Establishes Article 14 of Chapter 20 to govern electric vehicle charging in South Bend Keeps designated spaces available by requiring vehicles to be actively charging Recovers City costs through a rate applied after the first two hours Clarifies where privately-owned stations may be placed in the right-of-way
The first two hours of charging remain free -a rate applies only beyond that point to recover the City's operating costs and encourage turnover of parking.
