Construction Project Manager: The project focused on
enhancing sidewalks and curb ramps along key walking
routes to schools within the Rum Village neighborhood.
Improvements extended westward from Olive Street to
Main Street and northward along Ewing Street to Indiana
Street. Upgrades at over 15 major intersections included
the construction of ADA-compliant ramps, adjustments
to stormwater systems, and improvements to alley and
driveway transitions to ensure safer and more accessible
pedestrian crossings.
KENNEDY AVENUE ROAD DIET

Construction Project Manager: Kennedy Avenue Road from
164th Place to the Indiana Toll Road in Hammond underwent
a multi-phase Road Diet transformation. This project
converted the existing four-lane roadway into a two-lane
corridor with dedicated bike lanes, turn lanes, and parking
stalls. Additional enhancements include upgraded drainage,
new sidewalks, rain gardens, and fresh pavement. United
Consulting provided construction inspection services for
the City of Hammond.
The project presented unique challenges due to the high
number of businesses and residences along this busy stretch
of Kennedy Avenue. Despite these complexities—including
extensive utility coordination—the City of Hammond and the
United team sucessfully completed the project on schedule.
United worked closely with the contractor’s traffic control
supervisor, recommending alternative maintenance of
traffic phasing. This approach not only resulted in a superior
finished product but also ensured the project remained on
schedule.

Field Operations Manager: CR 100 S expanded a two-mile stretch from Dan Jones Road to Ronald Reagan Parkway with two added travel lanes, a boulevard-style center median, a new arch bridge over Clark’s Creek, and roundabouts at Salt Lake Road, CR 900 E, and All Points Court to serve current and future corridor development.
When a Duke Energy guy wire conflicted with the proposed sanitary sewer at the start of reconstruction, the team redesigned the system, secured WCCD approval, and procured new manholes, limiting the delay to 43 calendar days. ROAD DIET CONVERSION
■Convert the existing 4-lane roadway to:
• 3-lane configuration (one lane each direction with a center turn lane) from Voorde Drive to the railroad tracks.
• 2-lane configuration (one lane each direction) from the railroad tracks to just north of Lathrop Road.
■Provides space for additional pedestrian and bicyclefacilities.
PEDESTRIAN/BICYCLE ENHANCEMENTS

Project Approach: CRITICAL CONSTRUCTION ITEMS
Property AccessProperty access for all businesses and adjoining streets on Bendix Drive will be maintained throughout construction. The project will likely be constructed in multiple phases to allow for the construction of the new three lane roadway, multi-use-path, storm sewer upgrades, and traffic signals. United’s Project Manager Owen Yeadon will keep all businesses informed of any phase changes.
Stakeholder CommunicationUnited is committed to maintaining clear, consistent communication with all project stakeholders. Regular updates will be provided through phone calls, emails, photographic documentation, and weekly reporting. Communication with the City on budget matters, schedule changes, and major milestones will be prioritized.
ScheduleAdhering to the project schedule is critical for timely delivery and maintaining public confidence. At each progress meeting, Owen will review the original schedule and compare it to the current timeline to assess progress. Should delays arise, United will coordinate with the contractor to identify causes and implement necessary adjustments to keep the project on track. Early identification and proactive management of schedule variances will help ensure overall project completion remains on schedule.
Erosion Control
Special attention will be given to erosion control to prevent off-site sediment from leaving the site as well as entering the existing storm
sewer after rainfall events. During construction, all impacted areas will be identified and measures will be implemented to protect
the flow to ditches and storm inlets. Stormwater runoff will be managed using Best Management Practices to ensure compliance
with environmental regulations, including those set by the Indiana Department of Environmental Management (IDEM) and the City’s
local stormwater agency. Any areas not adequately protected will be promptly identified and brought to the contractor’s attention for
remediation.

Project Approach: CLIENT COMMUNICATION
At United, we strive to exceed our client’s expectations. In this pursuit, we have constructed our
communication plan to be fully transparent from day one, so there are no surprises along the way.
CLIENT PROJECT ACTION PLAN
The intent of our action plan is to provide a strategic overview—for all project stakeholders—of the essential actions and responsibilities required to support successful project delivery.
United will work closely with the contractor’s Certified Traffic Control Supervisor to ensure they submit all weekly sign and barricade reports properly and on time. Daily monitoring of all signs and barricades, as well as the detour route, will be necessary to maintain a safe travel environment. United’s Owen Yeadon will also make personal contact with all impacted businesses and residents located within the project limits and provide contact information in case there are any questions or concerns for the project duration. This personal contact communication procedure has been successfully utilized on our past road projects. See page 7 of this LOI for critical construction items.
Weekly check-ins are our standard. We’ll provide weekly progress reports every Monday summarizing completed work. An example of a progress report is provided on page 10. Weekly or bi-weekly progress meetings (based on client preference) will be held until project completion, with agendas sent 24 hours in advance. Our Construction or Field Operations Manager will attend as needed, and all staffing matters will be discussed openly. Meeting minutes will be delivered within three calendar days.
All key documents, including contractor pay estimates and the current IC 642, will be shared for client records. Throughout the project, we encourage open communication regarding schedules, budget, construction concerns, or other issues.

The project manager will contact the client and designer if there is a question on the design, and present solutions based on their experience and the designer’s intent. If there is a field construction issue, the project manager will work directly with the contractor to efficiently solve any problems at the project level.
These will vary per project scope, but many frequent entitiesincludeSite Development and Redevelopment Projects, Transit Authorities, Emergency Services, Schools and Training Facilities, Churches, Commercial Businesses, Residents, and Property Owners, Municipality Services, Utilities, and Design/Funding/Ownership teams.
Several such common concerns are Public Business and Drive Access During Construction, Street Lighting, Flooding and Stormwater Control, Trees and Greenspaces, Coordination Planning Across Multiple Projects, Construction Work Hours, Site Access for Public and Emergency Services, and Retaining Wall Maintenance.
Some of which include Public Outreach Meetings to discuss schedule and mobilization, On-Site Progress Meetings with the contractor and utilities, a dedicated project email and Google Voice number for the inspection team or contractor to answer questions, and regular reports with photos for client website and social media updates.

Project Approach: UTILITIES
United's utility coordination experience on roadway reconstruction projects spans over 60 years of construction inspection projects. We understand the importance of utility relocations and their potential impacts to overall project development — utility delays are one of the most common delays a project can face.
Early coordination with impacted utilities can alleviate many of the risks often seen on road reconstruction projects. On Federal Aid projects like Bendix Drive, any delay claims from the contractor caused by utilities are 100% reimbursed by the City.
A site visit and plan review identified several over and underground utilities within the project limits on both sides of Bendix Drive. Coordination with multiple overhead and underground utility providers will be required in order to complete the project.
The main concern for conflicts on the Bendix Drive “road diet” project will be underground utilities. Due the scope of the project the road width will be changed from the existing four lane section to a three lane section, therefore new curb inlets will need placed in areas where there are potential conflicts with existing utilities.

PROJECT DESCRIPTION:
The city of Evansville reduced the existing four-lane Covert Avenue
Corridor to three lanes as a part of a “road diet” project to eliminate
extra lanes, improve pedestrian facilities, and incorporate bike lanes.
The new roadway cross-section was minimized to one lane in each
direction with a center two-way left-turn lane. Curbs and sidewalks
were added or repaired as necessary, and new bike lanes were
added in each direction. The addition of bike lanes required careful
coordination with each roadway crossing and signalized intersection to
ensure compliance with best practices for bicycle users.

CLIENT: City of Jeffersonville, Indiana
PROJECT DESCRIPTION:
The project involved the comprehensive reconstruction and widening
of 10th Street in Jeffersonville, expanding the roadway from four to five
lanes and converting the new fifth lane into a dedicated center turn lane
to improve traffic flow and safety. Spanning from Dutch Lane/Penn Street
to Reeds Lane, the improvements included the installation of new curb
and gutter, a modern storm sewer system, upgraded sanitary sewer,
and retaining walls to support the expanded roadway. United provided
construction inspection services for the project, overseeing the addition
of attractive, pedestrian-friendly sidewalks on both sides of the street,
ADA-accessible curb ramps, and new drive approaches to enhance
accessibility for all users. The project also featured the construction of
four new intersections with decorative traffic signals, upgraded street
lighting, and new signage to improve both safety and aesthetics.
Throughout construction, special attention was given to maintaining safe
and continuous access for the high volume of pedestrian traffic along this
major thoroughfare, ensuring the community remained connected and
accessible during every phase of the project.

PROJECT DESCRIPTION:
This 1.6-mile section of the parkway extends north from the current end
of Ronald Reagan at CR 600 N to CR 750 N, featuring a new four-lane
roadway with at-grade intersections and traffic signals at both CR 700 N
and CR 750 N. The project includes a new storm sewer system with curb
and gutter, as well as a 10-foot-wide multi-use path along the east side
of the roadway. A 313-foot-long by 97.5-foot-wide, two-span bridge
was constructed to carry the parkway over the CSX railroad tracks and
Marathon pipelines, supported by 2,331 linear feet of Mechanically
Stabilized Earth (MSE) walls at the end bents and approaches. The
project also involved multiple maintenance of traffic phases, including
road and lane closures and detour routes, to minimize disruption.
Additional improvements include 1.6 miles of four-lane asphalt
pavement, 4.0 miles of curb and gutter, sidewalks with ADA ramps, and
the continuous multi-use path, providing enhanced connectivity and
safety for both vehicles and pedestrians.

CLIENT: City of Lebanon, Indiana
PROJECT DESCRIPTION:
The Fordice Road project connected Downtown Lebanon with the
newly constructed Central Elementary School at John-Bart Road. The
reconstruction included a new water main, storm sewer, and a full
depth asphalt roadway. Pedestrian facilities — including a multi-use
trail, sidewalk, and ADA compliant curb ramps placed along Fordice
Road to safely connect local residences with the school. Lighting fixtures
were added for nighttime illumination. Prior to construction, United
helped manage the utility coordination efforts to keep the relocation
work moving forward. During construction, utility conflicts were quickly
identified, coordinated, and resolved to help keep the road reconstruction
on schedule.
