Please note the attached link for the meeting recording: https://docs.southbendin.gov/WebLink/browse.aspx?dbid=0&mediaid=410876 Persons in attendance included the following individuals representing the following entities: Rachel Tomas Morgan South Bend Common Council Bob Palmer South Bend Common Council Matthew Neal City Clerk’s Office Kylie Connell Legal Department Rob DeCleene Indiana University South Bend Daniela Rivera Molina Saint Mary’s College Gwen O’Brien University of Notre Dame Gerald Vielhauer University of Notre Dame Elijah Jones University of Notre Dame Victoria Piskol Holy Cross College Jarveair Bourn South Bend Police Department Dan Skibins South Bend Police Department Campus Student Body Representatives University of Notre Dame Student Body Representatives Update Elijah Jones, newly appointed Notre Dame Student Body President, stated that student government plans on maintaining partnerships with local groups such as Unity Gardens, the Boys and Girls Club, the Robinson Community Learning Center, the South Bend Farmers Market, and Feed My Starving Children. © 2 Gerald Vielhauer, outgoing Notre Dame Student Body President, stated that Notre Dame’s Community Service Department saw success with the annual day of service Back the Bend. Back the Bend saw five hundred (500) to seven hundred (700) volunteers in attendance working with over thirty-five (35) different sites and over twenty-five (25) different organizations. Notre Dame’s Department of South Bend Engagement also created the South Bend Monthly Digest, which highlights events and places within the City. Notre Dame’s Student Government also hosted a local civic engagement panel in collaboration with the National Affairs Political Engagement Department. Saint Mary’s College Student Body Representatives Update Daniela Rivera Molina, newly appointed Saint Mary’s Student Body President, stated that Saint Mary’s Student Government is hosting a tri-campus lip-sync battle drop-off fundraiser in coordination with For the Good. The fundraiser will be April 28, 2026 from 7:00P.M.-8:30P.M. Daniela stated that Notre Dame’s incoming Student Government will be focusing on transparency, accountability, inclusion/belonging, and innovation in the campus experience. Committee Chair Tomas Morgan stated that during Violence Prevention Week Saint Mary’s hosted a wonderful array of panelists and featured a powerful exhibit. Holy Cross College Student Body Representatives Update Victoria Piskol, current Holy Cross Student Body President, stated that Holy Cross’ Student Government is focused on how they can help the South Bend community and grow the campus community. Victoria stated that they are working to add more afternoon and evening masses for students during the week. Holy Cross was able to help over thirty (30) families with their Thanksgiving food baskets and are continuing to give leftover funds to the non-profit organization St. Vincent de Paul. On April 29, 2026 from 4:00P.M.-6:00P.M. is Holy Cross’ Spring Jubilee, which is an end of the year celebration that is also open to the community. Updates from Member Organization Representatives & Suggestions for Discussion Topics South Bend Police Department (SBPD) Update Seargent Jarveair Bourne, South Bend Police Department (SBPD), stated that on April 17, 2026 the Mayor’s Office held a Vibrant Neighborhood Initiative event where City staff worked to help clean up an area of South Bend. There is a car seat check occurring April 30, 2026 at the police department. Police officers will help facilitate getting car seats for those who may need one and also check the installation of existing car seats. SBPD help a well-attended summer prospect day, and now there are more than ten (10) applicants currently in the process to becoming police officers. In light of Finals Week for students, Seargent Bourne outlined safety measures students should take when out late studying: scan your surroundings when exiting buildings, stay alert and vigilant when travelling, and always let someone know where you will be if you are staying out late studying. Committee Chair Tomas Morgan asked Seargent Bourne to give an overview of the Police Athletic League (PAL) Program. 3 Seargent Bourne stated that PAL is open to any in the community age seven (7) to eighteen (18). The summer All-Sports Camp is open to participants age seven (7) to thirteen (13) and includes field hockey, kickball, golf, basketball, and more. Sign-ups for the camp can be found at www.southbendpal.org. University of Notre Dame Staff Representatives Update Gwen O’Brien, Director of Community Relations at Notre Dame, stated that the Robinson Community Learning Center will be celebrating its twenty-fifth (25th) anniversary at Kelly Park on April 29, 2026 from 4:30P.M. to 6:30P.M. Demolition has begun for Colfax Corner, and the project is expected to be complete by the summer of 2028. Notre Dame held its largest ever attended event, the Luke Combs concert, at their stadium with over eighty thousand (80,000) attendees. Commencement will be held on May 17, 2026. Notre Dame started a podcast called the Link Podcast, where Notre Dame faculty and staff members, with a regional collaborator, discuss shared projects and initiatives. Indiana University South Bend (IUSB) Staff Representatives Update Rob DeCleene, Vice Chancellor for University Relations and Advancement at Indiana University South Bend (IUSB), stated that IUSB’s commencement will be held on May 10, 2026 at Notre Dame University. On April 2, 2026 IUSB hosted IU’s trophy tour, bringing to South Bend the National Championship trophy, the Big Ten trophy, the Heisman trophy, the Rose Bowl trophy, etc. South Bend Common Council Update Committee Chair Tomas Morgan stated that Council is still receiving zoning requests and welcomes feedback regarding any upcoming changes.
