PURPOSE OF REQUEST: Reimbursement to the River West TIF for $2.6M from the PSCDA for costs for
full design documents
SPECIFICS: As part of the expansion and renovation of Four Winds Field, the Redevelopment
Commission approved $2.6M from the River West Development Area funds to pay for the full design
services toward the bidding and construction of the expansion of Coveleski Stadium. Afterwards, the
City issued a bond utilizing the Professional Sports and Convention Development Area (PSCDA) fund to
pay for full construction. The PSCDA captures funds directly from sales tax and other revenues
generated by Four Winds Field this ensures that these funds remain local. Construction of the expansion
and the renovation are largely completed.
The design funds originally appropriated were in addition to the bond funding from the PSCDA and were
intended to be reimbursed to the River West TIF when the PSCDA would be able to do so. The PSCDA
funding has now reached the point where the $2.6M can be refunded to the River West TIF. Acceptance
of this budget request will reimburse the River West TIF the funding amount.
Staff recommends approval.
