HomeMy WebLinkAbout01-10-72 Council Meeting MinutesREGULAR MEETING JANUARY 10, 1972 REGUTA R MEETING JANUARY 10, 1972 Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council Chambers of the County -City Building on Monday, January 10, 1972 at 8 :05 p.m. with nine members present. The meeting was called to order by Council President Peter J. Nemeth, who presided. The invocation was given by Reverend Charles G. Rowlett, Pastor, Pilgrim Baptist Church, 116 North Birdsell Street, South Bend, Indiana. Council President Nemeth asked Mr. Robert Laven, former President of the South Bend Common Council to come forward. Mr. Laven was then presented with the gavel which he used to conduct the Council meetings during his term as President, which is traditional. Mr. Nemeth thanked Mr. Laven for his service and dedication to the community. ROLL CALL PRESENT: Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth. ABSENT: None REPORT OF THE COMMITTEE ON MINUTES Your committee on the inspection and supervision of minutes would respectfully report that they have inspected the minutes of the Decemger 27, 1971 regular meeting of the Council and found them correct. They, therefore, recommend that the same be approved. /s/ Robert 0. Laven /s/ Janet S. Allen /s/ Albert E. Palmer Upon motion by Councilman Newburn, seconded by Councilman Szymkowiak, and unanimously passed, the report was accepted as read and placed on file. Nemeth Upon motion by Councilman Szymkowiak, seconded by Councilman Horvath, and unanimously passed, the report was accepted as read and placed on file. CITIZENS REQUESTS - MISCELLANEOUS MATTERS Mr. Leo Wallisch, 446 LaPorte Avenue, spoke on the problem of crime in the streets and the Support Your Local Police Organization, which he said is deserving of more support. Mr. Joseph Szalay, 19300 Wedgewood Drive, spoke as a member of the Knights of Columbus and the Small Business Men's Association, on the problems of crime, drugs, alcohol and pornography in our community. Mrs. Fannie Grunwald, 227 S. Frances Street, spoke about the problems caused by employees of Associates Family Center parking all day on her street. Council President Nemeth referred Mrs. Grunwald to the City Attorney to see whether violations of the Parking Ordinance are occurring. Councilman Parent said that he would consult with the City Attorne on this matter. Mrs. Grunwald also questioned whether Associates had a permit to build a three s�ory building on this site. Mrs. Ann Wlodarski, 1869 Riverside Drive, spoke as a member of the Fair Tax Association and pledged that the members of the Association would work with the Council for good government. Mrs. Frederick Mutzl, 320 Parkovash, also spoke as a member of the Fair Tax Association and read a letter sent to the St. Joseph County Commissioners in regard to establishing a Community Correction Center. Mrs. Lee Swan, 2022 Swygart Street, spoke on the problems being caused by urban renewal, She said more concentration should be placed on citizens and not on concrete and steel. Miss Virginia Guthrie, Executive Director of the South Bend Civic Planning Association, intro- duced Ed Roose, a young man from the cadet program at Washington High School, who is working with their Association. Mr. Simon Brazy, 1136 Helmen Drive, questioned the Council about whether the program "The Cop and the Con" sponsored by the Human. Relations Division of the South Bend Police Department was being discontinued. Councilman Kopczynski, Chairman of the Police Department Committee, will look into this matter and have an answer at the next Council meeting. ORDINANCES, FIRST AND SECOND READING nPnTVAVrR AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WASTEWATER TREATMENT PLANT OF THE CITY OF SOUTH BEND, INDIANA, AND WORTHINGTON CORPORATION OF NORTHBROOK, ILLINOIS, FOR THE REPAIR OF TWO DIESEL ENGINES IN THE AMOUNT OF $15,602.00 This Ordinance was given first reading by title and second reading in full. Councilman Kopczynski made a motion, seconded by Councilman Horvath, that the ordinance be set for public hearing on January 24, 1972. Motion carried. REGULAR MEETING JANUARY 10, 1972 REGULAR MEETING - (Continued) ORDINANCES, FIRST AND SECOND READING (Continued) ORDINANCE AN ORDINANCE ESTABLISHING THE OFFICE OF THE DIRECTOR OF THE DEPARTMENT OF PUBLIC SAFETY This Ordinance was given first reading by title and second reading in full. Councilman Newburn made a motion that this Ordinance be referred to the Ways and Means Committee for further study. Councilman Kopczynski seconded the motion and it was unanimously carried. ORDINANCE NO. 5375 -72 AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS FOR THE YEAR 1972 TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA FOR THE USES AND PURPOSES SET FORTH THEREIN, IN ACCORDANCE WITH CHAPTER 208 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF 1965. This Ordinance was given first reading by title and second reading in full. Councilman Szymkowiak made a motion for suspension of the rules to allow a public hearing and the third reading of the proposed ordinance at this meeting. Councilman Serge seconded the motion. The motion passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth), 0 nays. This being the time set for public hearing on the above ordinance proponents and opponents were given an opportunity to be heard thereon. James Barcome, City Controller, explained that this ordinance was similar to the one passed last year and that it was necessary in order to pay the salaries to employees of the department on January 20th. Miss Guthrie questioned the total amount of the appropriation as some parking meters have been removed by the city and also questioned the amount for Motor Equipment. Mr. Barcome said that the car is in need of repairs and they will check closely before replacing it. At the conclusion of the public hearing, the ordinance was given third reading. Councilman Szymkowiak moved for passage of the ordinance, seconded by Councilman Taylor. The ordinance passed by a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth), 0 nays. There being no further business to come before the Council, Councilman Parent made a motion to adjourn, seconded by Councilman Miller. Motion carried.
