HomeMy WebLinkAbout01-07-80 Council Meeting MinutesREGULAR MEETING JANUARY 7, 1980 Be it remembered that the Common Council of the City of South Bend met in the Council Chambers of the County -City Building on Monday, January 7, 1980, at 7:30 p.m.. The meeting was called to order and the Pledge to theFlag was given. ROLL CALL PRESENT: Council Members Serge, Szymkowiak, Beck, McGann, Taylor Kopczynski, Crone, Dombrowski, Voorde ABSENT: None The Reverend Bishop Crowley gave an invocation. REPORT FROM THE SUB - COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your sub - committee on the inspection and supervision of the minutes would respectfully report that it has inspected the minutes of the December 17, 1979 meeting of the Council and found them correct. The sub - committee, therefore, recommends that the same be approved. /s /Roger 0. Parent Council Member Taylor made a motion that the minutes of the December 17, 1979, meeting of the Council be accepted and placed on file, seconded by Council Member McGann. The motion carried. ELECTION OF COUNCIL OFFICERS Council Vice President Serge indicated that nominations were now open for president. Council Member Dombrowski made a motion to nominate Council Member Serge, seconded by Council Member Kopczynski. Council Member Voorde made a motion to nominate Council Member McGann, seconded by Council Member Crone. Council Member Dombrowski made a motion to close nominations, secondec by Council Member Kopczynski. Council Member Serge declined the nomination for president. Council Member McGann was elected president of a voice vote. Council Member McGann made a motion to nominate Council Member Beck for vice president, seconded by Council Member Szykowiak. Council Member Kopczynski made a motion to nominate Council Member Dombrowski for vice president the motion died for lack of a second. Council Member Beck was elected vice president by a voice vote. Council Member Crone made a motion to nominate Council Member Szymkowiak as chair- man of the Committee of the Whole, seconded by Council Member McGann. Council Member Dombrowski made a motion to nominate Council Member Serge as chairman; Council Member Serge declined the nomination. Council Member Szymkowiak was elected chairman of the Committee of the Whole by a voice vote. RESOLUTIONS RESOLUTION NO. 748 -80 s A RESOLUTION AUTHORIZING THE CONTROLLER OF THE CITY OF SOUTH BEND, INDIANA TO INVEST CERTAIN IDLE FUNDS DURING THIS YEAR 1980 IN ACCORDANCE WITH INDIANA CODE 5 -13 -1 and 5 -13 -2. WHEREAS, there are certain idle funds of the Civil City of South Bend which may be investe for periods of time without affecting the operationsof the various departments of the City and; WHEREAS, Indiana Code 5 -13 -1 and 5 -13 -2 enables the Controller to invest such idle funds with the approval of the Common Council. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. That during the calendar year 1980, the Controller or his representative invest certain idle funds of the Civil CIty of South Bend for such periods of time that he determines are not needed for the normal operations of the various departments of Civil City. SECTION II. This Resolution shall be in full force and effect from and after its passage by the Common Council and its approval by the Mayor. /s /Beverlie J. Beck Member of the Common Council A public hearing was held on the resolution at this time. Mr. Joseph Kernan, City Controller indicated that this resolution should be amended by changing the year from 1979 to 1980. He indicated this resolution would allow his office to invest idle funds, which have become increasingly important as a source of additional revenue for the City. Council Member Taylor made a motion to amend the resolution in Section I by changing the year from 1979 to 1980, seconded by Council Member Serge. The motion carried. Council Member Serge made a motion to adopt this resolution, seconded by Council Member Szymkowiak. The resolution was adopted by a roll call vote of nine ayes. NEW BUSINESS Mayor Parent congratulated the new officers of the Council. Council President McGann announced that Kathleen Cekanski- Farrand has been retained as the Council Attorney. The Reverend Bishop Crowley gave the benediction. There being no further business to come before the Council, unfinished or new, Council Member Taylor made a motion to adjourn, seconded by Council Member Dombrowski.
