We bring a long history of delivering infrastructure that connects people and strengthens the places they call home. Our inspection team has recent experience with roadway reconstruction, trails, pedestrian infrastructure, ADA improvements, drainage, and community-facing construction projects throughout northern Indiana. That local knowledge, combined with our experience delivering complex public infrastructure, makes us well suited to serve as construction inspection partner for the Bendix Drive project. We understand successful delivery requires more than verifying construction against the plans. Bendix Drive will require careful coordination of roadway reconstruction, new curb and gutter, storm sewer, traffic control, utility coordination, a new 10-foot multi-use path, ADA requirements, and construction sequencing. Just as importantly, the project must maintain safe access and minimize disruption for the people, businesses, and neighborhoods along the corridor. We are committed to ensuring this infrastructure is installed successfully and with accurate oversight of all materials and costs. Project Supervisor Scott Carter brings more than 30 years of infrastructure construction and inspection experience, including nearly 60 inspection projects. This experience involves roadways, trails, active roadways, ADA-compliant sidewalks, intersections, drainage improvements, and multimodal infrastructure. Scott understands the day-to-day demands of construction inspection and the importance of identifying issues early, communicating clearly, and maintaining thorough documentation. He excels at cost containment and finding opportunities to avoid rework and schedule delays while keeping the City’s project moving. Scott is supported by a multidisciplinary team with strong local experience. Troyer Group’s recent South Bend work includes the Muessel and LaSalle/Marquette Safe Routes to School projects and intersection improvements on West Washington, but our history extends decades. Through both our recent and past service to the City, our team understands not only whether the contractor is following the plans, but the intent behind those plans and how construction decisions affect drainage, accessibility, connectivity, durability, and the finished project. That perspective will be particularly valuable where the new roadway, multi-use path, drainage system, and existing infrastructure must work together Capacity is equally important. His experience includes roadway reconstruction, pavement rehabilitation, multi-use trails, pedestrian and ADA improvements, drainage and culvert work, bridge construction and rehabilitation, utility coordination, and construction within active transportation corridors. This breadth gives Scott the practical field experience needed to recognize issues early, maintain thorough documentation, and keep complex projects moving. Scott’s roadway inspection experience includes the $18.9 million US 33 realignment through Goshen, a multi-season project incorporating two new bridges, a multi-use trail, utility coordination, and a constrained public schedule. His work required close coordination among the contractor, design team, utilities, and public stakeholders while maintaining quality, documentation, and schedule throughout multiple phases of construction. This experience is particularly relevant to Bendix Drive, where roadway reconstruction, drainage, utilities, traffic control, and new multimodal infrastructure must be carefully coordinated within an active community corridor. Scott also brings extensive experience with pedestrian and multimodal improvements. His inspection background includes ADA-compliant sidewalks and pedestrian access upgrades, shared-use paths, pavement improvements, drainage infrastructure, and projects where pedestrian mobility must be maintained alongside active roadway construction. Each requires careful field observation, clear documentation, and timely communication to prevent small issues from becoming costly or schedule-impacting problems. Trail Construction and Long-Term Performance The quality of the finished trail will depend on the work beneath the surface as much as the final pavement. Budget Awareness Cost control is one of the most important responsibilities we share with our clients. We use real-time tracking tools integrated with SiteManager to monitor pay quantities daily, identify overruns or underruns early, and provide the City with consistent, accurate reporting. Change orders are managed proactively. Scott’s field experience with utility conflicts and constructability issues means most problems are identified and resolved before they become contract modifications. His diligence in testing, recordkeeping, and contractor coordination helps prevent costly rework and ensures work is completed correctly the first time. Bryan Tanner will support coordination and contract administration, while Tracy McCormick, PE, provides additional civil engineering and construction observation expertise when technical or field support is needed.
