Summary
The City of South Bend and Honeywell have worked in partnership for more than a decade to
address questions about potential contamination in LaSalle Park. Working under the supervision
of the United States Environmental Protection Agency (USEPA) and the Indiana Department of
Environmental Management (IDEM), they have conducted a thorough remedial investigation of
the soils, sediment, surface and groundwater in LaSalle Park. In addition, the USEP A collected
soil samples from residential yards in the neighborhood near the park. More than 1,000 samples
were collected, including more than 270 from residential properties bordering the park. The
samples were analyzed in more than 3,000 laboratory tests for more than 150 contaminants.
Based on the findings of that investigation, more than 4,600 tons of soil from the park and two
adjacent residential yards have been removed. More than 1,200 truckloads of clean soil were
used to cap 3.2 park acres and the two residential yard areas.
Background
• From the 1930s to 1950s, portions of what is now LaSalle Park were used as an open dump by
local residents and businesses. In the 1 960s, the City acquired the land to develop the park as
a neighborhood amenity.
• From 1988 to 2013 , the USEPA investigated the site in coordination with the City. These
investigations resulted in multiple determinations that the site was low risk and did not pose a
substantial threat to public health or welfare.
• In December 2013 , the USEPA listed the site under the federal Superfund program.
• In 2015, the City and Honeywell agreed to investigate LaSalle Park for the presence of
contamination. The City and Honeywell identified many parties who potentially dumped at
the site but the USEP A has not pursued them.
Investigation / Protections
• From 2016 to 2020, the City, Honeywell, and the USEP A conducted further investigations. In
total, more than 1,000 samples were collected, including more than 270 from residential
properties bordering the park. The samples were analyzed in more than 3,000 laboratory tests
for more than 150 contaminants, including lead, arsenic, PCBs, pesticides, petroleum, and
chlorinated solvents.
• Elevated concentrations of lead were identified in three areas of the park and near two
neighboring residences. While the soils next to the residences were believed to have been
impacted by historic lead paint rather than proximity to the park, the City and Honeywell
agreed to remediate the impacted soils at those two residences.
• The investigation results indicated contaminants present in soils and groundwater had not
migrated from the park into the surrounding area.

• Under the USEPA's oversight, a comprehensive health risk assessment was performed to
evaluate potential exposure risks for residents and park visitors. No current exposure risks
were identified, but there were potential future risks from certain soil excavation activities or
from using parkland to grow produce for consumption.
• In 2026, the City recorded an Environmental Restrictive Covenant (ERC) to foreclose
potential future exposure risks. The ERC restricts agricultural uses in the park, restricts
groundwater use, and requires future excavation work to follow an agency-approved soil
management plan.
• LaSalle Park and the surrounding neighborhood are on municipal water service; groundwater
is not used at the park.
Remediation
• To expedite the remediation, USEP A approved the City and Honeywell moving forward with
remedial work in 2022 based on approved technical assessments.
• 1n 2022 to 2023 , the City and Honeywell performed an expedited removal action to excavate
more than 4,600 tons of lead-impacted soil from the park and the yard areas of the two
neighboring residences.
• More than 1,200 truckloads of clean soil were then used to backfill and cap 3 .2 acres of the
park. All clean soil was thoroughly sampled and vetted using USEPA-approved measures.
• The City and Honeywell combined have spent approximately $7 .OM on the investigation and
remediation work to date.
• The City and Hyperion Environmental LLLP 11 are updating the technical submissions to
reflect the completion of the work and existing site conditions.
• After approval of the updated technical submissions, the USEP A is expected to issue a Record
of Decision, after which the City and Hyperion will seek closure of the USEPA's Superfund
process for the park.
