AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, APPROPRIATING THE TOTAL SUM OF $34,250.00 WITHIN CITY
GENERAL FUND #101 FOR A NEW EMPLOYEE POSITION AND FOR
PROFESSIONAL ASSOCIATION DUES
STATEMENT OF PURPOSE AND INTENT
The Common Council is amending the 2013 Salary Ordinance ( #10199 -12) to add the
new position of "Diversity Compliance Officer ", a full time, 32 hour per week position. It is
necessary to appropriate funds to support the salary and benefits of this employee for the
remainder of calendar year 2013 in the sum of Twenty Nine Thousand Two Hundred Fifty
Dollars ($29,250.00).
As part of the City's efforts to increase minority participation in the City of South Bend's
public bidding opportunities, and in the provision of goods and services to the City, it is
important for the City to join and participate in certain professional organizations which provide
resources and support for diversity development, the dues for which total five thousand dollars
($5,000.00). These organizations are the Indiana Minority Supplier Development Council and
the Women's Business Enterprise Council.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA, as follows:
SECTION I. The sum of $29,250.00 is hereby appropriated and set aside within the
Administration and Finance Department of the City General Fund #101 for the purpose of
funding the salary and benefits for a new employee position within the City, that is, the Diversity
Compliance Officer for the remainder of calendar year 2013.
SECTION II. The sum of $5,000.00 is _hereby appropriated and set aside within the
Administration and Finance Department of the City General Fund #101, for the purpose of
membership fees in and expenses for professional associations which furnish resources and
support for diversity development, namely, the Indiana Minority Suppliers Development Council
and the Women's Business Enterprise Council.

Re: Ordinance Appropriating Funds for Diversity Compliance Officer Salary and
Professional Organization Fees and Ordinance Amending the 2013 Salary Ordinance to
Add the Position of Diversity Compliance Officer
Dear President Dieter:
Attached are amended copies of the above - referenced Ordinances. The requests are
amended to increase the position from part time (25 hours /week) to full time (32 hours /week) in
the Salary Ordinance and increase the cost of the position to $29,250 in 2013. The additional
$5,000.00 from the General Fund to cover costs of membership in two important, diversity
related professional organizations remains unchanged for a total of $34,250 from the General
Fund.
After further review of responsibilities for the Diversity Compliance Officer, the increase
to a 32 hour /week status is required to successfully accomplish the development of Minority and
Women Business Enterprise relations with the City procurement process, sustain those same
relationships, and to develop operational tools required to monitor and support the entire
diversity purchasing initiative.
The ordinances (attached) will need to be re- advertised because the dollar amount of the
appropriation has increased over the originally advertised sum.
The City Administration believes that the amendment and appropriation will help South
Bend achieve its goal of increased diversity development in City contracts, and hopes that the
Council will approve both Ordinances.
