He also worked on field books, change orders, and made Site Manager entries, including daily reports, and material records as well as material testing of concrete and sampling of QA/QC. Edison Road Added Center Turn Lane from Ironwood Road to Gordon Drive, South Bend, Indiana Justin served as Resident Project Representative on this project which added a center turn lane to an existing busy four-lane road. His duties included verifying the daily compliance of work was monitored and handling oversight of project paperwork, project funds and materials. He also verified compliance with standards, specifications and project plans through visual inspections and testing. He reported project progress to the owners and stakeholders, negotiated change orders, handled troubleshooting of design and constructability issues, and maintained various public relocations. 169th Street Rehabilitation, Phase IV, Hammond, Indiana This $10 million project reconstructed one mile of 169th Street from Southeastern Avenue to Lindberg Avenue. The existing 4-lane section was reconstructed with new storm sewers, sanitary sewer, water main, curb and gutter, sidewalk, utility relocation, QC/QA HMA asphalt pavement, signage, greenery, and signals. Hively Avenue Reconstruction, Elkhart, Indiana This 1.7-mile project reconstructed Hively Avenue from 400 feet east of Nappanee Road (SR 19) to Benham Avenue. Elements of the project included the construction of new storm sewer, water main, and center-turn lane for Hively Avenue. The centerpieces of the project were the installation of two roundabouts one at Hively Avenue and 17th Street and the other at Hively Avenue and Oakland Avenue. JUSTIN SHERMANPROJECT SUPERVISOR Justin brings 18 years of construction management and inspection experience and will provide hands-on leadership as Project Supervisor for the Bendix Drive reconstruction. PROJECT UNDERSTANDING Bendix Drive is a roadway reconstruction project between Lathrop Street and Voorde Drive. The existing roadway will be reduced from a four-lane roadway into a safer, three-lane corridor. The project includes full-depth concrete pavement reconstruction, a center shared left-turn lane, new curb and gutter, storm sewer improvements, ADA- compliant sidewalk and curb ramps, a multi-use path, pavement markings, and traffic signal improvements. The project will require careful consideration of traffic operations, pedestrian and bicycle connectivity, drainage, utilities, and long-term corridor safety while maintaining access to adjacent commercial and industrial properties. Bendix Drive is located adjacent to South Bend International Airport and crosses the NICTD Railroad tracks, requiring coordination with airport operations and railroad facilities while maintaining safe and reliable traffic flow throughout construction. The corridor also serves industrial and commercial. Construction staging and maintenance of traffic will require a coordinated approach to minimize impacts to motorists, pedestrians, businesses, railroad operations, and emergency services. DRAINAGE AND STORM SEWER COORDINATION Bendix Drive’s drainage improvements require more than conventional storm sewer installation, with the proposed system transitioning from a 36-inch storm sewer network south of the NICTD railroad to an extensive 18-inch perforated- pipe collection system north of the railroad. The project includes numerous new and modified catch basins, inlets, and manholes that must be coordinated with existing drainage infrastructure, utilities, roadway grades, and the railroad corridor. North of the NICTD railroad, the 18-inch perforated pipe is installed within a stone and geotextile trench associated with the proposed hybrid V-bottom ditch. Justin will closely monitor pipe grades and elevations, structure connections, trench and aggregate installation, geotextile placement, and protection of the perforated system throughout construction. The team will coordinate the new system with existing City drainage facilities and verify connections before they are covered. This proactive approach will see that the completed system performs as designed. We approach these challenges with proactive planning, continuous communication, and disciplined construction adminis- tration. Maintaining safe vehicular, pedestrian, and bicycle movements while completing roadway reconstruction, drainage improvements, utility work, and intersection improvements will require coordination between the Contractor, City, utility owners, and project stakeholders. Temporary traffic control devices and pedestrian routes will be inspected throughout construction to verify they remain safe, functional, and compliant with project requirements.UTILITY COORDINATION As with most construction projects, utility coordination will play a role in the success of the overall project schedule. We are committed to leading the coordination effort so that utilities are relocated quickly and efficiently to minimize conflicts. Existing underground and overhead utilities—including water, sanitary sewer, storm sewer, gas, electric, telecommunications, and fiber optic facilities—are expected within the project limits and may require relocation, protection, adjustment, or coordination during construction. Justin will work closely with utility owners, the contractor, and the Owner to verify relocation schedules, identify conflicts early, document field changes, and minimize delays to critical construction activities. PROJECT COMMITMENT Successful delivery requires proactive field coordination, continuous monitoring of traffic control, timely identification of unforeseen conditions, and close coordination among project stakeholders. Our team’s experience with roadway reconstruction, maintenance of traffic, and public stakeholder coordination provides the technical knowledge and field leadership necessary to successfully administer the Bendix Drive Reconstruction Project. Contract R-44115 is scheduled for INDOT letting on March 10, 2027. American Structurepoint has conducted site visits and reviewed project information. From Notice to Proceed through Final Acceptance, our team will be visible, responsive, and proactive—protecting the City’s investment while delivering a safe, high-quality project for the South Bend community. This familiarity will be valuable to the construction of Bendix Drive because we can assist you with: • Financial management of the project.• Maintaining the construction schedule. • Managing the coordination among contractors, stakeholders, and designers. • Coordination with INDOT (confirming City of South Bend’s interests are heard prior to INDOT authorizing any change orders). Our project team has led, managed, and/or inspected multiple projects in South Bend, and in the INDOT LaPorte District, and we can use this experience to provide a streamlined, efficient, and well-organized project. DETAILED APPROACH We have also developed an approach specifically tailored for this project that includes: • Detailed preconstruction documentation of existing conditions, including photographs. • Constant communication with South Bend residents and businesses near the project site to resolve concerns and/or issues quickly. • Periodic stakeholder meetings throughout construction to verify all current information is available and questions/concerns are addressed. • Coordination and cooperation with local elected officials, South Bend Community School Corporation, and emergency service providers, as well as the postal service and solid waste removal companies. • Review of maintenance-of-traffic and construction plans to identify deficiencies and minimize impact. • Coordination with all community events in the area. • Taking the lead in any utility coordination efforts to resolve utility conflicts quickly to keep the project on schedule (knowing all the local utility company contacts allows us to quickly respond to any issues that arise). • Reviewing erosion and sediment control measures to verify all permits are being satisfied. • Continued effective coordination with the design engineering firm. Our process, in conjunction with regular construction progress meetings, facilitates the thorough planning of construction phasing, verifies that project plans and specifications are adhered to, discusses and mitigates the consequences of unforeseen circumstances, and addresses any unresolved issues. Minutes will be taken for all meetings, with action items and responsible parties identified. We will be vigilant in following up with all parties so that action items are addressed in a timely manner and results are communicated to the owner. Ultimately, our proven, well-established approach and diligent preparation efforts afford us the opportunity to anticipate problems and be proactive to deliver positive results when dealing with the inevitable challenges encountered on this type of project. MAKING THIS A COMMUNITY PROJECT A well-informed and engaged stakeholder is an asset and plays a key role in the overall success of a project. An early action item for our team will be to develop direct lines of communication with all stakeholders. Based on our previous knowledge and understanding concerning projects of this type, we will accomplish this through: • Personal introductions to adjacent property owners.• Weekly project activity reports. • Progress meetings every two weeks.• One-on-one meetings with interested parties to review plans and project parameters. • Open-door policy for our field office. • Cell phone numbers on business cards. • Meeting with community officials and support agencies to garner buy-in. • Presentations at community or public meetings (as requested). Keeping the community aware of vital construction activities that affect their day-to-day life is crucial. EDISON ROAD ADDED CENTER TURN LANE FROM IRONWOOD ROAD TO GORDON DRIVE SOUTH BEND, INDIANA This federal-aid LPA project required our construction inspection services to oversee the addition of a center turn lane to this busy existing four-lane road. To successfully accomplish this improvement, the roadway was widened to the north and south sides of Edison Road. Sidewalks, curb ramps, and drives were all removed and replaced to accommodate the new center turn lane. New striping, sod, and trees were also installed. All this construction work was completed and inspected by our professionals with minimal disruption to traffic. Minimizing the impacts to traffic was important due to the close proximity of this roadway to the University of Notre Dame, as Edison Road is one of the main thoroughfares used to access Notre Dame Stadium. Construction Cost: $364,866 Contract: R-33792 LASALLE SCHOOL AREA STORM SEWER SEPARATION SOUTH BEND, INDIANA American Structurepoint provided construction inspection services for this sewer separation project in the LaSalle School Area. Project limits included Elwood Avenue, Calhoun Street, Eclipse Place and Elliot Street. Drainage work included new storm sewers, replacement of inlets and catch basins, restoring water and sanitary sewer service connections, and bypass pumping to maintain sewer flow. Roadway elements included asphalt milling and resurfacing, removing and replacement of curb and gutters, driveways, sidewalks and curb ramps, and restoration of areas disturbed during construction. The project included installation of a new 3.5-acre retention basing that consisted of an energy dissipation area and discharge swale. Maintenance of traffic was critical due to the LaSalle Intermediate School. Construction Cost: $1.7M IRONWOOD ROAD AND AUTEN ROAD INTERSECTION IMPROVEMENTS GRANGER, INDIANA The project involved reconstruction of Ironwood Road and Auten Road with a roundabout. The overall project length on Ironwood Road and Auten Road was 0.25 mile, the roadway profile was lowered to increase sight distance at the intersection, and retaining walls were constructed to accommodate the difference in elevations. Roadway work included an asphalt mainline section with curb and gutter. Reconstruction was achieved through a pavement section consisting of 1.5 inches of QC/QA HMA surface on 3 inches of QC/QA HMA intermediate on 6.5 QC/QA HMA base on subgrade treatment type IA. The roundabout has 20-foot lanes with a 10-foot decorative concrete truck apron. Drainage work included installation of storm sewers on both roads. STATE BOULEVARD REALIGNMENT PHASE 2 FORT WAYNE, INDIANA American Structurepoint provided construc- tion inspection services for this urban roadway realignment and bridge replacement project within a constrained corridor. Improvements included roadway widening, structure replace- ment, and pedestrian accommodations requiring detailed coordination and staging. Our inspec- tion staff documented quantities, tracked progress, and worked with stakeholders to support compliance with INDOT standards and maintain schedule on a multi-phase project. Construction Cost: $7.7M Contract: R-33130 HIVELY AVENUE RECONSTRUCTION ELKHART, INDIANA This 1.7-mile project reconstructed Hively Avenue from 400 feet east of Nappanee Road (SR 19) to Benham Avenue. Elements of the project included the construction of new storm sewer, water main, and center-turn lane for Hively Avenue. The centerpieces of the project were the installation of two roundabouts-one at Hively Avenue and 17th Street and the other at Hively Avenue and Oakland Avenue. Elements of the project included decorative concrete pavement, irrigation systems, decorative lighting, and land- scaping consisting of trees, shrubs, perennials, and ground cover. Additional work elements included the demolition of 6 residences, 21,000 cys of common excavation, 15,000 lft of new storm sewer, 9,200 lft of new 12-inch water main, 800 lft of new 8-inch water main, 2,200 lft of new sanitary sewer, 31,300 tons of QC/QA HMA pavement, 17,800 lft of concrete curb and gut- ter, 6,000 sys of concrete pavement, and over 15,000 lft of new concrete sidewalk. Construction Cost: $7.4M Contract: R-29445 COAL LINE TRAIL (PHASE 1) FROM LINCOLN WAY WEST TO RIVERSIDE DRIVE SOUTH BEND, INDIANA American Structurepoint provided construction inspection services for this federal-aid proj- ect that constructed a multi-use path along the abandoned railroad corridor from Lincoln Way West to Riverside Drive. The path consisted of concrete and asphalt pavement sections. Decorative concrete sidewalk along with a covered pavilion were installed at Muessel Grove Park. Drainage elements consisted of a new storm sewer system that discharges to an existing retention pond near Angela Blvd. Rest stops that included a bench and lighted bollard were constructed, along with other amenities such as bike rack and repair stations, drinking fountain, decorative bollards, wayfinding signage, and solar power beacons.
