Please note the attached link for the meeting recording: https://docs.southbendin.gov/WebLink/browse.aspx?dbid=0&mediaid=410875 Persons in attendance included the following individuals representing the following entities: Rachel Tomas Morgan South Bend Common Council Ophelia Gooden-Rodgers South Bend Common Council Bob Palmer South Bend Common Council Matthew Neal City Clerk’s Office Gwen O’Brien University of Notre Dame Sonia Lumley University of Notre Dame Tim Sexton University of Notre Dame Daneila Rivera Molina Saint Mary’s College Jarveair Bourn South Bend Police Department Bill Stenz Neighborhood Representative Updates from Member Organization Representatives & Suggestions for Discussion Topics University of Notre Dame Update Sonia Lumley, Student Body Vice President, gave an update on behalf of the University of Notre Dame. She spoke about student concerns regarding gun violence near campus and shared information about Back the Bend, the University’s annual day of service. She said they recently had their volunteer fair for the semester and spoke about their high school internship program. She said they have a new faith-based service initiative, the ND Library Ministry. Chair Tomas Morgan asked her to confirm the date for Back the Bend. © 2 Sonia Lumley said it will be on Saturday, March 28, 2026. Gwen O’Brien, Director of Community Relations, listed the partner organizations participating in Back the Bend. She said Student Government has an upcoming meeting with Dezha Moore from Venues, Parks and Arts (VPA) to discuss potential partnerships. She briefly spoke about the Colfax Corner project and the University’s partnership with Goodwill Michiana. Tim Sexton, Associate Vice President of Public Affairs, spoke about a recently passed resolution from Campus Life Council calling for restrictions on landlords signing leases more than one (1) year in advance. He said the practice of leasing several years in advance has created challenges for student housing. Chair Tomas Morgan said she passed on the information for Back the Bend to VPA and the Department of Engagement and Economic Empowerment Saint Mary’s College Update Daniela Rivera Molina, Student Government Director of Internal Affairs, gave an update on behalf of Saint Mary’s College. She spoke about upcoming events on campus including Love Your Body Week the week of April 6, 2026, and the Raise Your Voice Sexual Violence Prevention Symposium on April 13, 2026. She said they are partnering with For the Good for a charity event on April 28, 2026. Chair Tomas Morgan spoke about participating in the Student Diversity Council’s recent panel on authentic leadership. South Bend Police Department (SBPD) Update Sergeant Jarveair Bourne, SBPD, spoke about the recent Cops and Community event at the United Way One (1) Roof Center. He said there will be a Women in Policing Day on March 5, 2026, and Prospect Day is scheduled for March 28, 2026. He said Citizens Police Academy starts up again next week. Chair Tomas Morgan asked if SBPD is still accepting applicants for the Citizens Police Academy. Sergeant Bourne said applications are closed, but they may be able to accommodate people who are still interested. Chair Tomas Morgan asked Sergeant Bourne to give an update on a recent incident that happened near Frances Street and Sorin Street. Sergeant Bourne said the investigation is active and ongoing. He said he will follow up when he is able to share more information. Chair Tomas Morgan asked about a recent incident involving students being accosted on the Coal Line Trail at the corner of Angela Boulevard. Sergeant Bourne asked when this occurred and said he will try to get more information about the incident. He said SBPD can provide extra patrols in the area. Chair Tomas Morgan said the incident occurred in January or early February. 3 Sergeant Bourne said he will follow up with the Detective Bureau. South Bend Common Council Update Chair Tomas Morgan said the Common Council is seeking Citizen Members to serve on standing committees for 2026, and there has been strong interest from residents. She said Citizen Member appointments should be finalized in the next few weeks. She highlighted recent legislation passed by the Council, including the LaSalle Park Neighborhood Plan, the Zoning Ordinance Update, and the Colfax Corner Project. Neighborhood Representative Update Bill Stenz, Northeast Neighborhood Council President, spoke on behalf of the neighborhoods south of the University of Notre Dame. He said student renters have been leaving their trash cans at the curb, and it has interfered with parking and snow plowing. He gave a reminder for students to bring their trash cans back from the curb after pick-up day. Chair Tomas Morgan encouraged the representatives from the University of Notre Dame to get the word out in the student community and encouraged residents to call three-one-one (311) with any concerns about code violations. 2026 Meeting Schedule Chair Tomas Morgan said the next CCAC meeting will take place after spring break on March 24, 2026, and the next meeting after that will be on April 28, 2026.
