGULAR MEETING JANUARY 24, 1972 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers of the County -City Building on Monday, January 24, 1972 at 8 :01 p.m. The meeting was called to order by President Peter J. Nemeth who then asked everyone to stand and give the Pledge of Allegiance to the flag. ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth. ABSENT: None RESOLVE INTO THE COMMITTEE OF THE WHOLE Council President Nemeth entertained a motion to resolve into the Committee of the Whole. Councilman Parent so moved, seconded by Councilman Miller. Motion carried. COMMITTEE OF THE WHOLE MEETING Be it remembered that the Common Council of the City of South Bend, Indiana met in the Committee of the Whole in the Council Chambers of the County -City Building on Monday, January 24, 1972 at 8:02 p.m. with nine members present. The meeting was called to order by Chairman Odell Newburn, who presided. ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF THE CITY OF SOUTH BEND, INDIANA AND WORTHINGTON CORPORATION OF NORTHBROOK, ILLINOIS, FOR THE REPAIR OF TWO DIESEL ENGINES IN THE AMOUNT OF $15,602.00. This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. Mr. David A. Wells, Assistant City Engineer, gave a slide presentation showing the engines and blowers at the Plant. The problem is one of erosion and, if not corrected, the engines might have to be replaced. Replacement costs would be $250,000 for one engine and $150,000 for the other. The engines have been in continuous use for the past 16 years. Also speaking for the ordinance and answering questions REGULAR MEETING JANUARY 24, 1972 COMMITTEE OF THE WHOLE MEETING (CONTINUED) of the Councilmen were Mr. Louis Rague, Treatment Plant Superintendent, and Mr. Raymond Kugelman and Mr. Frank Stirpe, representing the Worthington Corporation. Points covered in the question- ing were that the work would be guaranteed for one year, that Worthington men would supervise the tearing down of the engine because they could look for signs of trouble during this process, such as cracks, signs of wear and tear, and erosion and that correcting these things as they find them could save additional expense later, and that the Worthington representatives are engineers with many years of experience working with these engines. Councilman Robert Taylor made a motion that the ordinance go to the Council as favorable, seconded by Councilman Walter Szymkowiak. Motion carried. Nemeth presiding. REPORT OF THE COMMITTEE ON MINUTES Your committee on the inspection and supervision o have inspected the minutes of the January 10, 1972 them correct. Parent introduced Mrs. Murdock and Mrs. Black and their Girl Scout Troop from the Sunnyside Presbyterian Church who were in the audience. Andrew Toth, 311 South Eddy Street, an architect in South Bend for forty years, presented the members of the Council with a list of Water Quality Standards from the Indiana Stream Pollution Control Board and read an -eight page report on the inherent dangers in the storm sewer construc- tion being done in connection with the South Bend Downtown Renewal program. This system is allowing contaminants and polluted water to enter the St. Joseph River and Lake Michigan. This is a serious problem involving our ecology and also a dangerous health hazard. Mr. Nemeth thanked Mr. Toth on behalf of the Council for his presentation and assured him that this is a common concern of all citizens. He also said that the Council Committee on Sewers and Drains would be in touch with Mr. Toth regarding this problem. Dr. Helen Calvin, 103 South Eddy Street, told the Council that she had contacted the St. Joseph County Health Department in regard to this sewage problem, also. They reported to her that, while their tests did indicate a high bacterial count in the storm run -off water, this was a temporary situation and would be corrected. Dr. Calvin will contact the Board of Health in regard to this problem. REPORT OF THE COMMITTEE OF THE WHOLE Council President Nemeth entertained a motion to waive the reading of the Committee of the Whole report, so moved by Councilman Parent, seconded by Councilman Miller. Motion carried. ORDINANCES, THIRD READING ORDINANCE NO. 5376 -72 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF THE CITY OF SOUTH BEND, INDIANA AND WORTHINGTON CORPORATION OF NORTHBROOK, ILLINOIS, FOR THE REPAIR OF TWO DIESEL ENGINES IN THE AMOUNT OF $15,602.00. This Ordinance was given third reading. Councilman Szymkowiak made a motion for passage of the Ordinance, seconded by Councilman Serge. The Ordinance passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth) 0 nays. 1IORDINANCES, FIRST AND SECOND READING ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE NO. 4990 - CHAPTER 40 OF THE MUNICIPAL CODE (FORMERLY ZONING ORDINANCE NO. 3702). (4001 AND 4015 SOUTH MAIN STREET) This Ordinance was given first reading by title and second reading in full. Councilman Taylor made a motion, seconded by Councilman Szymkowiak, that the Ordinance be set for public hearing on February 14, 1972. Motion carried. REGULAR MEETING JANUARY 24, 1972 REGULAR MEETING - CONTINUED ORDINANCES, FIRST AND SECOND READING - CONTINUED ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE NO. 4990 -68, CHAPTER 40 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, FORMERLY REFERRED TO AS ZONING ORDINANCE NO. 3702, AS AMENDED. (18389 EDISON ROAD) This Ordinance was given first reading by title and second reading in full. Councilman Kopczynski made a motion that the ordinance be set for public hearing on February 14, 1972. Seconded by Councilman Taylor. Motion carried. i There being no further business, unfinished or new, to come before the Council, Councilman Horvath made a motion to adjourn, seconded by Councilman Kopczynski. Motion carried.
