Western Avenue Transformation District
DATE: July 21, 2026
On July 14, 2026, the Board of Public Works opened bids for the Western Avenue
Transformation District project. The project consists of performing work on property owned by
the Housing Authority of South Bend.
The City is requesting that the Board of Public Works approve the attached access agreement
in which the Housing Authority of South Bend is granting the City access to the property to
complete the construction work, including installation of a new road, utilities, parking lots,
underground stormwater storage, sidewalks, and any other construction related construction to
complete the project.
