Who South Bend Police Department How •Uses integrated cameras and other public safety technologies to provide a more real-time understanding of incidents •30-day photo retention on cloud server •Limited users with an administrator for account reviews City of South Bend Indiana City of South Bend Indiana Snapshot of RTCC Case Assists City of South Bend Indiana RTCC Success Stories A few cases demonstrating the value of RTCC cameras Situation: A shooting occurred, and one of the suspects fled the scene. Cameras helped: RTCC analysts reviewed video footage and identified one of the shooters, providing responding officers with a description and direction of travel. Using this information, a drone officer deployed a drone and located the suspect. Officers arrested the shooter shortly afterward. Arrest Situation: A stabbing occurred, and the suspect vehicle fled the area. Cameras helped: RTCC analysts used integrated cameras and Flock LPR to identify the suspect vehicle and add it to a hotlist. Analysts tracked the vehicle through Flock hits and video footage, relaying updates to dispatch and Mishawaka PD. When the vehicle reentered the city, analysts located it at a gas station and directed nearby officers to the scene. Officers detained the registered owner for questioning. Owner brought in for questioning City of South Bend Indiana Drone as First Responder Program (DFR) WhatAutomated air support that complements officers, analysts, and fire department responses and responds to high-priority calls. Who South Bend Police Department How •Flies at max FAA-permitted altitude with camera fixed on horizon •Pilots relay initial scene observations to approaching officers •All pilots are FAA Part 107-certified; majority are civilian crime analysts City of South Bend Indiana Drone as First Responder Flight Dashboard Publicly available at: southbendin.gov/dfr City of South Bend Indiana DFR Success Stories A few cases demonstrating the value of the drone as first responder Situation: Unknown disturbance involving an individual damaging property at a residence. DFR: Arrived first on scene and used thermal imaging to locate the suspect throwing items at the residence. The drone tracked the suspect into a wooded area and provided officers with real-time updates on location and direction of travel, leading to their detention. Suspect Detained Situation: Call for an unknown problem involving a vehicle description. DFR: Arrived first on scene and located the vehicle and individuals involved. Observed a male and female engage in a physical altercation and leave the scene. The pilot tracked the vehicle and provided real-time updates to responding officers, including when the suspect drove over the female victim and fled. Officers located and arrested the suspect, and a handgun discarded from the vehicle was recovered. Investigators had limited leads beyond video footage of the incident and the suspect vehicle. •LPR helped: Investigators used screenshots from the video footage and Flock LPR cameras to identify the suspect vehicle, which was registered out of state. The lead enabled investigators to identify and charge three individuals in connection with the homicide. Flock LPR Success Stories City of South Bend Indiana •Situation: A homicide occurred at Michigan Street and Angela Boulevard in what appeared to be a road rage incident between two individuals with no prior connection. The only lead was dash camera footage provided by a witness. •LPR helped: Investigators used the dash camera footage and Flock LPR cameras to identify the suspect vehicle. The vehicle information led investigators to the suspect, who was arrested within two days of the homicide. Flock LPR Success Stories City of South Bend Indiana Resource Router (previously ShotSpotter Connect) What Resource Router is a software that provides unbiased, evidence and fact-based direction on where to deploy officers and other department resources and when.
