Our team brings recent experience inspecting trails, pedestrian infrastructure, transportation improvements, and community-facing construction projects throughout northern Indiana. That local knowledge, combined with our experience delivering complex public infrastructure, makes us well suited to serve as construction inspection partner for the Coal Line Trail Phase III project. We care about Bicycle and Pedestrian Infrastructure in South Bend, having been involved in numerous local projects. We understand that successful delivery requires more than verifying construction against the plans. It requires careful attention to safety, accessibility, drainage, utility coordination, construction sequencing, documentation, and the experience of the people using and living alongside the project. Project Supervisor, Scott Carter brings more than 30 years of infrastructure construction and inspection experience. This includes nearly 60 inspection projects involving trails, active roadways, ADA-compliant sidewalks, intersections, drainage improvements, and multimodal infrastructure. Scott understands the day-to-day demands of construction inspection and the importance of identifying issues early, communicating clearly, and maintaining thorough documentation throughout construction. Scott excels at cost containment, finding ways to avoid schedule delays, and is dedicated to keeping the City’s project moving. Scott is supported by a multidisciplinary team with complementary experience in this area. Troyer Group’s recent experience includes Muessel and LaSalle/Marquette Safe Routes to School projects as well as corridor planning along Linden. Our inspectors understand not only whether the contractor is following the plans, but the intent behind those plans and how individual construction decisions affect drainage, accessibility, connectivity, durability, and the overall performance of the finished project. For a multimodal trail project such as Coal Line Phase III, that perspective is particularly valuable at transitions, crossings, drainage features, ADA elements, and points where the new trail must integrate with existing infrastructure. This connection will ultimately strengthen the broader trail network linking South Bend neighborhoods with downtown, the East Bank Trail, the LaSalle Trail, and destinations to the north. The College Street corridor also presents challenges that require inspection beyond simply verifying trail dimensions and pavement thickness. The new trail will be constructed within an existing urban roadway environment, requiring careful attention to curb and sidewalk transitions, driveway and property access, street parking, drainage, utility conflicts, and maintaining safe access for pedestrians, bicyclists, residents, and motorists throughout construction. The project also includes improvements to the existing roadway environment, including drainage and streetscape elements, with portions of College Street retaining its existing brick paving. These interfaces create opportunities for small construction issues to become significant accessibility, drainage, or public-impact concerns if they are not identified early. Each represents an opportunity for inspection to add value by anticipating problems, maintaining clear documentation, and helping the contractor and City resolve issues efficiently.. Our approach to each is grounded in Scott’s direct experience on comparable projects and Troyer Group’s design-side familiarity with trail and pedestrian infrastructure work in South Bend. Trail Construction and Long-Term Performance The quality of the finished trail will depend on the work beneath the surface as much as the final pavement. Our inspectors will closely monitor subgrade preparation, aggregate placement, compaction, pavement installation, grades, and transitions to existing facilities.
