Stormwater & Green Infrastructure: Proposed storm sewer, drainage structures, infiltration components, and a V-bottom bioswale will improve drainage and stormwater management East-Side Multi-Use Path: A new multi-use path will provide a continuous pedestrian and bicycle connection along the east side of Bendix Drive, including accessible transitions at intersections and driveways. Intersection Improvements: Proposed improvements at Lathrop Street and Voorde Drive include signal, pedestrian, pavement, drainage, and roadway-transition work. KEY CONSTRUCTION CONSIDERATIONS NICTD Railroad Interfaces: Work near active at-grade railroad crossings will require early coordination, facility protection, safe clearances, and careful sequencing of adjacent construction. Underground Infrastructure: Coordinate the proposed water main and fiber-optic interconnect with storm sewer, roadway construction, existing utilities, and any remaining third-party relocations. Corridor Transitions & Tie-Ins: Closely monitor pavement, drainage, grading, markings, and pedestrian connections at Voorde Drive, the railroad, Lathrop Street, and the previously reconstructed corridor to the north. COMMUNITY & TRAFFIC Business & Property Access: Maintain safe, practical access to commercial, industrial, and private properties while coordinating temporary entrance impacts before work occurs. Proposed MOT & Detours: Coordinate five proposed MOT phases, two detour routes, traffic shifts, advance notifications, and phase-readiness reviews to minimize public disruption. Long-term pavement performance begins below the finished surface, and our team understands the importance of identifying unstable areas during excavation and subgrade preparation—before aggregate and pavement conceal the condition. +Subgrade Acceptance: Monitor excavation and proof rolling for yielding, pumping, rutting, soft spots, and other signs of instability. Verify unsuitable-material removal, moisture and density, required treatment, and corrective limits before pavement construction begins. +Aggregate & Backfill: Monitor material type, lift thickness, compaction, and testing around pavement, utilities, drainage structures, and roadway transitions. +QC/QA Concrete Pavement: Verify line and grade, pavement thickness, dowels, tie bars, joint layout, concrete testing, finishing, texturing, curing, and protection. STORMWATER, BIOSWALE, & INFILTRATION SYSTEM The proposed drainage improvements combine conventional storm sewer with a V-bottom bioswale and infiltration system. Their performance will depend on accurate elevations, compatible materials, and protecting the system from sediment and construction damage. +Storm-Sewer Installation: Verify pipe and structure locations, line and grade, bedding, connections, backfill, castings, and positive drainage before work is covered. +Bioswale & Infiltration Assembly: Inspect excavation, aggregate, perforated pipe, underdrain components, filter media, slopes, elevations, transitions, and outlet connections at defined hold points to verify runoff moves through the system as designed. +Erosion Control & Establishment: Prevent sediment from entering completed systems and monitor stabilization, plantings, and restoration needed for long-term performance. Existing NICTD Railroad Interface NICTD RAILROAD INTERFACE Work near the active NICTD crossings will require early coordination, clear responsibilities, and close attention to railroad requirements. Our team will help integrate railroad-related activities into the contractor’s schedule while protecting active facilities and minimizing impacts. +Early Coordination: Confirm railroad contacts, permissions, scheduling requirements, construction limits, and any required flagging before adjacent work begins. +Facility Protection: Protect tracks, crossing surfaces, gates, signals, underground facilities, and railroad clearances throughout construction. +Sequencing & Access: Coordinate roadway, drainage, utility, and traffic-control activities near the crossings to avoid conflicts and unplanned interruptions. +Field Communication: Track railroad-related action items and promptly communicate changes that could affect access, safety, or the construction schedule. SIGNALS, MULTI-USE PATH, & PEDESTRIAN FACILITIESThe proposed signal and pedestrian improvements at Lathrop Street and Voorde Drive must integrate safely with the east-side multi-use path and reconstructed corridor. Our team will verify these improvements are properly located, accessible, well drained, and ready for operation. +Signal Installation & Activation: Track equipment procurement; inspect conduit, handholes, wiring, grounding, detection, and pedestrian equipment; and coordinate testing and activation at both intersections. +Multi-Use Path & Accessibility: Verify width, grade, cross slope, drainage, detectable warnings, landings, and transitions while coordinating construction around active entrances and pedestrian routes. Lathrop Street Intersection Voorde Drive Intersection Lochmueller | City of South Bend Bendix Drive 8 PROJECT APPROACH WE PAY ATTENTION TO THE DETAILS: MOT, PHASING, AND ACCESS Site Visit Observations Along the Proposed Detour Routes MOT & PROPOSED PHASED CONSTRUCTION The Stage 3 plans identify five proposed MOT phases involving staged intersection construction, a full roadway closure, half-width reconstruction, and separate detour routes for Bendix Drive and Lathrop Street. Each traffic shift will be a schedule-critical operation requiring careful preparation and coordination. During our site visit, we drove both proposed detour routes and reviewed the phase limits to understand traffic patterns, route length, key intersections, access needs, and potential impacts. Combined with our team’s phased-construction experience, this firsthand review positions us to anticipate concerns, coordinate transitions, minimize disruptions, and keep construction progressing toward the City’s schedule. WE UNDERSTAND THE PROPOSED SEQUENCE Phase IA | West Lathrop Street Approach & North Bendix Drive Construct the west Lathrop Street approach and the initial portion of north Bendix Drive while maintaining traffic through the remaining roadway. Phase IB | East Lathrop Street Approach & North Bendix Drive Shift traffic and construct the east Lathrop Street approach and remaining portion of north Bendix Drive. Phase II | Central Bendix Drive Fully close Bendix Drive from immediately north of the NICTD railroad to Lathrop Street for roadway, drainage, bioswale, and multi-use path construction. Phase IIIA | South Bendix Drive Reconstruct the east half of Bendix Drive between Voorde Drive and south of the NICTD railroad while maintaining traffic on the opposite side. Phase IIIB | South Bendix Drive Shift traffic onto the completed pavement and reconstruct the west half of Bendix Drive. PROPOSED DETOUR APPLICATION The Bendix Drive detour will remain in place throughout all proposed MOT phases. The Lathrop Street detour will supplement it during Phases IA and IB while the intersection approaches are constructed. OUR MOT & DETOUR APPROACH +Detour & INDOT Coordination: Inspect the full detour, including US 20 and US 31, for sign visibility and continuity while coordinating traffic concerns with INDOT LaPorte District. +Schedule & Signal Readiness: Use the contractor’s two-week look-ahead to track phase prerequisites and verify signal heads are bagged and applicable overhead signs covered for each traffic pattern. +Half-Width Traffic Shifts: Evaluate pavement, transitions, drop-offs, drainage, markings, and traffic- control devices before shifting traffic onto existing or newly completed lanes. +Access & Traffic Monitoring: Maintain property access, provide advance notice of traffic changes, and recommend timely adjustments based on work-zone and detour operations. Lochmueller will coordinate these improvements with roadway, drainage, and MOT activities; verify installation, testing, and required clearances; and document underground work before it is covered. The plans and our site observations confirm electric, gas, water, sewer, communications, and fiber facilities throughout the corridor. Because the scope and timing of potential third-party relocations are not yet known, our team will confirm utility status, responsibilities, contacts, and schedule constraints before construction begins.
