found in Chapter 21 (Zoning), South Bend Municipal Code and Chapter
26 of the St. Joseph County Code.
The issuance of this certificate does NOT in any manner, release
the recipient from the responsibility of complying with the requirements
of the zoning ordinances, building codes, safety codes, ADA or other
requirements of the City of South Bend, the County of St. Joseph, the
State of Indiana, or the United States Federal Government.
This certificate is good for one year from the date of issuance and
is effective from the date entered herein. Plans are on file and open for
public inspection at the office of the Historic Preservation Commission of
South Bend and St. Joseph County, 227 West Jefferson Blvd., Suite 1400

Important Information Regarding this Request
REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot process an Application
without required documentation. Comprehensive documentation provides a complete understanding of the
project. Problems often occur during a project review or during the execution of the project when the
property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be
processed without required documentation.
Photographs may be submitted in digital format or in photographic print. When a project involves
blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation
submitted to this office cannot be returned to the applicant.
APPLICATION FEE
The application processing fee for any Application for a Certificate Of Appropriateness is $20
Payment must accompany the application at the time of submission. For an electronically submitted
application, payment must reach the HPC office within 48 hours following transmission. Payment can be
made by credit card by contacting
Business License Administrator Michelle Adams at (574) 235-5912; by cash in person in the Department of
Community Investment on the 14th floor of the County City Building; or by check made out to City of
South Bend. Applications will NOT be processed without the required fee.
MEETING ATTENDANCE
When an Application has been scheduled for any meeting, the owner, architect or contractor(s) retained for
the project shall attend the meeting where their project will be reviewed and a decision rendered. Failure by
the owner, architect, or contractor to attend such meetings may result in denial of the Application due to
insufficient representation.
CERTIFICATE ISSUANCE
Certificates of Appropriateness will be filed with the Building Department of South Bend and St. Joseph
County. A copy of the Certificate will be emailed directly to the owner and/or contractor(s) listed on the
application.
INSPECTION AUTHORITY
All projects will be inspected during and following execution for compliance with the decision(s) rendered
by the Historic Preservation Commission of South Bend and St. Joseph County.

Owner acknowledges that while the Historic Preservation Commission only considers Certificates of
Appropriateness for exterior features, under certain circumstances it may be necessary for the Commission
Staff to have access to the interior of the building in order to accurately assess the condition of the exterior
feature and that the lack of access to the interior may prevent the Commission Staff from making a
favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the
Certificate of Appropriateness certificate shall be immediately halted by the Historic Preservation
Commission and the Building Department of South Bend and St. Joseph County. Fines may be levied for
projects not in compliance.

Description of Proposed Work:
After the demo and rebuild of the front landing and two front stairways, Reliable Roofing will install new
handrails to complete the project. To make the new railing more reminiscent of the old one, Reliable
Roofing will affix decorative finial.

For projects over $20,000, a draw schedule will be in place of a 50% due upon acceptance of estimate and prior
to scheduling of work, 25% due on the day work begins, and the balance of the contract due the day of project
completion unless otherwise agreed upon in writing by project consultant and customer.
Terms
1) Financing:
Financing up to $50,000 is available for all residential projects, with multiple term options for customers. Monthly
payments are approximated without review of customer credit and may be subject to change following a soft
credit pull by the outside lender. Financing is generally available to all consumers with a minimum credit score of
500.
2) Scope of Work:
The Company will provide services as described in the attached estimate. The Company will supply all services,
materials, labor, tools, and equipment necessary to complete the work, unless the customer requests the use of
specific materials purchased by the customer.
3) Payment Terms:
For projects over $20,000, a draw schedule will be in place as follows:
50% due upon acceptance of the estimate and prior to scheduling work
25% due on the day work begins
The remaining balance due on the day of project completion
unless otherwise agreed upon in writing by both the project consultant and the customer, the following terms also
apply:
Credit card payments are subject to a 5% price increase due to processing fees.
Financing agreements are subject to a 3% price increase due to processing fees.
In the event of nonpayment within 10 business days of job completion, a late charge of 2% per month will be
applied to the unpaid balance for the first 90 days. Any remaining unpaid balance after 90 days will be turned
over to collections, and all collection and court costs will be the responsibility of the customer.
The date of project completion is defined as the date Reliable Roofing & Construction sends the customer the
final invoice.
A $35.00 fee will be charged for each dishonored bank check.
4) Change Orders:
Any deviation from the original quote involving a change in the scope of work or additional costs will be executed
only through a written change order signed and dated by both Reliable Roofing & Construction and the customer.
No jobs may be subcontracted under Reliable Roofing & Construction without prior approval from upper
management. Work performed by unauthorized subcontractors will not be insured or covered under Reliable
Roofing & Construction’s warranty.
5) Changed Conditions:
Any work not indicated in the plans or specifications, but required due to hidden, concealed, or changed
conditions—or to meet building codes or regulations—will result in a change order. These costs will be the
responsibility of the owner/customer, subject to the terms and conditions of this contract.
6) Warranty:
The Company warrants that all work will be performed in a good and workmanlike manner. Any warranties for
parts or materials are subject to the manufacturer’s terms. Extended warranties are available at an additional
cost and will be discussed at the time of purchase. To make a warranty claim, the customer must provide written
notice describing the alleged defect. The Company will respond in writing within 21 days of receipt. The
Company may offer to remedy the defect, pay the claim, or dispute the claim. No warranty claims will be honored
unless proper notice is given in accordance with this section.
7) Conditions:
This proposal is valid for 4 weeks. The Company reserves the right to withdraw or re-quote the project if
acceptance occurs after 4 weeks. All contracts must be signed before work begins, and a 50% payment is
required at least 3 days before the project start date.
8) Accessories:
When satellites are present, Reliable Roofing & Construction is not responsible for signal loss resulting from roof
replacement or repair. We are not liable for damage to gutters that existed prior to work, and when multiple layers
or redecking are involved, we cannot guarantee gutters will remain intact. Reliable Roofing & Construction will
make every effort to clean the job site but is not responsible for injuries or property damage caused by nails or
other job site hazards during or after the project. If roof drain replacement is required, the homeowner is
responsible for having a plumber inspect the connected piping prior to roof work to ensure it can handle
increased water flow. Reliable Roofing & Construction is not liable for plumbing-related issues or resulting
damage from new roof drain installations.
9) Customer Requirements:
The homeowner must carry fire, tornado, and other necessary insurance. Unless otherwise stated, the
homeowner consents to photographs and/or videos of their home/property being taken and used for marketing
purposes.
