We welcome the opportunity to partner with the City of South Bend on a project that will expand programming at Howard Park and create a distinctive outdoor venue in the heart of downtown. A cornerstone of downtown South Bend’s revitalization, Howard Park is a year-round community destination. The new Bandshell will build on that success, creating a permanent venue for festivals, performances, and touring acts. A project of this visibility and importance requires a construction manager who looks beyond the drawings. As an experienced CMc, Weigand will collaborate with the City and the project team throughout the design phase to guide decisions on budget, constructability, schedule, and procurement. Continuous estimating and constructability reviews will help identify challenges, evaluate alternatives, and keep the design aligned with the City’s priorities and available funding. For the Bandshell, our team will bring particular focus on optimizing the glulam structure, identifying long-lead materials, refining sequencing, and developing cost-effective solutions that preserve the architectural vision. We have assembled an experienced leadership team to guide the project from preconstruction through completion, with a disciplined focus on communication, cost, schedule, constructability, and safety. PURDUE FORT WAYNE SURACK-SWEETWATER MUSIC INDUSTRIES BUILDING ADDITION New Construction | 26,000sf | $20.4 Million The Surack-Sweetwater Music Industry Building provides state-of-the-art instructional, recording, and performance spaces for music technology and industry students. The facility includes recording studios, rehearsal rooms, classrooms, faculty offices, and collaborative spaces designed to support hands-on learning. CHALLENGES & SUCCESSES Safety, sequencing, and logistics were critical while working on Sweetwater’s corporate campus and major distribution center. With only two months from April to June, the team coordinated an accelerated schedule to complete the project in time for GearFest — while simultaneously managing a 17,000-SF retail renovation, 16,000-SF marketing office renovation, and parking lot improvements elsewhere on campus. CHALLENGES & SUCCESSES Safety, sequencing, and logistics were critical while building on an active college campus adjacent to the St. Joseph River. Extensive sound isolation systems, specialty finishes, owner-furnished equipment, and complex electrical and low-voltage requirements demanded close trade coordination, while temperature- and moisture-sensitive materials and the riverfront location required careful environmental and safety planning. CMc PROPOSAL | 125-0522 |11 CITY OF MISHAWAKA IRONWORKS PLAZA New Construction | 20,000sf | $15.2 Million Ironworks Plaza is a year-round community gathering space that serves as a destination for recreation, events, and public programming. The project includes an outdoor ice ribbon, event lawn, performance space, and supporting amenities that activate downtown Mishawaka throughout the year. CHALLENGES & SUCCESSES An accelerated schedule required the team to bring the ice system online and produce, install, and paint the ice in just one week before the annual Holiday Festival. When future tenant space was unexpectedly leased near project completion, the team quickly coordinated subcontractors and material procurement to incorporate the significant scope change and complete the buildout ahead of the festivities. As an IOSHA Certified Partner and member of the Coalition of Construction Safety, we implement our award-winning program, combining behavioral strategies and robust system controls to pioneer an approach that aims beyond industry compliance. With a Total Recordable Incident Rate (TRIR) of 0.7, Weigand outpaces the industry average (2.3) by nearly 70%, reducing exposure to OSHA citations, lawsuits, and insurance scrutiny. Our Safety Team will engage with owners and project partners during preconstruction to develop logistics plans, set benchmarks, and forecast risks tailored to the job site location. As construction begins, a degreed Safety Professional will oversee onboarding, audits, training, and enforcement. Using in-person inspections, drone flyovers (all Weigand drone pilots are FAA Licensed), and job site cameras, the Safety Team will identify risks early, address hazards quickly, and sustain progress without compromising worker wellbeing. Transparency is maintained through dashboards, reports, footage, briefs, and scorecards, with a digital close-out book at completion documenting that benchmarks were met and reinforcing Weigand’s commitment to safeguard workers, partners, and project success. We will collaborate with the design team in an effort to minimize design time, establish the best scope of work, and identify cost options based on the owners identified project goals. Weigand Construction is committed to 100% transparency. Weigand’s role during preconstruction will be to provide accurate and detailed budgets that put real dollar amounts to the design, which will allow the City of South Bend to make informed decisions. We view our role in this process as the leading entity to guide decision making and to hold the team accountable for delivering facilities that provide the most value for the dollar. Our commitment to a completely transparent process will establish trust between the entire project team and enable open, honest discussions. The Weigand Build Map on page 14 highlights key deliverables and quality checkpoints across each project phase, demonstrating how our process transitions seamlessly into construction. subcontractor bidding Specific to subcontractor bidding, Weigand will establish a list of work to be included in each of the required bid packages for this project. By establishing detailed descriptions for each scope of work, we make best use of each dollar spent on the project. Weigand is very active in the competitive bid market and understands the most economical way to procure the purchasing of construction services. These packages would be written in such a way to minimize the Owner’s financial risk, as we clearly define the scopes of work for each bid package. This process identifies the best solutions for contractor markups, logistics, and resource allocation, while clear bid packages minimize scope ambiguity, duplication, and omissions. By properly structuring the bid packages and pre-qualifying subcontractors for the major work elements, the project will benefit from the most competitive pricing for the work that also reflects the uncompromising schedule, safety and quality requirements that are demanded. Weigand will seek multiple competitive bids in each trade category. preQualification If selected, Weigand Construction will collaborate with the Owner, Architect, and legal counsel to establish a project-specific plan for pre-qualifying first-tier subcontractors. Because owners vary in their preferred level of prequalification, we will tailor the process to the City’s priorities while balancing competition, contractor qualifications, and risk. Weigand’s streamlined prequalification process minimizes Owner risk without creating barriers to bidder participation. If the City elects to implement a project-specific program, it will be led by our CFO Andy Binkley, Corporate Safety Director Greg Musi, and Project Manager Brian Blight. If any of these firms are not already prequalified with Weigand Construction, they will be required to complete our in-house prequalification form to ensure they can adequately meet the requirements identified above. Once the subcontractor bids are received, our team meets with the lowest bidders to ensure that their bid is complete and that their proposed work plan meets the requirements of the overall project. After this has been established, we bring our short list of subcontractors to the Owner for approval. If the Owner is interested in participating in these meetings, we are happy to accommodate. This process fully complies with Indiana Code 5-32, as amended. SOUTH BEND | HOWARD PARK BANDSHELL14 | CMc PROPOSAL | 125-0522 |15 value engineering We understand that owners want a building that will last, and sacrificing design due to costs can shorten the life of the facility and result in an unfulfilled vision. Weigand has in- house talent and experience to provide value engineering by a multi-disciplined team of cost estimators and construction personnel who will work closely with the City of South Bend and the Architect to understand the design intent and then collaborate to ensure value engineering suggestions truly add value to the project, as well as to the life of the facility. Our intent is to perform value engineering as early as possible so that the project may recognize maximum value. It is our goal that by working with the design team to review the drawings and investigate value engineering options early in the project, our team will find ways to save money without sacrificing quality, design intent or flexibility within the space. financial analysis Maintaining total transparency and keeping the City of South Bend and design team partners informed will continue from preconstruction through the duration of the project. In construction, Weigand will work with the City of South Bend to provide cash flow projections for the project, as well as break out cost and schedule of values from each subcontractor to ensure that the City of South Bend has a detailed understanding of what is being billed and paid for each month. Monthly reports that will be part of Weigand’s communication are: schedule reports, budget updates, requests for information, submittal log, weekly project updates, monthly progress reports and safety and quality reports. Weigand will hold bi-weekly meetings, with the City of South Bend, the design team and key subcontractors. These regular meetings and transparent reports ensure the entire team remains informed of the project’s status while allowing for continued collaboration from the start of the project until completion. Quality assurance & Quality control Weigand Construction’s quality management program consists of a series of checks and balances every step of the way as related to the plans and specifications, preconstruction meeting with key subcontractors, mock-up development of key building components (if required), inspections during actual construction, post construction inspections and testing, and then final documentation of materials used for the owners future reference and maintenance requirements to maximize the life of the building. Documentation of these established practices along with forms used to track and document the program during the course of construction can be reviewed at a later date. As part of our quality control program, WCI utilizes in wall pre-fabrication for repetitive wall types and complex rough in locations. We have multiple pre-fabrication shop locations where this pre-fabrication can occur depending on the location of the project and our subcontractors. This process reduces man hours on site, maintains consistency and quality of rough in locations, allows all in wall piping to be tested prior to arriving on the jobsite, and minimizes schedule durations for in wall rough ins. In addition to the measures we already take to ensure quality control, Weigand has an in-house M/E/P Consultant at our disposal if it is a good fit to meet the project goals. This consultant provides additional oversight during the budgeting process, evaluating HVAC systems, early equipment procurement, problem solving, installation quality control and system start-up and commissioning assistance. self performance Weigand will seek multiple competitive bids in each trade category. We will require all participating bidders to submit their sealed bids to Weigand Construction at the City of South Bend offices, where they will be opened publicly per IC-5-32. We will perform a scope analysis to ensure an accurate comparison of competitive bidding. This scope analysis also helps to minimize change orders during construction. After reviewing the bids received, Weigand will award contracts pending signed approval from the City of South Bend. SOUTH BEND | HOWARD PARK BANDSHELL16 | Self-perform work for the project will not exceed 20 percent of the construction costs and will be competitively bid per the RFP. Weigand only performs work with our own forces when it is in the best interest of the project. Weigand’s self-perform capabilities include: •Concrete • Carpentry • Masonry • General Labor contract negotiation & approval In regards to contract negotiation, we have used the AIA 133-2019 agreement for all of our recent CMc projects. This entire process is typically completed within 20 working days, with WCI establishing the initial draft copy and then sending it to the owner for review. Once the owner has reviewed the document and identified any potential changes, we feel that the most expeditious way of finalizing the document is to meet in person or virtually with all required parties to discuss these changes and any impact they might have on either party. By using the AIA 133-2019 as the basis for our contract, we have found this process to be fairly straightforward with limited if any negotiations related to language and/or project direction. communication We believe communication is a vital part of the construction process and we will work to maintain clear communication with you throughout your project. By using project design team workshops, and construction progress meetings, our integrated management approach encourages open communication between all team members at all points throughout the project. We plan to have face-to-face collaborative team meetings between the Owner, Architect, and Construction Manager (OAC) to ensure strong communication, clear direction, and identifiable benchmarks for establishing a predictable outcome. These meetings will start during the preconstruction process and continue through the award of the subcontracts. Prior to construction these meetings will be held bi-weekly, with meetings during construction being held twice a month. Weigand Construction will manage the benchmarking matrix and make it available on Procore to ensure all members of the team have quick access as major milestones are met, while also giving them access to information on how they were accomplished. During construction, we will establish a “Weigand Dashboard” that identifies hot topics related to schedule, cost, quality, and means and methods options. This Dashboard will give the Owner’s leadership team the opportunity to quickly review information that needs their input and approval in order to efficiently schedule the project. The Dashboard can be accessed in real time via our Procore platform at any time during the preconstruction or construction phases. Our goal with any project is to ensure that we serve the owner in maximizing their investment by offering solutions that account for the cost, quality, and long-term use of the facility, for them to approve throughout the project. Weigand understands its role as a construction manager. In working with our clients, we realize the dreams and visions they have for their construction project, and our team will work closely with the City of South Bend to ensure they are heard as we work as a team in setting the overall direction for the project. To further show how we meet the needs and goals of the City of South Bend, we will look to establish a “project success” matrix with the Owner while meeting with them during the preconstruction process. As part of this process all of the team members (Owner-Architect-Construction Manager) will identify their responsibilities during this critical time of the project. When construction starts, we will meet with the Owner’s project stakeholders to reconfirm this plan, and ensure that we have clearly defined goals and what steps we will take to benchmark these items. During both the preconstruction and construction periods of the project, these expectations are reviewed with the Owner each month as part of the OAC (Owner-Architect-Construction Manager) meeting to ensure a predictable outcome. CMc PROPOSAL | 125-0522 |17 schedule If selected, our first project team meeting will take the base timeline identified in the RFP and begin to add details such as interim meeting dates, estimate production dates, all stakeholder review dates as well as the incorporation of a construction schedule. The level of effort put into the schedules in preconstruction and the level of commitment obtained from the selected subcontractors during the procurement process will directly affect the ease at which the project schedule will be maintained. Weigand makes it a priority that communication occurs on a daily, weekly, and monthly basis between the project team and all the subcontractors and suppliers on the job. During construction, weekly field progress meetings will be held. Brian Blight, Joe Grisinger, and Jared Velthouse- Jones will be responsible for the project schedule. Brian, Joe, and Jared will work collaboratively with the entire project team to establish the master construction schedule. Providing this schedule in detail to the team will help to ensure adherence as well as provide many interim dates where team members should expect deliverables. Superintendent Jared Velthouse-Jones will review the previous week’s activities, the current week’s activities and look ahead to the next two weeks. All critical activities, manpower and equipment requirements and any specific logistics requirements will be discussed so that everyone is prepared to perform the required work at the required time. Scheduling is a critical component of our construction projects, and we rely on Outbuild, a cloud-based platform that integrates seamlessly with Procore, to manage our project timelines. Outbuild allows the entire project team to access and update a single master schedule in real-time, ensuring that every stakeholder has the most current data at their fingertips. This system supports three-week look-aheads, timeline adjustments, and mobile access, enabling our team leads to efficiently plan and manage project schedules. All of our project related schedules are presented in a CPM format. During construction, our on-site superintendent meets with firms that are on-site or will be on-site within the next three weeks. Information is gathered weekly that shows how many people from each trade will be working on a task during the week. This information is then used to update our master schedule and confirm that work is being completed in an efficient manner. If a recovery plan is required, Weigand has a proven set of tools to maintain milestones: •Re-sequencing activities and overlapping tasks where possible. •Utilizing overtime during the week or on weekends. •Increasing manpower through supplemental crews. •Implementing shiftwork for trades that are behind schedule. •Coordinating with suppliers to pursue quick ship equipment or material options. This layered approach to scheduling ensures that issues are identified and addressed before they impact critical milestones, keeping the Howard Park Bandshell on track from start to finish. punch list and project completion Our work on administering the punch list and project closeout begins as soon as the project starts. We take a proactive approach by meeting with the Owner during preconstruction to identify required closeout deliverables and incorporating those requirements into the bidding documents and front-end specifications. Throughout construction, our team maintains the documentation needed for an efficient turnover process, including record information, equipment documentation, warranties, training requirements, and other Owner-requested materials. Our BIM capabilities can also support this process where beneficial, particularly in organizing and maintaining record information as construction progresses. In addition, we offer in-wall and above-ceiling photo documentation that captures conduit, utility lines, ductwork, and other concealed conditions before ceilings and walls are closed. We also consider the capabilities of the City’s maintenance staff so that selected systems are not only efficient and durable, but practical to operate and maintain over the life of the facility. evaluation of guaranteed maximum price Weigand’s approach to establishing a GMP is collaborative, transparent, and grounded in confidence in the design and market pricing. The timing should be driven by the needs and constraints of the project, not an arbitrary milestone, and should reflect alignment among the City, design team, and CMc regarding design completion, bid- package readiness, construction document delivery, schedule, and risk. Throughout preconstruction, our estimates will become progressively more detailed as the design advances and market pricing are validated. This allows the project team to make informed decisions before the GMP is finalized and reduces the likelihood of avoidable surprises during construction. XBE firms were invited to pre-bid meetings to review drawings, ask questions, and better understand project requirements. These meetings also provided opportunities to connect with Weigand’s construction managers and other trade partners, access resources, and receive support before submitting bids. Once all XBEs had been invited to bid both in-person and digitally, our consultant, Heather Presley-Cowen, continued the conversation through frequent follow-ups with XBE contractors, acting as a resource and a point of contact should any issues or concerns arise during the bidding period. xbe bid opportunities Joint Venture – If the scope of work on a certain part of the project was too large, XBEs could enter a partnership with another contractor to cover the amount of work involved. Scaling the Scope – If an XBE preferred not to do a joint venture, scopes of work could be scaled down, packaging them in way that was manageable for the size, assets, and output of the XBE in question. Resource Assistance – Although many preferred to bid based on their output, XBEs were not required to have all the necessary resources lined up prior to bidding. Weigand worked with XBEs in sourcing materials, labor, tools, and anything else they needed to complete the scope they planned to bid on. The Club 720 Program – Weigand utilized the services of Club 720 in collaboration with the Diversity Program on multiple fronts: •Club 720 set up profiles for XBEs on BuildingConnected, giving them visibility from millions of owners, general contractors, and subcontractors across the entire country. •Club 720 served as a one-stop shop for financial support for those new to the construction trades. The program partnered firms with banks who would assist with providing solutions with cash-flow and lines of credit. • This partnership also operated on an individual level, such as workers’ banking, where $1 is matched for every $3 invested in personal savings accounts. Club 720 assists in creating a pathway towards building wealth through credit education, savings classes, and loans for large investments like vehicles, heavy equipment, and businesses. Quick Pay – We understood that payment timing was a pressure point for many contractors, which is why we worked with the Owner to adjust pay cycles to prevent wage interruptions. Weigand also joined firms with other forms of assistance on an as-needed basis regarding equipment, financing, estimating, and labor. It was our intent to walk with XBEs from the invitation all the way through the construction process, supporting them so they could do their best work without disruption. If a contractor chose not to bid or was not awarded a job after bidding, a post-bid analysis was conducted to determine any key contributing factors to maximize the success of future bids.
