Board members,
The change order before you today is to account for unforeseen circumstances in the Dylan Drive
Lighting Improvements project (#119-047). On Monday 6/1/2026, Michiana Contracting notified
Engineering that crews had observed new fixtures on the north portion of Dylan Dr turning on and
off intermittently. Upon investigation, it was discovered that circuit 1 wires underground were
burnt and melted in multiple places and waterproof splices underground had been submerged in
water, leading to failure (photos enclosed). At this time, Engineering directed Michiana
Contracting to begin writing up a change order for staff consideration
As the intent of this project was to upgrade the lights along Dylan Drive, this intent would not be
properly fulfilled without the installation of new wire and fuses for these lights.
Funding is available via Light Up South Bend 2024 & 2025 and River West TIF.
