He coordinated between the own-er, INDOT, contractor and property owners while work- ing on utility coordination, managing field personnel, tracking project-related paperwork, and problem- solving construction-related issues. Central Avenue Reconstruction, Portage, Indiana Todd was the project supervisor for this roadway re-construction that realigned Central Avenue. Roadway elements consisted of a new pavement section com-prising 10 inches of QC/QA asphalt over 12 inches of compacted aggregate base, along with new curb and gutter and a new 8-foot-wide multi-use path. He coordinated with the contractor to maintain access to all property owners and businesses during con- struction activities. I-65 Northwest Indiana Expansion Design-Build, Lake County, Indiana Todd was the project supervisor for this approximately 13-mile stretch of added travel lanes and bridge re- habilitation on I-65 where he was responsible for the supervision of construction activities, material testing, tracking quantities, completing inspector daily re-ports and diaries, and coordinating with construction inspectors. US 20 Complete Streets, Gary, Indiana Todd was the project supervisor for the US 20 Complete Streets project from Floyd Street to the new US 12 connector intersection in Gary, Indiana. The existing pavement was retained and widened to two 12-foot-wide travel lanes in each direction and a 12-foot-wide paved median along US 20. Roadway el- ements included asphalt widening, new curb and gut-ters, enclosed drainage system, decorative lighting, and pavement markings. New sidewalks with ADA- compliant curb ramps with buffers were construct- ed along US 20 within the project limits. Pedestrian safety at the US 20 and Lake Street intersection was enhanced by adding crosswalk markings, new ADA- compliant curb ramps, pedestrian refuge islands, and accessible pedestrian push-button signals. WHY TODD IS THE BEST FOR THE JOB Todd’s commitment will keep this project moving efficiently with seamless communication, consistent quality control, and hands on everyday oversight. His demonstrated construction inspection experi- ence will allow him to make an impact on this project, allowing the project to make an impact on the South Bend community. TODD ROZYCKI PROJECT SUPERVISOR Todd has worked as a project supervisor and inspector for federal, state, and local public agencies on federal aid and locally funded road, bridge, sewer, and water main projects since 2001. His duties for complete contract administration include recording work and material data, managing and developing field inspection staff, on-site concrete, soil, and asphalt testing and sampling, and troubleshooting con- struction and design-related issues. His responsibilities also include oversight of all work on the site, as well as completing the necessary paperwork, coordinating staff, and facilitating communication between the owner and contractor. His ability to coordinate between stakehold- ers, contractors, and project engineers will be essential for Phase III of the Coal Line Trail. CONSTRUCTION INSPECTIONEXCELLENCE CITY OF SOUTH BEND | COAL LINE TRAIL PHASE III - LINCOLNWAY WEST TO LINDEN AVE AMERICAN STRUCTUREPOINT PAGE 7 PROJECT UNDERSTANDING AND APPROACHKNOWING THE COAL LINE TRAIL The Coal Line Trail Phase III project extends the City of South Bend’s multi-use trail network by constructing approximately 0.6 mile of new shared-use trail connect- ing the existing Coal Line Trail at Lincoln Way West to the Martin Luther King Jr. Dream Center along College Street. The project is intended to improve pedestrian and bicycle safety, ADA accessibility, and connectivity between neighborhoods, schools, parks, community facilities, and the regional transportation network. The project includes construction of a new concrete multi-use path; ADA-compliant sidewalks, curb ramps, and pedestrian crossings; curb and gutter improvements; pavement patching; storm sewer improvements; signing and pavement markings; and restoration. Construction will occur within a residential street requiring careful coordination with adjacent residents, businesses, public facilities, utility owners, emergency services, and local agencies to minimize impacts throughout construction. Maintenance of Traffic (MOT) will require staged con- struction, temporary pedestrian accommodations, and continuous monitoring to comply with INDOT Standards and ADA accessibility requirements. Maintaining safe access for motorists, pedestrians, bicyclists, and adja- cent property owners will be a primary consideration during all phases of construction. Our inspection staff will closely monitor traffic control operations to comply with the approved MOT plan, maintain safe access for motorists, pedestrians, bicyclists, emergency respond- ers, businesses, and adjacent residents, and verify that temporary pedestrian routes remain ADA compliant throughout each construction phase. Any deficiencies will be addressed immediately with the contractor to maintain public safety and minimize disruptions. Construction also presents several technical challen- ges, including coordination of multiple utility relocations, construction within limited right-of-way, drainage improvements, protection of existing infrastructure and streetscape features, and maintaining access to community destinations, including the Martin Luther King Jr. Dream Center. Effective communication among the contractor, City of South Bend, INDOT, utility companies, and project stakeholders will be essential to maintaining project schedule and minimizing disruptions. Quality assurance will be achieved through field inspection, material testing and verification, and doc- umentation. Our inspectors will verify compliance with INDOT specifications while maintaining accurate daily reports, quantity documentation, material certifications, and contract records in accordance with INDOT docu- mentation requirements. Public communication is equally important. Our staff will work closely with the City and contractor to antic- ipate impacts to adjacent neighborhoods, businesses, schools, and community facilities, including the Martin Luther King Jr. Dream Center. By providing timely com- munication regarding construction activities, traffic changes, and access restrictions, we will help minimize inconvenience while maintaining positive relationships with the public. College Street looking South College Street and Linden Ave Intersection College Street at Sibley Avenue Contract R-44775 is scheduled for INDOT letting on February 10, 2027. American Structurepoint has conducted site visits and reviewed plans provided by the City. DETAILED APPROACH We have also developed an approach specifically tailored for this project that includes: • Detailed preconstruction documentation of existing conditions, including photographs. • Constant communication with South Bend residents and businesses near the project site to resolve concerns and/or issues quickly. • Periodic stakeholder meetings throughout construction to verify all current information is available and questions/concerns are addressed. • Coordination and cooperation with local elected officials, South Bend Community School Corporation, and emergency service providers, as well as the postal service and solid waste removal companies. • Review of maintenance-of-traffic and construction plans to identify deficiencies and minimize impact. • Coordination with all community events in the area. • Taking the lead in any utility coordination efforts to resolve utility conflicts quickly to keep the project on schedule (knowing all the local utility company contacts allows us to quickly respond to any issues that arise). • Reviewing erosion and sediment control measures to verify all permits are being satisfied. • Continued effective coordination with the design engineering firm. Our process, in conjunction with regular construction progress meetings, facilitates the thor- ough planning of construction phasing, verifies that project plans and specifications are adhered to, discusses and mitigates the consequences of unforeseen circumstances, and addresses any unresolved issues. Minutes will be taken for all meetings, with action items and responsible parties identified. We will be vigilant in following up with all parties so that action items are addressed in a timely manner and results are communicated to the owner. Ultimately, our proven, well-established approach and diligent preparation efforts afford us the opportunity to anticipate problems and be proactive to deliver pos- itive results when dealing with the inevitable challenges encountered on this type of project. MAKING THIS A COMMUNITY PROJECT A well-informed and engaged stakeholder is an asset and plays a key role in the overall success of a project. An early action item for our team will be to develop direct lines of communication with all stakeholders. Based on our previous knowledge and understanding concerning projects of this type, we will accomplish this through: • Personal introductions to adjacent property owners.• Weekly project activity reports. • Progress meetings every two weeks.• One-on-one meetings with interested parties to review plans and project parameters. • Open-door policy for our field office. • Cell phone numbers on business cards. • Meeting with community officials and support agencies to garner buy-in. • Presentations at community or public meetings (as requested). Keeping the community aware of vital construction activities that affect their day-to-day life is crucial. Our Project Supervisor, Todd Rozycki, will work with all team members to secure the best public image of this project throughout construction. Our team has expe- rience speaking directly with residents; leading public meetings; and creating websites, flyers, mailings, and news releases that enhance public awareness of projects like yours. Another effective tool for communicating with the public will be to hold a public infor- mation meeting/groundbreaking ceremony prior to the start of construction. This can be accomplished on site and allows the residents in the area to view the construction plans and meet and obtain contact numbers for the project team. Looking South towards the MLK Dream Center College Street at Linden Avenue College Street looking South CITY OF SOUTH BEND | COAL LINE TRAIL PHASE III - LINCOLNWAY WEST TO LINDEN AVE AMERICAN STRUCTUREPOINT PAGE 10 PROJECT EXPERIENCE EVIDENCE BASED CONSTRUCTION INSPECTION From north to south, American Structurepoint has success provided Indiana with a variety of construction inspection services for bridge replacement, roadway, and multimodal transportation projects. The following projects are evidence of our disciplined application of plans, coordination with INDOT and local agencies, and ability to maintain quality, schedule and compliance throughout construction. COAL LINE TRAIL (PHASE 1) FROM LINCOLN WAY WEST TO RIVERSIDE DRIVE SOUTH BEND, INDIANA American Structurepoint provided construction inspection services for this federal-aid proj- ect that constructed a multi-use path along the abandoned railroad corridor from Lincoln Way West to Riverside Drive. The path consisted of concrete and asphalt pavement sections. Decorative concrete sidewalk along with a cov- ered pavilion were installed at Muessel Grove Park. Drainage elements consisted of a new storm sewer system that discharges to an exist- ing retention pond near Angela Blvd. Rest stops that included a bench and lighted bollard were constructed, along with other amenities such as bike rack and repair stations, drinking fountain, decorative bollards, wayfinding signage, and solar power beacons. Construction Cost: $1.9M Contract: R-38064 CENTRAL AVENUE RECONSTRUCTION PORTAGE, INDIANA American Structurepoint provided construc- tion inspection services for this project that reconstructed and realigned Central Avenue from Brandt Street to Peach Street. The project included realignment of the existing roadway to meet current INDOT design standards. The new roadway consisted of 12-foot travel lanes on the new alignment, new cul-de-sac at the old Central Avenue and improvements to the intersection of Swanson Avenue. Roadway elements consisted of QC/QA asphalt on subgrade treatment type IC, curb and gutter, ADA compliant sidewalk and curb ramps, concrete driveways and restoration. A multi-use path was installed to improve pedes- trian and cycling connectivity in the surrounding community. Our team provided daily inspection reports, monthly progress estimates, and final construction records. Construction Cost: $4M Contract: R-45022 LAKE SHORE DRIVE INTERSECTION IMPROVEMENT AT CLINE AVENUE CEDAR LAKE, INDIANA American Structurepoint provided construction to replace an existing T-intersection with a roundabout. The existing pavement was removed and replaced with full-depth HMA pavement over a treated subgrade. The roadway consisted of one lane in each direction with concrete curb and gutter along with new concrete sidewalks. A 19-foot-wide concrete pavement truck apron was constructed around the center of the roundabout.
