<br />REGULAR MEETING AUGUST 13, 1979 
<br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers 
<br />of the County -City Building on Monday, August 13, 1979, at 7:00 p.m. The meeting was called 
<br />to order and the Pledge to the Flag was given. 
<br />ROLL CALL PRESENT: Council Member Serge, Szymkowiak, Miller, Kopczynski, Adams, 
<br />Dombrowski, Horvath and Parent 
<br />ABSENT: Council Member Taylor 
<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES 
<br />To the Common Council of the City of South Bend: 
<br />Your sub - committee on the inspection and supervision of the minutes would respectfully 
<br />report that it has inspected the minutes of the July 23, 1979 meeting of the Council and 
<br />found them correct. 
<br />The sub- committee, therefore, recommends that the same be approved.

<br />Council Member Serge made a motion that the minutes of the July 23, 1979, meeting of the Council 
<br />be accepted and placed on file, seconded by Council Member Dombrowski. The motion carried. 
<br />REPORTS 
<br />Council Member Serge gave the following Public Works Committee report: 
<br />Re:, Bill No. 38 -79 Scrap and Junk Dealers Ordinance 
<br />On March 26, 1979, Bill No. 38 -79, commonly known as a Bill Amending the Scrap and Junk 
<br />Dealers Ordinance was given a first reading. 
<br />On April 9, 1979, second reading and public hearing were held on the Bill. The Council then 
<br />continued the Public Hearing and referred the Bill to the Public Works Committee for review 
<br />and recommendation. 
<br />The Public Works Committee met with concerned citizens and representatives of scrap and junk 
<br />yard operations on May 23, July 27, and August 6. Several legal memorandums have been prepared 
<br />addressing proposed changes, and regulations existing in Fort Wayne, Indianapolis and several 
<br />other cities. 
<br />The Public Works Committee believes that all regulations in this area must be fair and reason- 
<br />able. The Committee further believes that regulations should balance the contributions that re- 
<br />cycling operations such as junk and scrap yards make to the community in light of the environ- 
<br />mental and aesthetic concerns of the public. 
<br />The Public Works Committee therefore respectfully recommends that after due consideration of 
<br />written and verbal material, that the attached amendments to Bill No. 38 -79 be favorably ac- 
<br />cepted by the Common Council.

<br />Council Member Adams made a motion to resolve into the Committee of the Whole, seconded by Council, 
<br />Member Dombrowski. The motion carried. 
<br />COMMITTEE OF THE WHOLE 
<br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the 
<br />Whole on Monday, August 13, 1979, at 7:05 p.m., with eight members present. Chairman Horvath 
<br />presiding. 
<br />BILL NO. 86 -79 A BILL APPROPRIATING $16,350.00 FROM THE FEDERAL ASSISTANCE GRANT, 
<br />COMMONLY REFERRED TO AS GENERAL REVENUE SHAR.iNG, FOR VARIOUS PUBLIC 
<br />WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH 
<br />ITS DEPARTMENT OF PUBLIC WORKS. 
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents 
<br />were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the presentation 
<br />for the bill. He indicated this appropriation would be used for miscellaneous repair items at the 
<br />Morris Civic Auditorium. Council Member Adams made a motion to recommend this bill to the 
<br />Council favorable, seconded by Council Member Serge. The motion carried. 
<br />BILL NO. 87 -79 
<br />A BILL APPROPRIATING $21,000.00 OF YOUTH SERVICE BUREAU MONIES 
<br />FROM THE CITY OF SOUTH BEND, YOUTH SERVICE BUREAU OPERATIONS 
<br />FUND FOR VARIOUS YOUTH SERVICE BUREAU ACTIVITIES DURING THE 
<br />PERIOD JULY 1, 1979 THROUGH JUNE 30, 1980. 
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents 
<br />were given an opportunity to be heard. Ms. Bonnie Strycker, Director of the Bureau, made the 
<br />presentation for the bill. She indicated this appropriation represented continued funding throug 
<br />the State, for operating expenses. She indicated these funds would be used for administrative 
<br />purposes. Council Member Serge made a motion to recommend this bill to the Council favorable, 
<br />seconded by Council Member Dombrowski. The motion carried.
