Wilhelm Construction Co., Inc. (Wilhelm) is pleased to submit our proposal to serve as Construction Manager as Constructor (CMc) for the Howard Park Bandshell. This project represents an exciting opportunity to deliver an iconic, community-defining venue along the East Bank Trail — one that will strengthen Howard Park as a gathering place and regional destination for years to come. The Howard Park Bandshell will provide a flexible, high-quality performance venue capable of hosting everything from community events to mid-size ensembles and amplified concerts. Wilhelm understands the importance of delivering a durable, iconic structure that supports the City's vision of elevating the visitor experience alongside partners such as Visit South Bend & Mishawaka and the University of Notre Dame. With more than 100 years of successful construction delivery across Indiana, Wilhelm brings extensive CMc expertise and hands-on experience with complex, architecturally distinctive public structures. We are prepared to provide comprehensive preconstruction, construction, and post-occupancy services in alignment with the City's values of excellence, accountability, innovation, inclusion, and empowerment. Distinctive & Structural Expertise: Wilhelm possesses experience working with glue-laminated timber (glulam), as well various other types of timber construction, including cross-laminated timber (CLT). Wilhelm will coordinate closely with the design team early in preconstruction to ensure constructability, cost, and schedule alignment on the bandshell's distinctive glulam roof structure. Local Relationships: Having an established office as well as vendor relationships in the South Bend area, we are familiar with the St. Joseph County subcontractor base and maintain strong relationships with local unions. We will leverage our partnership with the St. Joe Valley Building Trades to encourage local participation and competitive bidding, consistent with the City's goals for this project. Schedule Coordination: With an anticipated construction window of March 2027 through November 2027, and preconstruction services beginning as early as September 2026, Wilhelm will develop a comprehensive phasing and logistics plan to keep the project on schedule while coordinating with ongoing activity in Howard Park. FIRM BACKGROUND, PROJECT TEAM, AND EXPERIENCE HISTORY F.A. Wilhelm Construction was founded in 1923 and expanded into a general contracting role by 1937. The company grew further in 1940 and broke into the healthcare, higher education, and commercial markets by 1941. Achieving $100 million in revenue by 1950, we continued our Midwest expansion throughout the 1950s. Significant projects in the 1960s included various Indiana high school builds and the Indiana War Memorial steps in 1964. We also constructed IU Assembly Hall in 1972 and named Tippy Wilhelm as president in 1974. In 1983, we performed concrete work on the Hoosier Dome and expanded into new markets throughout the mid-80s. Our affiliate companies were also established during this time. The 1990s saw numerous contributions to Indianapolis landmark projects, and by 1991, we had reached $500 million in revenue. Phil Kenney was appointed president in 2001, and the company completed its first design-build project in 2007. During the 2010s, the company expanded further into the Midwest, achieving $1 billion in revenue by 2021. We expanded into North Carolina in 2022 and South Bend in 2025. Rochester Elementary School Rochester Schools | Rochester, IN Completed a 30,000-square-foot interior remodel involving full removal and replacement of all doors, flooring, and finishes. This project consisted of four facilities: an Integrated Care Center, Specialty & Cancer Care Center, Central Utility Plant and an Academic Building for use by the IU School of Medicine. Hillenbrand South Residence Hall and Dining Project Purdue University | West Lafayette, IN New construction of an eight-story, 900-bed residence hall will be a pod-style hall and home to first-year students. Consists of campus utility relocations, renovations to existing dining hall, new concrete basement and podium, structural metal studs, interior buildout (including some classrooms) and finishes. Additional project scope consisted of renovations to the existing dining hall to increase the seating capacity by 300 students. Riverview Health Arena at Innovation Mile City of Noblesville | Noblesville, IN Wilhelm Construction led the design-build of a 32-acre farm field in Noblesville, IN into a state-of-the-art campus. This project features a 123,000 SF event center, 3,400 capacity arena, and a five-story, 950-car parking garage.
